2 1 2 I. INTRODUCTION AND BACKGROUND Q. Please state your name and business address. A. My name is John T. Toth. My business address is 76 South Main 3 Street, Akron, 4 5 Ohio Q. By whom are you employed and in what capacity? A. I am employed by FirstEnergy Service Company as a 6Supervisor in the Transmission Engineering Department. My responsibilities7 include providing guidance, leadership and supervision to a staff of four professionals 8 in the Transmission Engineering Group that are responsible for the siting 9 and regulatory approvals for modified and new transmission facilities in 10 Ohio, Pennsylvania, Maryland, New Jersey, Virginia and West Virginia. In this 11position, I provide support for the FirstEnergy operating utilities efforts to site 12 new transmission facilities, by supervising the group s efforts in developing transmission 13 line route siting studies, transmission substation siting studies and associated 14 regulatory filings. Q. Please describe your professional experience and educational background. A. In June 2005, I began working for FirstEnergy as an Assistant 17 Engineer in its rotational engineering program. As part of the rotational engineering 18 program, I worked in the following departments: (i) transmission planning; 19 (ii) transmission protection; (iii) substation engineering; and (iv) transmission20 engineering. I also worked for Cleveland Electric Illuminating Company s distribution 21 engineering 22 department and the substation maintenance department. 1

3 In July 2007, I started working in FirstEnergy s Transmission 1 Engineering Department. While working in FirstEnergy s Transmission 2 Engineering Department I received the following promotions: (i) Associate 3 Engineer (April 2007); (ii) Engineer (May 2008); and (iii) Advanced Engineer 4 (July 2010). In May 2011, I was promoted to my current position Supervisor 5 of Transmission 6 Siting within the Transmission Engineering Department. I have a Bachelor of Electrical Engineering degree from 7 Cleveland State 8 University s Fenn College of Engineering (December, 2004). My education, experience and qualifications are 9fully set forth in Appendix A to my testimony. Q. Have you previously testified in Board of Public Utilities ( Board or BPU ) proceedings? A. No. Q. Have you testified in proceedings before other utility regulatory commissions? A. Yes. I have provided testimony before the Pennsylvania 16 Public Utility Commission. In Pennsylvania, I provided testimony on the 17 Bedford North Osterburg East 115 kv Transmission Line Project, Docket 18 Number A I have also provided testimony before the Ohio 19 Power Siting Board regarding the Chamberlin Shalersville Transmission Line 20 Project, Docket No EL-BTX. Q. Would you describe the purpose of your testimony? 2

I am testifying on behalf of Petitioner Jersey Central Power 1& Light Company ( JCP&L or the Company ) in support of its Petition seeking 2 a determination that the Oceanview 230 kv transmission line project (the Project ) 3 is reasonably necessary for the service, convenience or welfare of the public. 4 I provide an overview of the Project. I also introduce the other witnesses 5 who are filing 6 7 II. testimony in support of the Company s Petition. PROJECT OVERVIEW 8 Q. Please briefly describe the Project. A. The Oceanview substation, located in Neptune, New Jersey, is 9 currently supplied by two 230 kv circuits (T-2020/S-1033) from the Atlantic10 substation, which is located approximately four miles northwest of the Oceanview11 substation in Colts Neck, New Jersey. Both circuits are located on a single 12 set of double-circuit wooden H-frame structures between the Atlantic and Oceanview 13 substations. During its Regional Transmission Expansion Planning 14Process ( RTEP ), PJM Interconnection, L.L.C. ( PJM ) identified the need 15 for a third 230 kv circuit into the Oceanview substation. The third 230 kv 16 circuit is needed to mitigate the potential for: (i) a simultaneous outage of the existing, 17 double-circuit 230 kv transmission line supply to the Oceanview substation; 18and (ii) outages to the lower voltage circuits and substations supplied through 19 the Oceanview 20 substation. As discussed in detail in the testimony of Timothy B. 21Gaul, the proposed route for the Project begins in a northerly direction from22 JCP&L s Larrabee substation, which is located in Howell, New Jersey, within the 23 existing Larrabee- 3

5 Atlantic 230 kv and Smithburg-Atlantic 230 kv transmission 1 Right-of-Way ( ROW ) for approximately 11.6 miles. The route traverses2 approximately 2.5 miles through Allaire State Park (which is part of the 11.6 miles 3 within the same ROW), before reaching a point just east of the Atlantic substation. 4 From the Atlantic substation, the proposed route heads southeast within 5 the existing Oceanview-Atlantic 230 kv transmission corridor for approximately miles into the Oceanview Substation. The Project will pass through 7 sections of the municipalities of Colts Neck, Howell, Neptune, Tinton Falls, 8 and Wall in 9 Monmouth County. The entire 16.1-mile-long route would be constructed 10 within existing transmission ROW. Some limited tree clearing may be conducted 11 within the existing ROW and JCP&L may seek additional priority12 tree rights where necessary, but no significant tree clearing is anticipated, as the 13 ROW is currently maintained in accordance with JCP&L s vegetation management 14 program. Between the Larrabee and Atlantic substations, the route15 will be constructed adjacent to existing transmission lines, on new steel monopoles 16 within the existing ROW. The new steel monopoles in this section17are expected to be between 80 feet and 160 feet in height. Between the Atlantic 18 and Oceanview substations, the route will be constructed by rebuilding an existing 19 transmission line (currently on H-frame structures) on steel monopoles 20 and constructing the Oceanview 230 kv Transmission Line on an adjacent set 21of steel monopole structures. The new steel monopoles for this section are expected 22 to be between feet and 115 feet in height. 4

6 Associated substation work that is to take place within 1 the existing Larrabee substation includes constructing a new 230 kv2 transmission line terminal and adding 3 breakers. The addition of 3 breakers 3 allows for reconfiguring the existing 8 breaker ring bus into an 11 breaker, 4 breaker-and-a- 5 half protection scheme. Associated substation work that is will take place 6 at the existing Oceanview substation includes an additional five 230 kv breakers 7 in a ring bus arrangement. This will allow for the new 230 kv transmission 8 line terminal and the relocation of the connection of two existing 230/34.5 kv transformer 9 banks to the new ring bus. Q. What is the estimated cost of the Project? A. The total project cost is approximately $64 million, which includes 12 construction work at two (2) existing substations - Oceanview and Larrabee substations. 1 Q. What is the required in service date of the Project? A. The required in-service date established by PJM is June 1, Q. Please describe the time frame for this Project? A. JCP&L expects to begin submitting applications for permits 17 in the second quarter of 2014 and continue until approximately the third quarter of Many of the permits for the Project require that final detailed engineering 19 be complete. Detailed engineering started in February, 2014 and will be completed 20 in August, JCP&L anticipates that construction will begin in and is estimated to 22 take 12 to 16 months. 1 The $64 million project cost does not include overhead costs. 5

There will be eight other witnesses providing testimony on JCP&L s 3 behalf in this 4 proceeding: David Kozy, Jr., General Manager Transmission Design, 5 FirstEnergy Service Company. Mr. Kozy s testimony discusses 6 the design, engineering, construction, operation and maintenance of 7 the Project; Jeffrey A. Goldberg, Engineer IV, FirstEnergy Service 8 Company. Mr. Goldberg s testimony addresses the electrical need for 9 the Project and 10 describes the planning process that led to the Project; Timothy B. Gaul, Associate Vice President Energy11 Services, The Louis Berger Group, Inc. Mr. Gaul s testimony describes 12 the siting methodology, including the route evaluation and selection 13 process. Mr. Gaul s testimony includes the Siting Report for the Project; 14 Kirsty M. Cronin, Principal Environmental Scientist, 15The Louis Berger Group, Inc. Ms. Cronin s testimony explains16the environmental 17 permitting process for the Project; Tracey J. Janis, Manager Right-Of-Way Services, 18 FirstEnergy Service Company. Ms. Janis s testimony addresses the real19 estate and right-of- 20 way aspects of the Project; Jerome J. McHale, President of J. McHale & Associates, 21 Inc. Mr. McHale s testimony discusses the real estate impacts 22 and appraiser s 23 conclusions; and 6
