2 Q. Please state your name, employment, and business address. A. My name is Clark D. Cotten. I am the Senior Electrical Engineer for the General Staff (Staff of the Arkansas Public Service Commission (APSC or Commission in its Telecommunications and Quality of Service Section at 000 Center Street, Little Rock, Arkansas 0. 0 Q. Please state your qualifications and background. A. I earned a Bachelor of Science degree in Electrical Engineering from the University of Arkansas in, and I have been a registered Professional Engineer in Arkansas since. Before joining Staff in November, I was employed by Arkansas Power and Light Company (now Entergy Arkansas, Inc. or Entergy Services, Inc. for twenty-two years. At Entergy Arkansas, Inc., I held positions as a Customer Service Engineer and Account Manager dealing with its largest commercial and industrial customers in areas of tariff application, special pricing, energy management, and distribution service. I also held the position of Manager, District Customer Service overseeing both its customer service and local engineering functions in an operating district in the northeast part of Arkansas. I worked for Entergy Services, Inc. in its Distribution Standards Group developing consistent engineering standards for distribution equipment to be used by all Entergy operating companies, and in its Supply Side Planning Group - -

3 0 providing analysis in areas of Integrated Resource Planning, capacity expansion and acquisition, plant retirement, and avoided cost. Since joining Staff, I have attended the National Association of Regulatory Utility Commissioners two-week Annual Regulatory Studies program at Michigan State University and I have submitted testimony before the Commission addressing applications for certificates of public convenience and necessity, certificates of environmental compatibility and public need for both electric transmission facilities and power generation facilities, the treatment of transmission facilities in rate unbundling dockets, the acquisition of electric generating facilities, power factor issues, and miscellaneous tariff filings. Q. Did you review the customer release application filed July, 0, by Entergy Arkansas, Inc. (EAI regarding three-phase service to two irrigation wells for Wayne Wilkison in Cross County, Arkansas? A. Yes, I did. Q. Please state the results of your review. A. Wayne Wilkison has requested three-phase electric service for two irrigation wells in territory that is allocated to Woodruff Electric Cooperative Corporation (WECC. Well No. is located in the Northeast ¼ of Section, Township North, Range East, and Well No. is located in the Northwest ¼ of Section, - -

4 Township North, Range East both in Cross County, Arkansas. WECC s nearest three-phase facilities are approximately. miles away, while EAI has facilities within 0. mile from the wells. WECC has agreed to release and EAI has agreed to serve this customer. 0 0 This customer release is in compliance with the APSC s Rules of Practice and Procedure (RPP Rule.0.(b( which states: An electric utility ( releasing utility may voluntarily waive its right and obligation to serve a customer at a location within its allocated territory if another utility ( successor utility agrees to serve that customer, at that location indefinitely. The successor utility may continue to serve the location and all future customers at that location, even after service to the original customer has been discontinued for any reason. This agreement between the releasing utility and successor utilities is a customer release. Q. Did the customer release application filed by EAI comply with the requirements of the Commission s RPP? A. Yes. EAI s application met the requirements of Rule.0.(b( by stating the reason for the request and included a letter from WECC indicating its willingness to release the customer. The application also included a map and legal description identifying the approximate location of the customer. Q. Please state your recommendations in this matter. A. I recommend approval of the customer release for three-phase service to the two irrigation wells for Wayne Wilkison from WECC to EAI as filed with this - -

This customer release is only for the irrigation wells for Wayne Wilkison that are generally located in the Northeast ¼ of Section, Township North, Range East, and in the Northwest ¼ of Section, Township North, Range East in Cross County, Arkansas and includes no other structures, dwellings, grain bins, or irrigation pumps. This customer release requires no action on the certificates of public convenience and necessity of either company. Q. Does this complete your prepared testimony? A. Yes, it does. - -
