INTRODUCTION Arizona Public Service Company (APS) performed this Transmission Service Facilities Study (FaS) in response to a 300MW Transmission Service request by the Transmission Customer (TC). The purpose of the study is to provide cost and construction schedule estimates for the facilities needed to fulfil the TC s proposed 300MW Transmission Service Request (TSR) for the transfer of enegy at the FOURCORN345 Point of Receipt and the NEWPOINT (AZ/NV border/el Dorado/CAISO) Point of Delivery. The TC submitted a TSR for long-term point-to-point transmission service to APS and has completed a System Impact Study. The TC s requested serevice would commence January 1, APS believes it can meet the TC s requested commencement date assuming all necessary agreements, including but not limited to a Transmission Service Agreement (TSA), are executed and funded by the date contemplated in this FaS and long-lead materials are ordered immediately following the execution of such agreements. All reasonable efforts will be used by APS to meet the Interconnection Customer s proposed project dates. The Interconnection Customer will be responsible for procuring Transmission Service to and from the Point of Receipt and Point of Delivery beyond the APS service territory. APS will be responsible for constructing and placing into service the equipment and facilities required to fulfill the TCs TSR/TSA. Disclaimer Nothing in this report constitutes an offer of transmission service or confers upon the Transmission Customer ( TC ) any right to receive transmission service. It should also be noted that all results for the FaS are highly dependent upon the assumed topology and timing of new projects in the vicinity of the interconnection, which are subject to change. UPGRADES, RESPONSIBILITIES, AND OWNERSHIP APS and or the Four Corners Power Plant Participants will own, operate, and maintain that portion of the transmission system necessary to transmit electicity defined in the Transmission Service Agreement (TSA). APS and or the Four Corners Power Plant Participants will be responsible for construction necessary to fulfil the TSR/TSA. 3. COST ESTIMATES AND RESPONSIBILITIES The desired in-service date to begin testing for the facilities is December 1, 2017 with a desired final inservice of 12/31/2017. It is intended that, as of the date of this Facility Study and based on final APS approval, the associated capital costs of the system upgrades required for the TC s TSR/TSA shall be paid for by APS and or the Four Corners Participants as defined between the parties. If, for whatever reason, APS is unable or unwilling to approve the capital costs to upgrade the system, the TC will be responsible for funding a portion or all of the capital costs necessary to fulfil the system upgrades. If the later occurs, further discussion between APS and the TC to determine the ultimate financial arrangements. Construction schedule estimates are from the date the TC provides APS an Executed TSA and asscociated deposits. In order to provide service for the TC, facilities will be required at the Four Corners transmission substations. Work will be required in the 345kV switchyard, 0kV switchyard, the existing 345/0kV transformer and spare, the control house, and a new 345/0kV transformer will be required. The facilities required include: New 345/0kV Transformer as identified in the System Impact Study, a second 345/0kV transformer will be required. This includes three single phase transformers and a fourth single phase spare. Of which, APS is expecting to own, operate and maintain the new transformer. Existing 345/0kV Transformer & Spare the Four Corners Participants own the exising spare and upgrades to the existing spare may take place. Costs associated with this upgrade, as agreed to between the Four Corners Participants, will be at the expense of APS and or the Participants. 345kV Switchyard the switchyard bus will be extended to accommodate a new bay, breakers and line work will be required for service. 0kV Switchyard the switchyard will be reconfigured to accommodate the new 345/0kV transformer. New breakers, line work, and bus work will be required. Control house upgrades will be required to accommodate new equipment for the new transformer and switchyard upgrades The total estimated cost for the facilities required to provide transmission service is $23,205,600. Interconnection construction costs and timelines were estimated based on the TSR and specific transmission service requested. These good faith non-binding cost estimates are applicable only to the APS system. This study reviewed all capacity, construction, flicker, protection and communications requirements to provide service for this project. This study does not specifically address any requirements for the TC s generating facilities or other transmission service necessary for TC to complete its project. The TC shall comply with all APS requirements for utilizing APS s transmission facilities and transmission service. Page vi
8 Assumptions: The following assumptions were utilized in compiling the cost estimates: I) Site Land will not need to be acquired II) Design Engineering and design activities will be performed by APS and or contractor III) Construction A new control house will need to be constructed and necessary connections will require cut-over Outages will be available to accommodate system upgrades Resources will be available to accommodate construction needs All substation construction and P&C activities will be performed by APS crew Per diem was added Will need to rent equipment, such as manlift; therefore, add equipment rental costs Account for some personnel going to Substation during construction or possible design. IV) P&C P&C will stay after the construction crews are done to finished all wiring and will put station in service V) Four Corners Outages Four Corners Generation and transmission facilities will be coordinated for outages as necessary to complete construction identified within. 4. CONSTRUCTION TIME ESTIMATES The TC s requested date to receive transmission service is January 1, Table 2 is a preliminary design and construction timeline. Table 2 estimates that it will take approximately 21 months in order to certificate, design, permit, procure, and construct the required facilities to provide the transmission service requested; putting the earliest possible date for the TC s project to be energized at 21 months from the date all the appropriate agreements are signed and funded. Given this timeline, the TC s requested in-servce date of January 1, 2018 is feasible. High level interconnection construction cost estimates for the facility interconnection are tabulated below. Construction schedule estimates are from the date the TC provides APS an executed TSA.. Page vii

Upon commencement of the project, a construction schedule will be negotiated and adjusted accordingly.
