2 CAO S MESSAGE Mark Aitken CAO County of Simcoe Our residents continue to do a great job at participating in our curbside collection programs. We are among provincial leaders in recycling capture rates and overall waste diversion. Of course, we still have room for improvement. In 2017 we placed an increased focus on promoting awareness about the benefits of using the green bin organics program. As a result of marketing and public relations initiatives with our Feed Your Green Bin, Not Your Garbage campaign, as well as our summer Green Bin to Win Contest and community tour we re seeing increased participation rates and education levels. We are also reducing the number of tagged bags permitted for curbside collection from a maximum of 7 to 3 tagged bags. This won t have any impact on the majority of our residents who only set out one untagged bag each week. Additionally we are removing our double up days during the Victoria and Thanksgiving holiday collection weeks, while it will remain the week following Christmas. These steps align with our diversion targets and efforts to reduce garbage. Our Solid Waste Management team will be busy throughout the year with a number of planned waste diversion facility improvement projects. Development of our Environmental Resource Recovery Centre at 2976 Horseshoe Valley Road West, Springwater, continues. A preliminary business case was presented to County Council in fall 2017 and staff continues to work through this process as we plan for the future of waste management in Simcoe County. In 2018, we will be introducing new services and changes that hold true to our commitment to increasing our diversion. We will be introducing a special curbside collection of clothing and textiles in June and a new curbside collection of electronics and small electrical items will occur during September. These convenient programs will operate similar to our successful battery collection program and should make a dent in keeping these items Sincerely, out of the garbage. 3 ENVIRONMENTAL RESOURCE RECOVERY CENTRE Development of our Environmental Resource Recovery Centre at 2976 Horseshoe Valley Road West, Springwater, continues. This location will house the Materials Management Facility (MMF), Organics Processing Facility (OPF), Solid Waste Management truck servicing area, and public education area. Continuing the County s commitment to diversion, this proposed facility will offer a solution to securely manage our own waste, control transfer and processing costs, and help to reduce our waste disposal by creating our own organics processing capacity. Applications for land use planning approvals are currently being reviewed by both the Township of Springwater and the County of Simcoe, following the process outlined in the Planning Act. A comprehensive series of technical studies are currently under review and the Project Team is working to address both agency and public comments regarding the applications. Work will continue this year on furthering this process. 6 GREEN BIN AND GARBAGE REQUIREMENTS Step One Remove plastic packaging from food and place food scraps in the mini bin. Step Two Empty mini bin into the green bin frequently. Rinse to prevent insects and odours or use certified compostable liners. Step Three Place securely-latched green bin at the curb by 7 a.m. on your collection day. HAVE PROBLEMS WITH CRITTERS? 10 WINTER REMINDERS Place waste in a visible location at the end of your driveway, not on a snowbank. If necessary, clear a small area To prevent material from freezing, try lining your green bin with newspaper and keep recyclables in a dry location Stack recycling boxes and do not overfill to prevent materials from blowing out If materials are hit by snowremoval equipment or are filled with snow prior to collection, it is the resident s responsibility to clean up the materials If inclement weather or poor road conditions result in the cancellation of collection services, the normal practice is to collect double the following week. 12 FEED YOUR GREEN BIN 40 % of residential Garbage is still comprised of food waste, tissues, paper towel, paper cups, plates and other organic waste that should go into the green bin. Plastic bags are not allowed in the green bin. Please wrap organics in newspaper or use CERTIFIED COMPOSTABLE bags in your green bin When these items breakdown in the landfill they produce methane, a greenhouse gas 20 times stronger than CO 2, and contribute to the production of leachate, which can negatively impact groundwater resources. When organic material is placed in the green bin, it gets turned into compost. Feed your green bin, not your garbage!

14 YARD WASTE COLLECTION Bi-weekly yard waste collection takes place during specific weeks in the spring and fall. Consult the map on page 13 to determine the collection week for your area. Place material out for collection by 7 a.m. on Monday of your collection week. Don't put sharp objects loose in the waste and never put leftover paint, pressurized cylinders or chemicals out for disposal, they can cause fires. Waste collection vehicles stop frequently, remember to keep a safe distance and pass only when it's safe to do so. 8 - Bulky Item Collection

18 NEW TEXTILE COLLECTION If you already donate used clothing please continue to do so. Alternatively, help us keep textiles out of the garbage! A special curbside collection of used clothing and textiles will occur in June. Your collection will occur during the week of June 11 th. Zone 2 Your collection will occur during the week of June 18 th. Textiles placed out for collection may be torn, stained, have buttons missing, etc. as these can be made into industrial rags and some textile fibres can be recycled. Watch for information and a textile bag in your mail. Sealed bags must be out on Monday at 7 a.m. of your week (see page 13) as collection does not necessarily occur on your garbage day. Extra material should be placed into clear bags for collection. The County reserves the right to refuse collection if improperly set-out or over-weight (20 kg). 24 E-WASTE COLLECTION Give your ewaste and upgrade NEW COLLECTION Don't put ewaste in your regular waste Electronic waste is one the fastest growing waste classes in North America ELECTRONICS COLLECTION The rapid change in technology has resulted in significant quantities of electronic items requiring disposal. Audit data indicates that 650,000 kgs. of electronics and electrical items are in the curbside garbage collected annually in the County. Help us keep electronic waste out of the landfill. 30 The holiday season means increased waste. CREATE MEMORIES, NOT WASTE Help us maximize efficiency by flattening all boxes and paper. Sort recycling carefully and ensure waste is curbside by 7 a.m. This holiday season instead of giving more stuff, try giving a shared experience, such as tickets to a movie, season passes, concert or sporting event. After the holidays, save and reuse items like boxes, wrapping paper, gift bags, ribbons, cookie tins, and decorations for next year or for kids' crafts. Unwanted Christmas light strands (bulb removed) can be taken to any County waste facility for recycling in the Anything with a Cord program for FREE! Rethink Your Waste
