UITP Training Programme on Electric Buses PUNE, Maharashtra July 2017 Organised by Local Host
INTRODUCTION India is witnessing rapid urbanization which has led to rapid increase in demand for basic services like housing, water, sanitation and transport. The total number of registered motor vehicles in India has increased rapidly over the past decade ( ), from 55 million in 2001 to 192 million in The rapid increase in private vehicle ownership is mainly due to lack of good public transport facility. Currently, there are around 1.6 million registered buses in India, out of which only 170,000 are operated by public bus operators. Only 5,000 buses are operated under PPP model for city bus operation. There is need to increase the supply of buses in Indian cities to develop sustainable public transport. The cities should have a larger vision to curb dependence on fossil fuel and reduce CO2 emissions. With most metropolitan areas targeting zero-emission environments, an increasing number of cities and transport companies are considering a fully-electric solution for their urban bus network. It is right time that public transport vehicles shift their source of power from diesel to electricity. ELECTRIC MOBILITY IN INDIA The acceptance of electric and hybrid buses is slow in India, mainly due to cost factor and lack of awareness about technology. Government of India unveiled National Electric Mobility Mission Plan (NEMMP) 2020 to accelerate the growth of the electric and hybrid components of the automotive sector. It focuses primarily on fast-tracking the manufacturing and introduction of EVs in India. The Department of Heavy Industries (DHI) had launched FAME (Faster Adaptation and Manufacturing of (Hybrid &) Electric Vehicles) in April 2015 to promote manufacturing of electric and hybrid vehicles in India. The department is launching second phase of FAME policy with a key focus on promoting electric buses. UITP Centre for Training, with support from Shakti Sustainable Energy Foundation, has launched a training programme on Electric Buses in India. The course offers a comprehensive overview of the electric solution for urban bus networks, from the setting of a city strategy, the choice of technology, the procurement of buses, all the way to the implementation and operation of the system. In addition to the interactive plenary sessions, workshops will allow participants to apply their learnings in small groups. Further, training program include site visit to two manufacturers KPIT Technologies and Tata Motors.
OBJECTIVES Introduce the electric solution, the different types of technologies (Opportunity Charging / Battery Swapping / Long Range) and compare their benefits and drawbacks Understand how to get value from electric buses looking at their economic, environmental and societal feasibility Learn from experience on how to implement and run electric bus lines successfully Understand the implications for operations and infrastructure New organisation chart and trained manpower to maintain the fleet ABOUT LOCAL HOST Pune Municipal Corporation (PMC) manages the city of Pune (3.2 million inhabitants). The major responsibility of PMC is to look after the civic and infrastructural needs of the city. Pune is also selected as one of the smart cities and the only city which has allocated a budget for 200 electric buses under the smart cities program. ABOUT SHAKTI Shakti Sustainable Energy Foundation works to strengthen the energy security of India by aiding the design and implementation of policies that support renewable energy, energy efficiency and the adoption of sustainable transport solutions.
PROGRAMME Day 1-24 July 2017 (Monday) Welcome & UITP Introduction - UITP India Office Welcome Representative from Shakti Sustainable Energy Foundation Session 1 - FAME India Scheme [Faster Adoption and Manufacturing of (Hybrid &) Electric Vehicles in India] Praveen Agarwal, Director (Auto), DHI/NAB (TBC) Session 1A: Financing for Electric Buses from bilateral agencies Usha K. Rao, Senior Sector Specialist Transport, KfW India Office Tea / Coffee Break Session 2 - Introduction: An electric solution for urban bus networks Stefan Baguette, Group Market Analyst, Alexander Dennis Limited, UK Alok Jain, Managing Director, Trans-Consult Asia, Hong Kong Mikkel Krogsgaard Niss, Head of Section and Project Manager, City of Copenhagen, Denmark Lunch break What is an electric bus and how can electric buses contribute to making public transport network competitive and our cities sustainable? What are the benefits of electric buses? What are the drivers and barriers when it comes to the choice of technology? How can it affect the institutional organisation and governance in a city? Session 3 and 4 - The impact on operations Alok Jain, Managing Director, Trans-Consult Asia, Hong Kong Mikkel Krogsgaard Niss, Head of Section and Project Manager, City of Copenhagen, Denmark From line management and maintenance to training of personnel, driving and safety, the operations of a fully electric bus line differs substantially from that of a traditional bus line. The importance of studying the initial operational need is key to successfully introducing electric buses, as much as the design and dimensioning of the line according to the energy supply and usage. International best practice will present return on experience from the operation of electric fleets across Europe and the world. 16: Site visit 19: Welcome Dinner Hosted by KPIT
Day 2-25 July 2017 (Tuesday) Session 5 - Bus Technology & Infrastructure Stefan Baguette, Group Market Analyst, Alexander Dennis Limited, UK 09:30-11:00 This session will look into new auxiliaries and technologies used to run electric buses, whether it be the installation and running of charging infrastructure, the impact on information technology systems, driver assistance, standardization of the connection or the technical evolution of the battery. 11: Tea / Coffee Break 11: Workshop Lunch Break Sessions 8 - The Procurement and Commissioning Process - From an authorities perspective Mikkel Krogsgaard Niss, Head of Section and Project Manager, City of Copenhagen, Denmark To successfully implement and run fully electric line, it is essential to make the tendering process evolve from a simple vehicle purchase to the tendering of a comprehensive electric system, taking into account life cycle costs, charging infrastructure, batteries, economic models, leasing and renting, etc Tea / Coffee Break Sessions 9 Electric Vehicle Technology from Supplier s perspective (also case study of China) Paul Bromley, Chief Technical Officer, China Dynamics (TBC) China has become leader in electric mobility space. Currently, the country is running the largest fleet replacement program. Further, it has invested in supporting infrastructure. Different cities are experimenting with different technologies like Shenzhen (Long Range), Shanghai (Opportunity Charging) and Beijing (Battery Swapping). It is important to learn from experience of China.
Day 3-26 July 2017 (Wednesday) Sessions 10 - The Procurement and Commissioning Process - From an operator s perspective Alok Jain, Managing Director, Trans-Consult Asia, Hong Kong 9:30-11:00 The initial capital requirement of electric bus project is high compared to conventional buses. Owing to lack of funds, the government is keen to invite private players to make investment in the project. However, there is need to prepare tender documents and agreement to support private operators. Further, the authorities should make efforts to develop eco-system. 11: Tea / Coffee Break 11:30-12:00 Session 11B - Hybrid and Electric Bus Technology Global Example - Volvo Buses 12:00-13:00 Workshop & Group Discussion Lunch Break 14:00-14:30 Conclusions & Certificates 14:30-17:30 - Site visit
