Development of Interoperability on the French Network The French network under concession today 9,048 km Total of conceded network on a total of around 11,000km of national motorways 19 Concession Companies Annual transactions : 1.39 billion Mainly closed tolling system multilateral contracts between concessionnaires: June 2009 convention between 6 concessionaires (ASF, COFIROUTE, ARCOUR, APRR, SANEF, ATMB) VINCI Autoroutes May

Development of Interoperability on the French Network Tolling systems evolved towards distance tolling- closed tolling system Advantages Cheaper infrastructure Less toll plazas Fixed fares Drawbacks Less fair Can provide possibility for escaping toll Less toll collection 1 Toll Plaza every 20-30km (poor service) Open system Fairer toll collection related to journey Better service (less queues at TP) Set for the long term (if traffic increases) Good toll collection rate Expensive infrastructure even for low-traffic interchanges More road-side equipment More complex calculation of fares Need for section plazas at ends of network anyway Closed system Interchange Toll plaza VINCI Autoroutes May

Development of Interoperability on the French Network Means of payments evolved towards electronic payment Beginning of the 90s: Client receives an invoice from each road operator (even if using a single compatible magnetic card) Introduction of electronic fee collection systems on all networks : each operator installs its own DSRC based system No international standard thus proprietary and incompatible systems Operators participated in the financing of new products in line with draft standards VINCI Autoroutes May

Development of Interoperability on the French Network Main commitmentsof the MOU signedin 1996 Since 30 june2000, all Toll plazas are accepting Liber-t as a payment mean for Light Vehicles 1 identical national contract is proposed by all operators The national contract is Post Payment only, by direct debit 1 contract per client 1 invoice is sent to the client every month Implementation and Operation of the service is done by the signatories themselves with no outside intervention Liber-t is compliant with europeanstandards in order to enable future development towards european interoperability and to ensure multi-sourcing for DSRC Each operator accept on its network clients who have subscribed with another company The company the client signed the contract with is responsible for the collection of the toll and the distribution to all operators involved in the service provided. It bears the risk for payment failure. VINCI Autoroutes May
