3 The London Low Emission Zone is now in operation The London Low Emission Zone (LEZ) was launched by the then Mayor Ken Livingstone on 4 February 2008, and will improve air quality for all that visit, live and work within Greater London.
4 Air Quality in London A House of Commons environmental audit committee said that particle pollution has claimed the lives of over 4,300 people a year in London and has an annual cost of around 2bn. Affects most vulnerable parts of society The Mayor of London is legally obliged to work towards the UK Government s air quality objectives, who in turn are committed to meeting limit values set out in European Union legislation. Air quality in London currently exceeds EU limit values for Particulate Matter (PM 10 ) and Nitrogen Dioxide (NO 2 ) 4
5 Quick Overview of LEZ Scheme to discourage most individually polluting vehicles from being driven in London First two phases of LEZ operating successfully targeting diesel HGVs, coaches and buses By reducing emissions from the most polluting diesel vehicles, air quality should improve, which in turn improves public health Few exemptions to maximise health benefits The LGV and minibus phase is looking to widen the scope of vehicles subject to the LEZ to further meet London s air quality targets and deliver greater health benefits In accordance with Proposal 95 of the newly published Mayor s Transport Strategy, TfL is currently consulting on deferring this new phase of LEZ to 3 January 2012
6 How LEZ operates The LEZ is a charging scheme but most avoid paying the charge by driving a compliant vehicle. There is signs at entry points and in the zone Vehicles which are subject to the LEZ are detected using fixed and mobile cameras using automated number plate recognition TfL checks vehicle registration against a register of compliant vehicles Non compliant vehicles have to pay a daily charge 200 per day for HGV, buses and coaches 100 per day for vans and minibuses 6
7 LEZ Roll Out : Summary LEZ Phase 1 - Launched 4 February HGVs over 12 tonnes - c. 120,000 subject vehicles of which c. 30,000 were non-compliant in % of these vehicles now compliant LEZ Phase 3 (subject to confirmation) - Originally scheduled for October Proposal to defer to Includes large vans and minibuses - c. 530,000 subject vehicles of which c. 70,000 could be non-compliant in LEZ Phase 2 - Launched 7 July HGVs of tonnes plus buses and coaches over 5 tonnes LEZ Phase 4 - Scheduled for 3 rd January Tougher PM standards for Phase 1 and 2 vehicles. - c. 90,000 subject vehicles of which c. 35,000 were non-compliant in LEZ Phase 5 (subject to confirmation) - 96% of these vehicles now compliant - Scheduled for NOX standard for Phase 1 & 2 vehicles 7

9 Consultation Mayor s new Transport Strategy includes a proposal deferring inclusion i of light goods vehicles and minibuses in LEZ from Oct 2010 to Jan 2012 TfL consulting on a Variation Order with a proposed implementation date of January 2012 Consultation runs from 17 May to 28 June 2010 Wide range of stakeholders invited to comment on proposed date change Consultation also provides an opportunity to raise awareness among operators of Mayor s intention to include LGVs and minibuses in LEZ from Jan
10 LEZ Consultation Timetable 17 May 2010 Consultation begins 28 June 2010 Consultation ends September 2010 TfL reports to the Mayor to enable consideration of the consultation and confirmation on a decision Assuming 2012 is confirmed date following consultation ti 2011 Approved abatement equipment available 3 January 2012 LGVs and Minibus phase of LEZ starts 10
11 Options for Compliance Options available to operators include: Buying a new or compliant second-hand vehicle Fitting a new compliant engine in the vehicle Fitting an approved abatement device Cost between 1,000-2,000 for vans Cost between 1,400-2,000 for minibuses Cost up to 2,500 for specialist vehicles Or paying the daily charge (of 100 per day for larger vans and minibuses) n.b. Similar to previous roll out of phases, warning letters will be issued to first time contraveners with a period to become compliant 11
12 100% Discount/Exempt Vehicles Existing discounts and exemptions will apply to the LGVs and minibuses Exemptions/discounts have been granted where there are problems with retro-fitting or identifying the emissions of vehicles: UK and Foreign Military Vehicles Historic Vehicles (registered pre 1973) Non-Road Going Vehicles Showman s Vehicles will need to register with TfL 12
13 Impacts Monitoring The LEZ Baseline Impacts Monitoring report was published in July 2008 Sets out the conditions prior to the start of the scheme providing a baseline against which the scheme impacts can be analysed. It includes: Measurement of the change in vehicle characteristics using cameras Use of established London Atmospheric Emissions Inventory and AQ model to cover vehicle changes and to calculate emissions / AQ impacts Report on Phases 1 & 2 impacts due out late
14 Air Quality What will the LEZ achieve? Reduce total road traffic related emissions of particulate matter (PM10) by up to 6.6% in Beneficial effects on (NOx) are also expected. Reduce the area of Greater London that exceed the annual mean air quality objectives By 2012 the LEZ is expected to bring forward by three to four years the reductions in particulate matter emissions that would otherwise be achieved by the natural vehicle replacement cycle. The benefits are doubled when affects beyond the zone boundary are taken into account: the cleaner vehicles drive outside of London too.
15 Health impacts What will the LEZ achieve? The LEZ will improve the health of many people who live, work and visit London: Defra estimates that up to 5362 years of life expectancy lost across London would be gained. EU Café estimates that the LEZ will bring: 350,000 fewer cases of lesser respiratory symptoms 34,000 fewer cases of respiratory medication use 256,000 fewer restricted activity days. Any initiative which reduces harmful emissions for Londoners is a positive step forward Improving the air we breathe should mean fewer premature deaths, reduced hospital visits, and fewer GP consultations for people with respiratory disease.
