12 Background BOCC Goal HSC review began December 2007 and completed in March 2008 HSC reviewed all DHS services both direct and contracted to community agencies HSC completed a prioritization survey based on the DHS services

13 HSC Survey Comments Majority of HSC members agreed the County should continue purchasing human services from community agencies (PFR) if: Funding is relative to targeted objectives Funding is not duplicated Funding should be capped and should demonstrate leverage with other Federal, State or local funds

14 PFR Survey Comments Con t The general fund allocation formula developed should be realistic There should be a match requirement Evaluate the agency annually if not meeting contract requirements, they should not be funded

15 Recommendation - 1 Continue purchasing services from not for profit agencies (PFR) Must address one of the following outcome areas Supportive Living Activities for Children and Youth Emergency Assistance

16 Recommendation 1 con t Implement the following criteria County funding does not exceed 40% of the proposed agencies budget Award amount does not exceed 15% of the total PFR allocation. Agencies can submit multiple proposals, but not exceed the 15% cap Require all currently funded agencies to submit a 0% increase for budget Minimum award for any agency cannot be less than $25,000

17 Recommendation 2 Set aside funding from the PFR process to meet the match requirement for child care Dollars are used to support the income of eligible working families Consistent with prior year BOCC action For every $1 spent, $16 Federal/State return

18 Recommendation 3 Eliminate funding from the PFR allocation for the Information and Referral (211)

19 Recommendation 4 Request that 10% of the funding allocated for the PFR be a set aside for the implementation of the 10 Year Plan to End Homelessness This would provide a set aside for a competitive process for community agencies specific to the implementation of the objectives identified in the plan

20 Recommendation 5 Continue to allocate county general funds (in addition to the PFR allocation) for core services related to: Mental health treatment Substance abuse treatment Health Department; primary care, environmental health, and communicable disease control for both treatment and prevention activities

21 Recommendation 6 Deny capital funding requests from community agencies This is consistent with the recommendation that the Council made to the BOCC in July 2007 General fund has fiscal restraints, services are the priority

22 Recommendation 7 Request DHS staff identify community revenues used to address human service needs, to include Federal, State, County, Cities, foundations, United Way, School District, businesses and faith based organizations in order to provide: Community overview of how human service dollars are spent Identify where new dollars should be allocated Improve coordination of resources for community allocations
