5 Implementation: Where we fall short on Technologies are available BUT implementation is a challenge because: Lack of awareness and knowledge on energy efficiency and sustainable mobility Lack of alignment of local municipalities and national strategies Insufficient capacity and skills in the industry Link between R&D and market/private sector is not strong Cultural resistance to sustainability movement Spatial development not optimal Limited performance measures (Methodological and M&E) Funding and limited investment of sustainable projects 5

6 LCT-SA Project Overview Objective: To promote energy efficient low-carbon transport contributing to low-carbon cities in South Africa 1. Design, installation and testing of PV-based charging stations for EVs; 2. Development of national standards for EV charging stations. Infrastructure Development Policy and Regulatory Framework 1. National policy framework to promote LCT, focusing on E-mobility and NMT; 2. Support programmes: financial incentives, non-grant instruments, financing schemes, etc.; 3. Institutional capacity strengthened, awareness raised. Pilot Projects with Cities 1. Policy framework to promote NMT and public transport in the selected cities prepared; 2. Institutional capacity in the selected cities strengthened, and awareness raised; 3. Experience shared with other cities. 6

12 LCT-SA EV Macroeconomic Study Demonstrate the economic, social and environmental impacts of potential South African EV market scenarios to inform and generate buy-in for appropriate institutional and regulatory reform, investment in the development of the EV market, and to inform additional research requirements. The disruptive change in fuel brings a re-structuring of the energy landscape towards local assets Big impacts arising from the transition from EV show that: Like any disruptive transition, it does have both positive and negative impacts But the transition is unstoppable (refer to the drivers) and is positive in the long run This calls for SA to engage with the transition and plan for it to enhance benefits and mitigate the short-term negative impacts 12
