1 Background Half-day Seminar 21 May 2016 (Saturday) The Chartered Institution of Highways and Transportation (CIHT) is a learned society concerned specifically with the planning, design, construction, maintenance and operation of land-based transport systems and infrastructure. It aims to provide a forum for the exchange of technical information and views on highways and transport policy; to provide specialist advice to government and other bodies; to make roads safer for the travelling public; and to encourage training and professional development to meet today's requirements. CIHT has over members worldwide, working across a wide range of disciplines. Chartered Institution of Highways and Transportation, Hong Kong Branch, was set up more than 30 years ago, to provide a forum or a platform in Hong Kong for engineers, planners, professionals and related operators. Every year CIHT Hong Kong Branch organises a half-day seminar to provide a platform for academics, professionals and other interested parties to exchange views on selected technical topics. This year the University of Hong Kong continues to be the co-organiser of this event. The Half-Day Seminar for 2016 will be held on 21 May 2016 (Saturday) morning, in Wang Gungwu Theatre of the University of Hong Kong. Professionals and students from University, Consultant and Contractor, as well as those related to transport or highway industries will be invited. Theme Nowadays, around a quarter of the world s energy is used for transportation. Road transportation alone is consuming on average 85% of the total energy used by the transport sector in developed countries. It is evident that energy consumption and vehicle emissions are key factors contributing to global warming. To protect the environment, we need to maximize the efficiency of and minimize the pollution caused by our transport system. To sustain the smart growth of cities for livable environment, we need to develop and apply new technology on maximizing the efficiency of our transport system so as to minimizing the energy waste / consumption. 5 Half-day Seminar 21 May 2016 (Saturday) Keynote Speaker Dr Chung is the Under Secretary for Innovation and Technology Bureau, assisting the Secretary for Innovation and Technology Bureau in strengthening the cooperation with the industry, academia and the research sector, fostering development of innovation and technology to promote development of high-end manufacturing industry as well as enhancing nurture of innovation and technology talents with an aim to create a vibrant ecosystem for innovation and technology. Dr Chung has over 28 years of experience in information technology (IT) strategic management and entrepreneurship development. Before joining the Government, Dr Chung worked as Chief Technology Officer at Hong Kong Cyberport Management Company Limited (Cyberport), responsible for taking forward Cyberport's core mission on IT infrastructure, industry collaboration and incubation platforms for IT entrepreneurs. He also assisted Cyberport in setting up the first Micro Fund Scheme in Hong Kong for young information and communications technology (ICT) entrepreneurs. This scheme has been extended to drive collaboration among Hong Kong-Shenzhen as well as Hong Kong-Guangdong young ICT entrepreneurs. Dr Chung was a winner of the "China Top 5 CIO Award" in He was active in public service and served as Council Member of the Hong Kong Computer Society, Member of the Hong Kong/Guangdong Expert Committee on Cloud Computing Services and Standards, Convenor of the IT Expert Advisory Group of the Consumer Council, and as Member of the Information Services Steering Committee of the Hong Kong Polytechnic University as well as City University of Hong Kong's Departmental Advisory Committee for Electronic Engineering. 4
6 Half-day Seminar 21 May 2016 (Saturday) Theme 1 Intelligent Transport Systems in Asia: The Future of our Roads to 2020 and beyond Synopsis: An integrated transport system implies infrastructure that underpins efficient transport services or, in other words, the systems and organisational arrangements that can provide end-toend transport for individuals and business. However, integrated also implies connected and coordinated which is the domain of Intelligent Transport Systems (ITS) that represents the enabling technologies and applications employed by all stakeholders: infrastructure operators, transport service providers, users and increasingly 3 rd party information service providers. Governments have traditionally been responsible for the provision of new infrastructure (either publicly or privately funded) to provide access and to improve mobility. Increasingly, the efficient operation of this new infrastructure depends on well-known ITS such as Urban Traffic Control (UTC) systems and Incident Management Systems (IMS). Equally, transport service providers have been investing in fleet management systems, intelligent bus stops and taxi e-hailing services and users are gaining significant benefits from using their mobile phone as the primary interface to research, plan and pay for their journeys. However, as we become better informed we also become more demanding, and it is clear that transport capacity provision will increasingly need a balanced provision of new infrastructure whilst making better use of existing capacity. Without a variety of coordinated measures, the benefits of new road capacity will continue to degrade - often caused by inefficient traffic management and enforcement strategies - coupled with ineffective demand side measures. ITS fits in all of these areas and can enable a rich portfolio of demand management policies from restricted access schemes, through managed motorways to road pricing. However, imposing a fee to manage demand has controversial wherever it has been used despite the fact that ensuring the sustainability of our road network, in the face of growing congestion and harmful emissions, remains a desirable outcome. The presentation will review international best practice in ITS and new policy options for roadbased transport, including managed motorways, Low Emission Zones (LEZ), workplace parking levies, Electronic Road Pricing, EVs, Heavy Good Vehicle (HGV) access fees and the potential role of big data and driverless vehicles towards improving the liveability of our cities. Finally, a new approach to the delivery of transport services will be proposed: Mobility as a Service (MaaS). Does this innovation represent the next stage in the evolution of transport policy-making: perhaps taking our cities further towards a balanced and integrated transport future? Andrew has been providing a full spectrum of management consultancy services to government agencies, banks and private sector organizations internationally since 1990, including UK, Switzerland, Netherlands, Australia, Chile, USA, South Africa, Asia, Singapore, Indonesia, Hong Kong, Taiwan, and mainland China. 6
8 Half-day Seminar 21 May 2016 (Saturday) Theme 2 Electric Powered Vehicles and Reduction of Roadside Emissions Synopsis: With an objective of improving roadside air quality, KMB has been consistently investing in new types of technologies and measures. In past few years, KMB made a concerted effort to reduce unnecessary vehicular mileage by using many techniques like interlining and Best Practice Scheduling. These efforts have significantly reduced bus trips in busy corridors. By the end of 2015, we became the first bus company in Hong Kong SAR to meet the commitment for deploying Euro IV or above buses in Low Emission Zones. With the use of fossil fuel as primary source of energy and advancement of electric technology, there is a consistent aspiration to move to cleaner fuels. KMB has been running trials with various generations of electric buses since With the funding from EPD, a trial for Hybrid buses was launched in 2015 and a trial for Battery Electric Buses and Supercapacitor Buses will be launched in This presentation will briefly update on current state of affairs, the trends in technological advancements and key barriers in wide-spread adoption of latest clean technologies. Prior to joining KMB in 2013, Alok worked as a director of MVA Asia Ltd. and Trans-consult Asia Ltd. where he was involved in the design and planning of various transport infrastructure projects in the Middle-east and Asian regions. Having lived in Hong Kong for more than 20 years, Alok spent over half of this time with MTRC / KCRC holding various positions in Engineering, Finance, Operations, and Marketing. He was also a nominated director of Octopus group of companies. Alok played an active role in a number of other business organizations and worked in many countries during his career. With several publications to his credit including contribution to a book on best practices in railways operations and management, he is a regular speaker on smart mobility, multi-modal integration, public transport operations, and pricing. He is an Assistant Professor (parttime) in the Urban Planning Department at University of Hong Kong, and serves as a Member in Transport Policy Committee of the Chartered Institute of Logistics and Transport in Hong Kong. 9 Half-day Seminar 21 May 2016 (Saturday) Theme 3 Intelligent Management System for Hong Kong- Zhuhai-Macau Bridge Hong Kong Link Road Synopsis: Hong Kong Boundary Crossing Facilities Traffic Control (HKBCF) and Surveillance System (TCSS) is the most sophisticated TCSS project so far in Hong Kong. It involves the interface with the Mainland bridge of HZMB, the traffic bounds of both the left and right-hand drives, traffic management interface coordination amongst different TCSSs, three operational control centres with three TCSSs, one in the Airport Island, one in Wan Chai, the TD s Head- Quarter, and one in AAHK s control centre. Mr Chan and Mr Li will discuss how the intelligent management system will be implemented to tackle the complication. 10 Half-day Seminar 21 May 2016 (Saturday) Theme 4 The Application of Building Information Modelling in Road Design Synopsis: The presentation will discuss the Building Information Modelling development in highways engineering. The basic and most essential element of BIM is Industry Foundation Class (IFC). Recently, there is an encouraging development of solid modelling for roads, bridges and tunnels based on alignments. The next part of the talk will be on the current major problems of multi-disciplinary projects - delay and over-budget. The author will discuss the reasons and propose a true BIM formula to resolve these problems. The rest of the talk will be miscellaneous topics in BIM such as UK BIM Strategy, BIM Standard, current BIM specification, Contract Form, BIM4FM etc. Keywords: Building Information Modeling, Industrial Foundation Class Speaker: Mr. C K Ng, B.Sc.(Eng), MSc(GIS), FHKIUS, MHKIBIM, MICE, MHKIE, MbSHK Mr. C K Ng is a Civil and Information Engineer, BIM Consultant and Utility Specialist. After graduation from the University of Hong Kong in 1980, Mr. Ng started his engineering career with Highways and other Engineering Departments of the SAR of the Hong Kong Government. After obtaining the professional qualification, he worked for Highways Department for almost 10 years before emigration to Canada. As an Autodesk 3rd Developer, he developed asset management application for IBM Canada using Autodesk tools, taught AutoLISP to AEC and manufacturing firms. He obtained an MSc in Geo-information Systems from the Hong Kong Polytechnic University with Distinction in He developed a drainage model called Lollipop model which treats each manhole and its outlet pipe as one single unit. Differing from traditional Node and Link model, it is a Node+Link model. He is a member of HKIE in both Civil and IT disciplines and currently working as a BIM Consultant of Build.IT after working as resident site staff for utility rehabilitation projects for 18 years. He is providing BIM consulting services to all tiers in the AEC industry. He is the Vice President of the Hong Kong Institute of Utility Specialists. 9
11 Half-day Seminar 21 May 2016 (Saturday) Theme 5 Connected and Autonomous Vehicle Synopsis: In the evolution of urban mobility, Connected and Autonomous Vehicles (CAVs) are no long a question of if but rather of when. There are significant economic and social benefits associated with take up of CAVs, including increased road safety, reduced congestion and reduced emissions. From a user perspective, the deployment of CAVs will provide a time and space for other activities to take place from catching up on s to watching TV. Indeed, elements of automation and vehicle connectivity are already here. Self-parking, lane keep assistance systems and adaptive cruise control are all features of autonomy that give the driver added value and safety during their journey. The challenge exists for cities, companies and road and transport authorities to understand what the impact of CAVs will be over the next two decades and how they maximise the opportunities in order to better manage transport networks today and in the future. This applies beyond borders and there is a need to share knowledge to create long term sustainable economic growth, move technologies from early adoption to mainstream market positioning and carefully consider the business models and policy and regulatory implications for current traffic laws and street design. These considerations in turn need to reflect how vehicle design affects urban planning and wider smart city objectives. This Presentation will explore some key definitions, concepts and potential benefits and challenges around the future development of CAVs. In particular, whilst the United Kingdom is in a leading competitive position to support technology development and companies such as Google are driving approaches in North America, Asia is not standing still. Japanese and Korean vehicle manufacturers are already making major technology advances towards China and Singapore are emerging as key global players, both for production capability and early deployment at the city level. Hong Kong will need to consider carefully how these developments impact on its transport policies, regulations and road management, and develop proactive pathways which anticipate rather than react to technological change. CAVs have the potential to trigger a transformation of the urban landscape in Asia with huge social, environmental and economic benefits, but only if cities and transportation agencies plan ahead and help drive this evolution. As the technology becomes a reality, cities will need to take a hard look at their digital infrastructure and other capabilities and work across the public and private sectors to develop policies, regulations and standards which ensure that they are not left behind. Keywords: Connected and Autonomous Vehicle, Smart City Speaker: Jonathan Spear (BA (Hons), BSc (Eng), DMS, FCIHIT), Technical Director, Atkins Jonathan Spear is a Technical Director at Atkins in Hong Kong with over 21 years experience leading, managing or supporting studies in transport and mobility policy, strategy, technology and practice, governance and delivery mechanisms. Jonathan s global experience is extensive with involvement in UK, Europe, Asia, Southern Africa and the Middle East, either directly in-country or through the investigation of benchmarking activities and case studies. He has undertaken transport strategies, institutional studies and implementation planning in the UK, Kuwait, Qatar and 10
12 the United Arab Emirates. More recently he has been a key member of Atkins technical teams supporting studies to develop national transport strategies in Malaysia, Brunei and Malawi. In , Jonathan was Policy and Regulation Leader in the Qatar Central Planning Office (CPO), advising on the development of the functions, powers, structures and other aspects of governance and organizational development. He was closely involved in Atkins work for the Commission for Integrated Transport s Benchmarking of European Transport Best Practice, as well as the Wuhan and Beijing Transport Demand Management Studies for the World Bank. He is currently leading Atkins work in Intelligent Mobility in Asia Pacific and in this context is researching technology pathways, policy and regulatory issues around Connected and Autonomous Vehicles (CAVs) as well as other smart city mobility concepts. Jonathan is a Fellow of CIHT and a former Committee Member of the Greater London Branch. He has represented Atkins on the Council of the Association of European Transport and is closely involved internationally in technical activities for the World Road Association, focusing on institutional integrity, governance and organisational performance. 11
13 Half-day Seminar 21 May 2016 (Saturday) Theme 6 MTR Intelligent Transport System Speaker: Mr. Terence LAW (Project Manager of Signaling), MTRC Terence Law is a railway professional and project manager with over 25 years experience in leading the planning, design and construction of Rail Control Systems for large-scale multidisciplinary railway infrastructure projects. He specializes in the project management of safety critical and mission critical rail systems. Terence is currently the Project Manager Signalling of MTR taking charge of the signalling projects in Hong Kong and provides the technical leadership for overseas projects on signalling solutions. 12
14 Half-day Seminar 21 May 2016 (Saturday) Theme 7 Intelligent Transport Systems in Hong Kong Synopsis: The intelligent transport systems (ITS) strategy in Hong Kong will be introduced. This will be followed by a presentation of the existing intelligent transport systems covering the aspects of traffic information, traffic control, infrastructure and enforcement. The intelligent transport systems being developed and planned will be briefly discussed. At last, the challenge of developing ITS projects by the Government will be shared. Keywords: Intelligent Transport Systems Speaker: Mr. Peter WONG, Chief Engineer, Traffic and Transport Survey Division, Transport Department, HKSAR Mr. Peter Wong is a chartered civil engineer specializing in transport planning and traffic engineering. Mr. Wong has worked in the Transport Department of HKSAR, consultancy and information technology firms on a wide range of traffic engineering, intelligent transport systems (ITS) and information technology (IT) projects in Hong Kong and Canada. He has extensive experience in ITS applications, traffic engineering and management, road safety and standards. He had implemented and managed various ITS infrastructures and information systems, traffic and transport surveys, traffic impact studies, traffic engineering designs and assessments. Mr. Wong is currently the Chief Engineer of the Traffic and Transport Survey Division of the Transport Department, and is responsible for formulation and promotion of ITS strategies, development and implementation of ITS projects, formulation of IT strategies, implementation and management of IT and computer applications, administration of territorial-wide traffic and transport surveys for Hong Kong. 13
