Box MS 3259 Phoenix, Arizona March 9, 2016 Mr. Philip Augustin Chair, WECC Technical Studies Subcommittee Mr. Enoch Davies WECC Technical Staff 155 North 400 West, Suite 200 Salt Lake City, UT Subject: APS 2016 Annual Progress Report In accordance with the reporting guidelines established by the WECC Planning Coordination Committee and those outlined in Section 5 of the Project Coordination and Path Rating Processes, progress on the following transmission and generation projects and changes to Arizona Public Service (APS) Company's system for the periods are being reported. All facility additions listed herein will be planned and operated in conformance with NERC Planning Standards and WECC System Performance Criteria. Sun Valley-Trilby Wash 230 kv Project (2016) Sun Valley-Trilby Wash 230 kv Project Arizona Public Service The project has a CEC permit and has a planned in-service date of summer Operating voltage: 230 kv N/A Sun Valley 230 kv switching station Pt. of Termination: Trilby Wash 230 kv switching station To deliver energy and add import capability to Phoenix, AZ area. Main components of the project will include a mile 230 kv transmission line composed of 230 kv double circuit monopole structures with a phase conductor of 1x2156 kcm ACSS with the second circuit strung at a later date. A new 230 kv switching station will be built at Sun Valley and a new 230 kv terminal will be added at the Trilby Wash substation. In addition, the project will also include a new 600 MVA, 525/230 kv transformer at the Sun Valley switchyard. Sub-regional studies have been completed to assess the impacts of the project through the Western Arizona Transmission System task force. The study is described under project VIII in section B. In addition, the project has been studied in various sub-regional study efforts and has been included in several Ten Year Plan submittals by APS to the Arizona Corporation Commission with no adverse effects. C. Impact on Other Systems

3 To date, study results have revealed no adverse effects to the WECC or local transmission systems due to the addition of this project.

Palo Verde-Delaney 500 kv Project (2016) Palo Verde-Delaney 500 kv Project Arizona Public Service and Central Arizona Water Conservation District The project has a CEC permit and has a planned in-service date of summer Operating voltage: 525 kv It is planned that the Delaney switching station will be used as an interconnection point for future and proposed renewable generation facilities. Palo Verde 500 kv switching station Pt. of Termination: Delaney 500 kv switching station To connect renewable resources at the Delaney switchyard. Main components of the project will include a mile 525 kv transmission line composed of 525 kv lattice and monopole structures with a phase conductor of 3x1780 kcm ACSR Chukar. A new 525 kv switching station will be constructed at the Delaney site and a new line terminal will be added at the Palo Verde switching station. In 2011, APS completed a study (Preliminary Transmission Interconnection Impact Study: Q11 Palo Verde-Delany-Sun Valley and Q12 Hassayampa-North Gila #2 500 kv Lines) and the results were approved by the Western Arizona Transmission System task force. Results of the study reveal the project will not adversely impact existing facilities while providing access to new renewable generation facilities west of Phoenix, Arizona. In addition, the project has also been included in several Ten Year Plan submittals by APS to the Arizona Corporation Commission as well as a number of sub-regional studies with no adverse effects.

5 C. Impact on Other Systems Results from studies mentioned in section B have found no adverse effects to the WECC or local transmission systems due to the addition of this project. Additionally, the project is anticipated to increase the capability of the Palo Verde East transmission path.

Delaney-Sun Valley 500 kv Project (2016) Delaney-Sun Valley 500 kv Project Arizona Public Service and Central Arizona Water Conservation District The project has a CEC permit and has a planned in-service date of summer Operating voltage: 525 kv Proposed renewable generation facilities are expected to interconnect to the Delaney 500 kv switchyard and will deliver resources to the Phoenix area through the Delaney-Sun Valley 500 kv Project. Delaney 500 kv switching station Pt. of Termination: Sun Valley 500 kv switching station To deliver energy and increase import capability to Phoenix, AZ area. Main components of the project will include a mile 525 kv transmission line composed of both 525 kv lattice and monopole structures with a phase conductor of 3x1780 kcm ACSR Chukar. A new 525 kv switching station will be built at the Sun Valley site and a new 525 kv terminal will be added at the Delaney switching station. A 170 Mvar, 525 kv reactor has been purchased and will be located on one of the buses at the Sun Valley switchyard and operated through a 525 kv breaker. In 2011, APS completed a study (Preliminary Transmission Interconnection Impact Study: Q11 Palo Verde-Delany-Sun Valley and Q12 Hassayampa-North Gila #2 500 kv Lines) and the results approved by the Western Arizona Transmission System task force. Ocotillo Modernization Project (2018) Ocotillo Modernization Project Arizona Public Service The project has a CEC permit and has a planned in-service date extending from mid 2018 through early Its previous in-service date was Operating voltage: 230 kv APS plans to retire two 110 MW gas-fired steam units and construct five fast starting natural gas-fired combustion turbines with an approximate net output of 595 MW. Ocotillo GT 230kV collection yard. Pt. of Termination: Ocotillo 230 kv switching station To deliver energy to the Phoenix, AZ area. Main components of the project will include retirement of two 110 MW generators and construction of five gas-fired combustion turbines. In addition two 230 kv lines will be provide an interconnection from the collection yard to the existing Ocotillo 230 kv switchyard. System Impact Study for the project has been completed and the Facilities Study is being developed. C. Impact on Other Systems Results from studies mentioned in section B have found no adverse effects to the WECC system due to the addition of this project. Impacts to the local transmission systems were identified in the SIS and network upgrades were included.

Mazatzal 345/69 kv Substation (2017) Mazatzal 345/69 kv Project Arizona Public Service The project has a CEC permit and has a planned in-service date of winter Operating voltage: 345/69 kv N/A Mazatzal 345/69 kv switching station Pt. of Termination: Mazatzal 345/69 kv switching station To provide energy and voltage support to the Payson, AZ area. Main components of the project will include a fold-in of the Cholla- Pinnacle Peak 345 kv line into a new 345 kv switching station as well as the addition of a 150 MVA, 345/69 kv transformer and a new 69 kv switching station. The project has been modeled in various sub-regional studies as well as several Ten Year Plan submittals by APS to the Arizona Corporation Commission. C. Impact on Other Systems Results from studies mentioned in section B have found no adverse effects to the WECC or local transmission systems due to the addition of this project.

Sun Valley-Morgan 500 kv Project (2018) Sun Valley-Morgan 500 kv Project Arizona Public Service and Central Arizona Water Conservation District The project has a CEC permit and has a planned in-service date of summer Commercial operation date for the 230 kv portion of the project is approximately Operating voltage: 525 kv Proposed renewable generation facilities are expected to interconnect to the Delaney 500 kv switchyard and will deliver resources to the Phoenix area through the Sun Valley-Morgan 500 kv Project. Sun Valley 500 kv switching station Pt. of Termination: Morgan 500 kv switching station To deliver energy and increase import capability to Phoenix, AZ area. Main components of the project will include a mile 525 kv transmission line composed of 525/230 kv double circuit monopole structures with a phase conductor of 3x1780 kcm ACSR Chukar. Phase conductor for the 230 kv line will be 1x2156 kcm ACSS and will be strung at a later date. A new 525 kv terminal will be added at both Sun Valley and Morgan switching stations. The Hassayampa Tap- Hassayampa pump 230 kv line will be folded into the Sun Valley 230 kv station.

12 In 2014, APS completed a study (Morgan-Sun Valley Project Wires to Wires Interconnection Study) and the results approved by the Western Arizona Transmission System task force on September 5, Results of the study reveal the project will not adversely impact existing facilities while providing access to new renewable generation facilities west of Phoenix, Arizona in to the Phoenix area. In addition, the project has also been included in several Ten Year Plan submittals by APS to the Arizona Corporation Commission as well as a number of sub-regional studies with no adverse effects. C. Impact on Other Systems To date, study results have revealed no adverse effects to the WECC or local transmission systems due to the addition of this project. Additionally, the project is anticipated to increase the capability of the Palo Verde East transmission path.

N.Gila-Orchard 230 kv Project (2021) N.Gila-Orchard 230 kv Project Arizona Public Service The project has a CEC permit and has a planned in-service date of summer Its previous in-service date was Operating voltage: 230 kv N/A N.Gila 230 kv switching station Pt. of Termination: Orchard 230/69 kv substation To deliver energy and increase import capability to Yuma, AZ area. Main components of the project will include a mile 230 kv transmission line composed of 230 kv double circuit monopole structures with a phase conductor of 1x2156 kcm ACSS with the second circuit strung at a later date. A new 230 kv switching station will be added at the N.Gila site. In addition, the project will also include a new 600 MVA, 525/230 kv transformer at the N.Gila switch yard and the construction of Orchard, a new 230/69 kv substation in the south Yuma area. This project was included in the WECC Comprehensive Progress Report Hassayampa-N.Gila #2 Project (Path49) associated with the HANG2 project WECC Path Rating Process studies and completed the WECC Three Phase Rating Process along with the HANG2 project. The project has been studied in various sub-regional study efforts and has been included in several Ten Year Plan submittals by APS to the Arizona Corporation Commission with no adverse effects.

Impact on Other Systems The simultaneous transfer limit into Southern California is governed by the Southern California Import Transmission (SCIT) Nomogram and is partly a function of the EOR flow. The SCIT Nomogram varies seasonally and is limited by both post-transient and transient conditions. Heavy TOT2C flows can result in Path 49 reduction of up to 350MW. Interactions have also been identified with the Yuma area and flow on N.Gila-IV 500kV line.

15 VIII. Sun Valley-Morgan 230 kv Project (TBD) Sun Valley-Morgan 230 kv Project Arizona Public Service The project has a CEC permit but its in-service date is currently undetermined. Its previous in-service date was Operating voltage: 230 kv N/A Sun Valley 230 kv switching station Pt. of Termination: Morgan 230 kv switching station To deliver energy to the Lake Pleasant, AZ area north of Phoenix. Main components of the project will include a mile 230 kv transmission line composed of 230 kv circuit on double circuit monopole structures with the Morgan-Sun Valley 500 kv transmission line (mentioned previously) with a phase conductor of 1x2156 kcm ACSS. New 230 kv terminals will be added at both Sun Valley and Morgan switching stations. Sub-regional studies have been completed to assess the impacts of the project through the Western Arizona Transmission System task force. The study is described under project VIII in section B. In addition, the project has been studied in various sub-regional study efforts and has been included in several Ten Year Plan submittals by APS to the Arizona Corporation Commission with no adverse effects. 17 IX. Scatter Wash 230/69 kv Substation (TBD) Scatter Wash 230/69 kv Project Arizona Public Service The project has a CEC permit but its in-service date is currently undetermined. Operating voltage: 230/69 kv N/A Scatter Wash 230/69 kv switching station Pt. of Termination: Scatter Wash 230/69 kv switching station To deliver energy to the north Phoenix, AZ area. Main components of the project will include a fold-in of the Raceway- Pinnacle Peak 230 kv line into a new 230 kv substation as well as the addition of a 188 MVA, 230/69 kv transformer and a new 69 kv switching station. This project has been studied in various sub-regional study efforts and has been included in several Ten Year Plan submittals by APS to the Arizona Corporation Commission with no adverse effects. C. Impact on Other Systems To date, study results have revealed no adverse effects to the WECC or local transmission systems due to the addition of this project.
