2 2015 Garbage and Recycling Calendar We are pleased to provide you with the 2015 edition of the Solid Waste Services (SWS) Garbage and Recycling Calendar. As in previous editions, you will find information about our waste services including special event days, curbside collection holiday changes, and blue box recycling. Rural Erin and Guelph/Eramosa residents will find their curbside collection days marked each month. A single page rural curbside collection calendar is also available for download on our website at The theme of this year s calendar is GREEN. The County of Wellington and Solid Waste Services strives to incorporate green strategies in our daily operations and procedures wherever possible. Our goal is to protect and enhance the natural environment through our programmes and our actions. From purchasing procedures, to blue box recycling, to planting trees, SWS has many opportunities for us as a business and you as a resident, to be green. 3 Services and Programmes We offer many waste diversion and management programmes through our curbside collection, six waste facilities and many special events. 10 Curbside Collection Collection is provided from Tuesday to Friday weekly in urban areas and bi-weekly in rural areas (Erin and Guelph/ Eramosa). Please be sure materials are out by 7:00 am on your collection day. If you are unsure if you receive curbside collection, please call our office at User Pay Garbage Garbage must be in a County-issued user pay bag. There are two sizes of bags available. They are sold in packages of 10. Large bags cost $17.50 per package, small bags $10.00 per package. Visit our website to find a distributor in your area. Recycling Recyclables must be in County approved municipal style blue boxes. See previous two pages for a full list of acceptable recyclables. Please put paper products in one blue box and containers in a separate blue box. Blue boxes are available through municipal offices and County waste facilities. Cardboard should be tied in bundles of no more than 60cm x 60cm x 30cm (24 x 24 x 12 ). Be sure user pay garbage bags, blue boxes and cardboard bundles are under the limit of 18 kg (40 lbs).

11 Winter Weather Please do not place your materials on or behind snowbanks. Put them out on level ground, either in your driveway or in a shovelled out area at the curb. Materials placed on top of snowbanks are difficult for drivers to reach, and may be left behind. Sometimes winter weather will affect curbside collection services. Snow, ice and wind can be treacherous for all drivers on the road. Curbside collection is rarely cancelled, but may be postponed. We will collect your materials as soon as we are safely able to do so. If there is a lot of snowfall after placing your materials to the curb, please brush off your bags and blue boxes to make them easier for the driver to see. 12 Gold Box Reward Programme The Gold Box Reward Programme recognizes the County s best recyclers. All households in the County are eligible, those who have curbside collection and those who take their recyclables to a waste facility. This is what we are looking for in a gold medal recycler: Only acceptable items are in the blue boxes. Materials are properly sorted into papers and containers. Recyclables are clean. Cardboard is flattened and bundled (if necessary). No recyclables placed in plastic bags (except shredded paper). Participation in recycling programme on a consistent basis. 13 Recycle Your Electronics Waste Facilities Electronics are accepted at all six County waste facilities during regular operating hours. Site locations and hours are listed on the back cover. There is no charge to drop off electronics at the waste facilities. 14 Household Hazardous Waste Select HHW Depots Select HHW Depots are located at five County waste facilities: Aberfoyle, Belwood, Elora, Harriston, and Riverstown. They are open during regular operating hours. Maximum quantities apply. Check our website for details. Event Days Event days run from 8:00 am to 2:00 pm. 15 Acceptable HHW items include: Aerosol cans (empty or containing product) Antifreeze and plastic containers Car batteries Chemicals and cleaners Fertilizers, insecticides, and pesticides Fluorescent tubes/bulbs Household batteries (separate single-use and rechargeables, place in sealable plastic bags) ** Medical sharps and syringes (special preparation required, contact SWS for details) Mercury thermostats and thermometers Motor oil, oil filters and plastic bottles Paints, varnishes, and solvents Prescription and non-prescription medicines Propane cylinders (no larger than 30 lb tanks) Items only accepted at event days (not Select HHW Depots). ** alkaline batteries (up to D size) are accepted at all 14 County library branches.

16 County Purchasing Procedures The County of Wellington s purchasing procedures have been established to balance competitive prices and environmentally sound purchasing. Wherever possible, specifications provide for goods that are: durable and/or reusable; and contain the maximum level of post-consumer waste and/or recyclable content; without significantly affecting the intended use of the product. For example, this calendar is printed on 100% post-consumer paper fibre.

18 Green Strategy and Efficiency Objectives SWS strives to promote Green Practices in all daily activities and operation plans. We have developed a Green Strategy which guides us in all areas of waste management decisions and actions. This is in addition to following the County s purchasing practices. In decision-making, we look at how we can: protect and enhance the natural environment; reduce the carbon footprint of any operation; practice a Life Cycle approach; while operating programmes and providing services in a cost-effective and efficient way.

20 User Pay Garbage Programme Wellington County operates on a full user pay garbage system. This means that every bag of garbage must be paid for, whether it is placed at curbside or taken to one of our waste facilities. It encourages diversion. The more residents reduce, reuse, recycle and compost, the fewer garbage bags they need to buy. It gives residents some control over how much they want to spend on their garbage each week. 22 Backyard Composting Organic wastes (including kitchen scraps and leaf and yard waste) make up approximately one-third of the waste stream. SWS believes that composting at home is the most practical and cost-effective way to manage organic materials in Wellington County. We sell backyard composters at all County waste facilities for $30 each, taxes included. We offer free composting workshops each year. It s not as hard as you may think! 24 Apartment Recycling If you live in an apartment building in the County, you can still participate in our blue box recycling programme! Buildings with seven units or more can take advantage of the County s subsidized cart programme. Residents receive in-unit bags to make collecting and transporting recyclables easier. Posters, magnets, and cart stickers are all available to help residents recycle all they can. Contact SWS at to get more information on getting your building participating in this programme.

26 Waste Diversion In addition to blue box recycling, SWS offers many programmes to divert the amount of waste going into our landfill. In 2013, 5,569 tonnes of blue box materials were collected at curbside and depots. 2,905 tonnes of other materials were diverted through our various programmes. Even more diversion happens right at home through residents practicing reduce, reuse, and composting! Check out the Recyclopedia page at for other available reuse and recycling options.

28 Rolloff Operations Waste and recyclables are collected in large roll-off bins at the County s six waste facilities. SWS owns and operates the trucks that pick up these bins and take the materials to the appropriate facilities. To reduce the environmental impacts of these trucks, SWS: uses larger roll-off bins to reduce the number of lifts needed each week, where possible; purchases replacement trucks that have improved exhaust systems to reduce emissions; and regularly reviews routes to maximize mileage.

30 Residential Waste Audits Solid Waste Services has a goal of capturing 85% of all available blue box recyclables. Each year, we conduct residential waste audits to determine how close we are to meeting that goal. Audits are done on material collected at curbside and at our waste facilities. Approximately 200 homes are chosen randomly to be audited. Both garbage and blue box materials are sorted. In 2013, we found 79% of recyclables were captured in the blue box programme. While we are doing well, there is room for improvement. See the recycling charts in this calendar which list all the materials you can recycle in our blue box programme.

32 Wetland Creation and Protection Solid Waste Services has incorporated procedures to protect local wetlands. This includes the creation of storm-water runoff ponds at a number of our sites. These systems not only manage storm-water runoff, but create wetland areas for animal habitats. You may see ducks, geese, turtles, frogs, and muskrats enjoying these storm-water ponds. At our Harriston waste facility, two engineered ponds receive surface water from the transfer area and closed landfill before being discharged. In addition, site re-grading allows surface water from off-site and the facility s buffer areas to follow the historical flow-path to recharge an adjacent wetland.

34 Waste Load Inspections The County conducts random load inspections at all of our waste facilities. Staff are: verifying that only acceptable materials are received at our waste facilities; checking to ensure that liquid and hazardous wastes do not end up in our landfill; and educating customers on the various diversion programmes we offer and encouraging customers to load their vehicles in such a way to keep materials separate to make diversion easier.

36 Living Snow Fence Programme Solid Waste Services has partnered with the County s Green Legacy Programme and the Roads Division to produce trees for the County s Living Snow Fence Programme. Over 1,500 White and Norway Spruce trees were planted by County school students at the Riverstown Waste Facility property. When the trees are about 1.8 m (6 feet) they will be transplanted to form a living snow fence along a roadway in the County. Living snow fences help reduce winter road maintenance costs, as well as increase road safety, and provide environmental benefits to both the community and the farmer. 38 Reuse Opportunities In the 3R s hierarchy, Reuse is placed second. It is a simple and effective way to reduce the amount of waste going to landfill. The County offers a number of tools to help residents find reuse alternatives for good useable items, such as: Reuse Centres at three of our waste facilities Aberfoyle, Belwood, and Riverstown. SWS hosts a reuse website where you can post items for free. The County of Wellington s Recyclopedia is an on-line resource with links to local businesses and charities that can make use of good used items. Find the link on the top right of the Reuse website.
