1 PUBLIC WORKS DEPARTMENT Waste Management Services The Next Collection Contract Opportunities to Increase Waste Diversion and Improve Efficiencies Presentation to Waste Management Planning Steering Committee Tuesday, December 2, 2008

2 2 Objectives Identify factors in the current collection contract that limit waste diversion and result in lower collection efficiency Present service level options to improve efficiency and increase waste diversion in the next collection contract Obtain WMPSC direction on preferred options Provide a tentative timeline for the preparation and award of the new collection contract

3 3 Current Contract - Base Level of Service - Curbside Residential Weekly garbage collection (2 bag/can limit with tags for 3+) Alternating weekly Blue/Grey recycling collection (except biweekly in Wainfleet and West Lincoln) Weekly green bin/yard waste collection (except Wainfleet and West Lincoln) 8 yard waste collections per year in Smithville only 6 brush collections per year (except Wainfleet/West Lincoln) 1 Christmas tree collection per year (except Wainfleet) Weekly bulky/white goods collection call in basis Challenges: Residential diversion rate has plateaued at approximately 42% Different levels of service, difficult to communicate programs to public

4 Current Contract Multi-res. and IC&I MULTI-RESIDENTIAL (6+ units): Weekly curbside garbage collection (12 bag/can limit per property, no tags) Alternating weekly recyclables collection (except biweekly in Wainfleet and West Lincoln) - curbside and cart based INDUSTRIAL/COMMERCIAL/INSTITUTIONAL (IC&I): Weekly curbside garbage collection (7 bag/can limit per property, no tags) Alternating weekly recyclables collection (except biweekly in Wainfleet and West Lincoln) curbside and cart based Weekly curbside Green Bin collection - Household Quantities (except Wainfleet and West Lincoln) Challenges: Limited recycling service to multi-res. buildings Lack of eligibility criteria for IC&I leads to routing inefficiencies 4

5 5 Enhanced Level of Service Multi-res. and Commercial Each municipality chooses from a list of enhanced services: Front-end garbage container collection for multi-residential and designated commercial areas All litter bin collection including collection in parks More frequent curbside commercial collection (up to 7 times per week) Weekly Blue/Grey recycling cart service for multi-res and commercial Weekly organics cart collection for commercial Special set out service for physically challenged Challenges: 12 different levels of service, complex contract to bid on and to administer, difficult to communicate programs to public

6 6 Municipal Billing System Region charges municipalities on a per household basis for: Base level garbage, recycling, organics, yard waste, white/bulky goods collection Recyclables and organics/yard waste processing Administration, planning and other diversion programs Region charges on a per tonne basis for: Curbside and drop off depot garbage disposal Region charges on a direct cost basis for all enhanced collection services Region shares recycling net revenue with each municipality on a per tonne basis

7 7 Municipal Billing System Issues/Opportunities Complex billing system costly to administer Not entirely equitable multi-res. apartment buildings not receiving service included in household count, businesses receiving service not included in household count Leads to inefficient routing trucks must stop at municipal borders to maintain accurate tonnage data

8 Curbside Residential Service Options 1. Collection frequency options: Every other week garbage collection with a three container (bag/can) limit or Weekly garbage collection with a one container (bag/can) limit Alternating weekly Blue/Grey Box collection or Weekly Blue and Grey Box collection 2. Brush collection 6x per year or add to the existing weekly Green Bin and leaf/yard collection program 3. Special set-out service for garbage, Blue/Grey Box and Green Bin containers, as a base level 4. Exemptions for households with three or more children under the age of three and/or with an individual with a medical condition, if garbage container (bag/can) limits are reduced 8

18 18 Litter Bin Service Options Status quo no base level litter bin collection enhanced litter bin service in downtown cores up to 7 days per week, seasonal variations limited recycling (OMG bins in St. Catharines and Niagara Falls) enhanced litter and park bin service varies by municipality Recommendation: provide street side litter bin collection as enhanced service at same frequency as curbside collection convert litter and park bins to 2 or 3 compartment garbage/ recycling bins over time (subject to Public Open Spaces recycling policy)

19 Efficiency Issues Elimination of municipal collection boundaries - Requires allocation of tonnages on cross border routes (based on households) or - Development of new billing system (part 2 of Level of Service/Rate Study) 5 day-per-week collection service Set-out on same side of road, in rural areas only 19

20 20 Contractor Service Standards Global Positioning System (GPS) tracking on all collection trucks All new collection trucks at beginning of contract, except spares Use of permanent vs. temporary collection staff (80%:20%) Placement of empty containers at the curb (stacked Blue & Grey Boxes) Electronics disposal ban and offer call-in collection service Demonstration of alternative collection vehicle technologies and fuels

21 Contract Structure Length of contract: 7 years (fully amortize collection fleet) Payment per household (adjusted annually, for growth) Contract divided into 3 collection areas (bidders can bid on 1, 2 or all 3 areas) Specify service levels, but let bidders determine truck types, co-collection options, etc. 21
