Fire and Rescue Service Fleets The environmental challenge
The air quality challenge in the UK 40,000 deaths every year attributable to outdoor air pollution in the UK Royal College of Physicians report 5.9 billion Annual costs to NHS and society from emissions from cars and vans (University of Oxford & University of Bath report) Disproportionately affects youngest and oldest in society, and those with pre-existing health conditions UK facing legal action for breaching the European Union's nitrogen dioxide (NO2) limits.
Fire & Rescue Services Emergency Services Public & Private Sector
The London context 9,000+ Londoners die every year because of air pollution Mayor of London s London Environment Strategy 20% Primary schools in areas that breach NO2 limits Low Emission Zone since 2008 T-Charge introduced 2017 ULEZ - Central London Inner London Low Emission Zone Euro VI for HGVs
LFB/ TfL MOU Pumping Appliances at stations in congestion zone replaced before April 2019 All other HGVs (except national resilience) replaced by October 2021 to Euro VI National resilience vehicles - Euro IV standard Other FRS on mutual assistance expected to meet ULEZ standard from Oct 2021
Targets for London s emergency services 2025: All support car fleets zero emission capable 2025: New cars & vans zero emissions capable 2030: All HGVs fossil fuel free or zero emission capable 2050: All vehicles zero emission
Current progress EVs Zero Emission Capable: 100% of operational fleet cars (Electric rangeextended) Charge points: 75% premises - 44 more planned to give 95% coverage of LFB s 102 stations 78 fast dual charge points installed: - PAYG technology only - Provision of 9 publicly accessible charge points on station forecourts

Ultra Low Emission Fleet Programme Zero Emission Pumping Appliance Zero emission solutions for HGVs (vehicles and infrastructure) Engagement with suppliers Command Support Unit opportunities to use zero emission technology HyTIME: 2 Ford Transit ULEMCo Dual Fuel (hydrogen diesel) vans currently trialled Feasibility assessment of bridging fuels (eg. HVO, FAME, biomethane)

Technology & infrastructure choices
Alternative fuels LFB i3 MPS c-evolution MPS Hydrogen BA Mototok
Technology Pros Cons Biodiesel (b100) Lower CO 2 and CO emissions Improved lubrication of engines extends op.life Biofuel (HVO) Lower emissions, lasts longer and can be used in diesel engines without modification and no affect on warranty Costly fuel production Tanks need heating to stop fuel gelling in cold weather Increase in harmful NO x gases Limited NOx reduction, limited in supply and refuelling infrastructure Hybrid Powertrains Reduction of c 40% on emissions to diesel Will continue to meet emissions standards Quicker acceleration on demand Lack of technology applications to ES vehicles now Safety risk with large volumes of water being pressurised close to a large battery bank (Li-on) Fully electric Hydrogen fuel cell Zero emissions for entire life of the vehicle Refuelling battery bank is far cheaper/mile Less moving parts - less maintenance Immediate torque and power delivery Zero emissions (apart from steam) Similar lifespan to a battery Electric motors provide immediate power Technology proven as effective for high tonnage vehicles Large and heavy battery bank Consistent power issues with lengthy incident call outs Expensive technology to buy in Require high pressure storage tanks to hold fuel a safety risk in crashes or near fires No available mass produced hydrogen vehicles available for a replacement for appliance
Charging Specialist parts & repairs Powertrain Recovery Obsolescence Engine Routine servicing Fuel
Target Zero Fleet Driver behaviour Telematics use Target zero Fleet Maintenance support Facility & equipment investment Training
