5 Scour Evaluation & POAs February 2008 MDOT not in compliance with NBIS scour provisions Over 2,100 bridges required evaluation Over 525 scour critical bridge Plans of Action (POA) not developed & implemented MDOT plan to attain compliance December 31, 2009 deadline for scour evaluations December 31, 2010 deadline for POAs

6 Scour Evaluation & POAs Scour evaluation status Most MI bridges have now been evaluated A few compliance actions to be taken Plan of Actions (POA) 2 nd deadline reminder: Dec 31, 2010 POAs must be developed and implemented MDOT will provide details

7 Load Rating & Posting 2006 OIG Audit of FHWA FHWA Michigan Division reviewed load rating & posting Load rating practices & procedures Evaluation of inventory data Field reviews of bridge conditions Review of calculations Field reviews of load postings

8 Load Rating & Posting Review Observations MDOT policies, procedures, and guidance in general compliance with NBIS Exception: deteriorated substructures not usually considered in load ratings MDOT bridges Bridges load rated under previous guidance do not comply 1/3 MDOT bridges to be rerated by end of 2010

9 Load Rating & Posting Review Observations Local agency bridges: Many have not been load rated Bridges load rated under previous guidance do not comply MDOT oversight of local agency load ratings not sufficient to assure compliance w/ NBIS MDOT oversight of load posting generally effective Exception: lack of guidance on use of single tonnage sign for postings

10 Load Rating & Posting FHWA report finalized MDOT developing a plan to address findings and recommendations MDOT will provide more details

11 Sidewalks, Non-motorized Paths And Bridges Pedestrians and bicycles must be accommodated on highway projects Bike/pedestrian facilities need to be included where: Gaps in sidewalks or non-motorized paths exist (along highways) Pedestrian travel is evident Sidewalks and non-motorized paths are part of a non-motorized plan Bicyclist and pedestrian facilities do not need to be included everywhere

12 Accelerated Bridge Construction Conventional construction often causes significant inconvenience to public Accelerated Bridge Construction (ABC) can lessen the inconvenience ABC methods have been successfully used in Michigan and other states

13 Accelerated Bridge Construction Get in, Get Out, Stay Out Minimize traffic impacts Reduce/eliminate detour needs Improve construction zone safety Construction less disruptive to environment Improve constructability Increase quality and lower life-cycle costs

14 Accelerated Bridge Construction Some ABC Methods Precast elements (common) Footings, piers, beams, decks Self-Propelled Modular Transporters (SPMTs) Move whole bridge into place in hours High performance materials precast span being moved into place on SPMT

15 Accelerated Bridge Construction Parkview over US-131 (Kalamazoo) MDOT s 1 st precast bridge Saved estimated 40% time Future projects will improve time savings precast abutment being set precast columns
