2 2015 Colorado Parks and Wildlife Snowmobile Capital Grant Program Acquisition and maintenance of equipment to support Snowmobile Clubs and volunteers to groom trails in Colorado Funded by the sale of annual Snowmobile Registrations and Use-Permits

3 Colorado Parks and Wildlife Division s SNOWMOBILE PROGRAM Background and Grant review Process The Colorado Snowmobile Program was established in 1977 by enabling legislation that directed Colorado State Parks to establish a snowmobile registration system thereby creating a stable funding base to provide quality snowmobiling opportunities in Colorado.

4 GROOMING PROGRAM Groomed winter trails are open and enjoyed by all winter sports enthusiasts including: Snowshoeing, Cross Country Skiing, Dog Sledding, Winter Mountain Biking, Ice Fishing, Hiking, Snow Boarding, and Hybrid Skiing. Trails groomed under jurisdiction of Special Use Permits granted by the US Forest Service. 28 grooming clubs that are members of Colorado Snowmobile Association (CSA) 1 grooming operation at Vail Pass Winter Recreation Area that works in cooperation with CSA, Colorado Parks and Wildlife and US Forest Service 3,300 miles of trails groomed and signed by grooming clubs Operating funds are allocated based on a formula that considers: Amount of funding available for grooming Number of miles permitted to groom User volume Type of groomer used

5 CAPITAL GRANT PROGRAM Funding Sources: Federal RTP Registration funds Application Process: Application is available on Colorado Parks and Wildlife web site with an appropriate deadline date set The application requires a Project Description, and Project Selection Criteria which consists of: Needs and Urgency (40 Points) Partnerships (10 Points) A Scope of Work and Project Budget is required Benefits (30 Points) Leverage (20 Points) All applicants are invited to make a presentation to the Snowmobile subcommittee where projects are evaluated and scored. The Snowmobile subcommittee then ranks and recommends which projects are best suited for funding and sends those recommendations to the State Recreational Trails Committee.

6 Snowmobile Subcommittee Make-up CAPITAL GRANT PROGRAM The subcommittee structure and its relationship to the Committee and the Parks and Wildlife Commission is defined in the Commission s Policy A-104. The subcommittee is chaired by a member of the State Trails Committee who is appointed by the Commission to represent snowmobile interests. 9 District Representatives, up to 4 Colorado State Parks Trail Coordinators and the Snowmobile Program Manager who acts as an ex-officio advisor to the subcommittee. District Representatives are elected to two years terms by clubs in their geographic district and may serve three consecutive terms. Even numbered districts elect during even numbered years and vise versa for the odd numbered districts. As the Snowmobile Subcommittee recommendations are received, the State Trails committee will examine the projects reviewed, ranked and recommended by the subcommittee and will formulate funding strategies. Once approved, the State Recreational Trails Committee forward the recommended projects and funding strategies to the Parks and Wildlife Commission for final approval.
