6 The French part of the Paris-Frankfurt HS corridor Signalling: the superposition issue The decision was taken by by RFF in in 2000 for dual fitment of of the HSL with TVM 430-SEI and ETCS Level 2 for two reasons: At At that that time, no no ETCS level 2 system was was in in operation in in Europe, and and so so fitting the the line line with with TVM as as well well offered an an answer to to the the technical risk risk at at a reasonable extra cost, At At that that time, there was was no no agreed deployment plan plan for for ERTMS in in France, and and the the cost cost of of equipping existing high speed trains as as a dedicated fleet fleet for for this this HSL HSL was was higher than the the dual dual system extra cost. 13 ETCS for the Conventional Rail Network RFF has chosen ETCS Level 1 to ensure interoperability along European priority corridors Except for new lines, no application of ETCS Level 2 is is planned on CR network because: Without a large majority of of trains equipped with with ETCS Level 2 using a given line, line, the the line line capacity increase achievable with with Level 2 remains virtual, Operating rules for for Level 2 are are an an issue when it it comes to to shutting down the the lineside signals and and the the related cost. Potential line line capacity increases will will not not offset the the extra economic cost. UIC ERTMS World Conference
14 Procurement Strategy for Conventional Rail Open competition to select 2 or 3 suppliers. One pilot lot for each supplier. Definition of operating rules during execution of the pilot lots. Deployment shared between the suppliers depending on quality of the bids. UIC ERTMS World Conference
15 Pending issues to be settled A number of of issues have still to to be be settled in in connection with the the migration process. An An initial analysis conducted jointly by by RFF and SNCF has flagged up up some issues for for both IM IM and RU RU on on conventional lines: Operational rules rules on on a corridor fitted fitted with with both both ETCS ETCS and and a legacy legacy system, ETCS ETCS train train categories to to allow allow operation in in proper proper conditions, Harmonisation of of braking curves curves to to avoid avoid barriers at at borders, Safe Safe handling of of train train data data collection and and data data input input processes on on board. board. These different issues are are poised to to be be managed both through national mechanisms, to to be be Globally Equivalent for for Safety (GAME principle), and and in in a consistent manner along major corridors. 20 ETCS Migration Process: Economic Issues The costs and benefits of migration are not evenly shared by IM and RU Balance of the risks and opportunities against timescale Identification of main drivers: capacity increase, productivity, interoperability, Specification stability and upward compatibility required to secure investment cycle life. 21 Conclusions In In a global strategy, Infrastructure Managers and Railway Undertakings need to cooperate in in order to optimise the national migration scenario.
