3 Air Quality in London Air pollution is a serious problem in London - 1,000 premature deaths per year - 1,000 hospital admissions per year Affects most vulnerable parts of society Majority of Londoners concerned about poor air quality and want to see it improved Particular problems with emissions of particulate matter (PM 10 ) and nitrogen oxides (NO x ) Worse in central London, main roads, Heathrow Road traffic major source of emissions

5 Overview of Low Emission Zone Aims to discourage most individually polluting vehicles from being driven in London Heavy diesel-engine vehicles affected from 4 February 2008, with a phased introduction for other vehicles Vehicles have to meet specified emissions standards Operators can pay a daily charge to drive non-compliant vehicles in the LEZ Covers the majority of Greater London, inc. Motorways Operates all day, every day Enforced using fixed and mobile cameras with heavy penalties for non-compliance

9 Options for Compliance Options available to operators include: Fitting a particulate abatement device Fitting a new compliant engine in the vehicle Buying a new or compliant second-hand vehicle Reorganising fleet so only compliant vehicles travel in zone Or paying the 200 daily charge (online, by phone or post) Failure to pay the charge will incur a 1000 Penalty Charge Notice A small number of vehicles are entitled to an exemption: Non-road going vehicles, e.g. mobile cranes, specialist plant Historic vehicles registered before 1973 Military vehicles Certain showmen s vehicles

10 What will the LEZ Achieve? Reductions in tonnage of PM 10 and NO x emitted and areas of London exceeding national & EU air quality limits Range of health benefits: - gains in life expectancy - reductions in premature deaths - reductions in hospital admissions - reductions in respiratory problems Monetised health benefits ( ): - 80m - 390m inside London - 80m - 250m outside London

11 LEZ Go-Live on 4 Feb Two and a half years from project approval to go-live Revisions to MTS and new Scheme Order Engagement with over 1,000 stakeholders New enquiries, registrations, payments and enforcement processes 322 enforcement cameras and 95 monitoring cameras 9 TfL approved suppliers of abatement equipment 8,000 successful vehicle emissions tests by VOSA Pan-European operator and public information campaign 730 zone entry and advance warning signs
