Failure to note exceptions will cause rejection of said bid. A. GENERAL: It is the intent of these specifications to describe the minimum requirements for a new high pressure water jetter designed for the removal of sand, dirt, grease, detergents, and materials normally found in storm drain and sanitary pipes. The machine described will be designed to deliver high performance capabilities and provide maximum operator safety and convenience. All parts not specifically mentioned which are required for a complete unit shall conform in design, strength, quality of material and workmanship to the highest standards of engineering practice. The machine will comply with all federal, state and local laws binding upon this type of equipment. Must meet Certified ISO B. WATER TANK: 1. Tank will be a one piece design, constructed of weldable/repairable.750" sides, 1.0" top/bottom and U.V. stabilized Polypropylene with a lifetime factory warranty free from defects in material and workmanship. The Polypropylene is ultraviolet stabilized to prevent material break down. Tank to have baffling to prevent slosh in all directions. Pump intake will be located such to allow sediment to settle at tank bottom rather than entering and damaging pump. Total tank capacity is 1629 US gallons of water and will have drain valve located on curb side. 2. Tanks constructed of steel will not be acceptable due to rust and corrosion. 3. Tanks constructed of polyethylene will not be acceptable due to inadequate UV protection and lack of repairability. 4. Vent/overflow is designed such that no water exits the top of the tank during filling or hard stops. C. FILL SYSTEM: 1. Tank filling shall be possible from curb side. 2. Tank filling system and fill hose will be located between the cab and water tank of the unit with a fill point on curb side of the truck. 3. Tank fill system shall utilize 2 1/2" piping/hosing thru whole system with a 2 1/2" "Y" strainer with 20-mesh stainless steel screen. 4. A water level sight gauge will be located on street side and on curbside of water tank. 5. A 4" air gap will be utilized between fill pipe and tank fill opening with a anti-splash system that is completely rust proof and provides the needed space between the inlet and the tank to protect from siphoning during filling and back flow during hard stops. 2 D. WATER PIPING SYSTEM: 1. All piping systems subjected to high pressure shall use zinc chromate plated steel fittings with minimum burst pressure of four times the system pressure. Hoses working pressure ratings shall exceed the maximum system pressure. 2. A 3" strainer with a minimum of 20-mesh stainless steel screen shall be installed in the suction line at a location accessible for cleaning. 3. All piping shall be installed to drain by gravity through suitable openings equipped with drain cocks or ball valves. 4. Pressure to the cleaning nozzle to have a General water regulator to prevent over pressuring. 5. The water supply for jetting shall be directly controlled by the water pump. No water diverter or directional valves are allowed due to significant wear issues at said valves. 6. Unit shall include a recirculation system using the main water pump with the ability to circulate a minimum of 10 gallons per minute of water. This system allows for use of unit in sub-freezing temperatures. A control for the recirculation system will be located in the cab. 7. Water delivery to hose reel shall pass through 2 repairable/grease able 90-degree swivel elbows. E. WATER PUMP: 1. General Triplex pump to produce 87 GPM at 2000 PSI. Pump to be fitted with drain valves for complete draining of water pump. 2. Water pump will be located in the rear compartment, which is shrouded and heated to protect the pump from the dangers of any damage caused by freezing. 3. The water pump must be located with liquid end facing out to allow servicing of the pump at ground level. 4. The water pump shall be direct coupled to a hydraulic motor. Drive systems incorporating any type of flexible coupling or belt drive system are not deemed acceptable due to maintenance related issues. F. HYDROSTATIC SYSTEM: 1. The water pump will be driven by a hydrostatic system, which is powered by the truck engine via a shiftable PTO mounted to the transmission. The PTO drives a shaft, which powers a hydrostatic transmission pump. This hydrostatic transmission pump is responsible for driving a hydraulic motor, which drives the water pump. Mounted to the hydrostatic pump is a hydraulic pump, which is responsible for supplying power to all hydraulic functions including the hydraulic motor that drives the hose reel. The hydrostatic pump control must use a proportional spool type control. Proportional pump control must be electronically controlled. Cable or manual pump controls will not be accepted. 2. The chassis engine speed to power the hydrostatic transmission will operate in a range of 875 RPM to 1950 RPM depending on engine and water pump configuration. 3. The hydraulic oil reserve capacity will be at least 40 U.S. gallons with oil temperature indicator and level indicator. The return hydraulic filter shall be cartridge style and integral to the reservoir. 4. The hydraulic oil shall be cooled by a high efficiency tube and shell heat exchange system. Any oil cooling system that employ devices with moving parts shall not be accepted. 5. The hydraulic system shall have an emergency shut-down that automatically reduces the engine speed to idle eliminating the potential for damaging the PTO. When the emergency stop switch is disengaged, the PTO will re-engage and operator can ramp back up to operating speed. Created 8/20/20189:23 PM Truck Mounted Jetter 2

The hydraulic oil reservoir, water pump, and hydraulic water pump motor are to be mounted above the chassis frame rails in the enclosed heated pump compartment located at the rear of the water tank. H. HIGH PRESSURE HAND GUN SYSTEM: 1. The high-pressure handgun system to include 50' of high pressure 1/2" hose on a retractable Hannay reel with quick connect fittings. 2. High-pressure handgun circuit shall be capable of 800-PSI capacity. 3. The high-pressure handgun will be adjustable and repairable. I. ROTATING HOSE REEL AND CONTROLS: 1. Capacity of reel shall be 800' x 1" high pressure sewer hose. 2. The hose reel will be constructed of 1/4" steel, designed to withstand maximum working pressure without distortion. 3. All hoses used to supply the hose reel or its hydraulic system shall be flexible and shall be fully enclosed in a shroud and routed underneath the reel structure below the reel drum. The hoses shall be fully secured and protected against chafing and rubbing. 4. The drum of the reel shall include 4 stiffeners that reinforce the center of the drum. The reel shall be specially designed to handle all the loads that have been measured during cleaning operations, including the pull force from the operation of the nozzle and the compressive forces from the pressurization of the hose. 5. The reel shall be driven with hydraulic power for pay out and retrieve, either with or without the water pump in operation. The hydraulic drive shall have sufficient power to retract the hose when fully extended into the pipe with the cleaning nozzle in operation. 6. The hose reel assembly shall be mounted in the rear center of the rear compartment. 7. The hose reel shall have the ability to extend out from the rear compartment via a hydraulically powered cylinder. 8. The cylinder shall extend the hose reel 54" from the fully retracted position in the heated rear compartment after the rear roll-up door has been completely opened. 9. The reel will rotate a full 190 degrees providing direct alignment to manholes. The 190 degree rotation will enable the operator to position the machine operator out of the traffic pattern and provide protection for them self while operating the machine. The rotating ability of the hose reel allows the operator to manipulate the hose reel into various positions depending on location of manhole. This allows for proper positioning of the hose reel without backing up or repositioning sewer machine. The hose reel is mounted on an industrial swivel bearing that is sealed and eliminates contamination from dirt. This industrial swivel bearing shall have minimum requirements of 8.27 I.D., O.D., and 1.57 thickness. The bearing design shall have no wear points except the greasable ball bearings and the races, which are constructed of hardened steel to minimize wear. The bearing design minimizes any friction for easy pivoting. The rotating hose reel will lock into any work position via air cylinder and band style brake. Indexing plungers or extending locking pins will not be accepted. 10. Rotating reels using plastic material and/or sliding contact or other wear surfaces for swivel action will not be accepted. 11. A single, right hand side control panel mounted on the rotating hose reel shall provide access to all necessary operating controls. The control panel shall rotate with the reel. 12. Controls mounted on the rotating hose reel control panel will consist of: LCD color display capable of displaying English or Spanish, Emergency stop, Engine throttle control, water pressure control and gauge, tachometer, hour meter, light switches and low water warning light. 4 13. The hydraulic controls for the rotating hose reel will have a variable speed control and a forwardneutral-reverse directional control. 14. The reel design shall be such that it rotates. 15. The sewer hose reel shall be equipped with a manual dual roller telescoping level wind. 16. The unit will be supplied with a Digital Distance Counter that includes a digital screen with LCD display. The Digital Distance Counter measures the rotation of the hose reel and takes into account the diameter of the hose, the length of the hose, and the diameter of the hose reel drum. The Digital Distance Counter should be capable of displaying either metric or standard. J. HOSE REEL DRIVE SYSTEM: 1. The hose reel shall be driven by a hydraulic motor in both directions, either with or without the water pump in operation. The hydraulic drive shall have sufficient power to retract the hose when fully extended into the sewer with the cleaning nozzles in operation. Chain drives will not be accepted. 2. The hydraulic drive for the reel will be furnished with an overload relief valve. K. SEWER HOSE: 'ft Parker Piranha Sewer Hose PSI. L. PENDANT CONTROLS: 1. The unit will be supplied with a corded/wired pendant control with 25' cord for ease of operator use when manhole is not adjacent to unit. The pendant controls shall be in a NEMA 4 housing and will use watertight push button controls and shall be labeled with permanent labels for identifying each function. The pendant control will include controls for the hose reel pay out and retrieve, variable speed control, water on/off, throttle up/down, and emergency kill switch. M. REAR COMPARTMENT, TOOLBOXES AND SKIRTING: 1. Rear compartment will be constructed of aluminum for corrosion resistance and to protect all components located at the rear of the tank. Rear compartment shall be designed for total enclosure of major components including the hydraulic reservoir, water pump, hydrostatic motor, hose reel and associated plumbing and sewer hose. 2. Rear compartment must be a modular design construction including sides and top to allow for easy removal and replacement of damaged compartment panels or components. One piece compartments will not be accepted. 3. Floor decking of rear body will be constructed of 3/16" steel. Said flooring shall also be treated with a non-skid coating for maximum protection from slipping. 4. Rear compartment shall utilize three (3) upward acting compartment doors which incorporate a header/counter balance design. Made of anodized aluminum panels. Panels will have no rollers or cables. Doors will include stainless steel, lockable and keyed alike heavy duty handles. The latch system to be a full width one piece lift bar operable by one hand. Hinged doors will not be accepted. 5. The rear compartment sides will utilize two deluxe roll-up doors on either side. These doors will measure 60 wide x 60 high. These doors allow for complete access to rear compartment. 5 6. The rear compartment will utilize a deluxe roll-up door on the rear of unit that will measure 84 wide x 75 high. This door will protect components when closed and allow telescoping extension of hose reel when opened. 7. The unit will have a heavy-duty under ride with rear bumper and class 5-2 1/2" receiver. 8. The unit will have mud flaps. 9. Unit will include skirting that will be made of 1/8" steel extending full height of toolboxes with cutouts for rear wheels and heavy duty steps. Included toolboxes are four (4) aluminum underbody toolboxes = Two (2) toolboxes 18 x 18 x 36, one (1) toolbox 18 x 18 x 72 and one (1) toolbox 18" x 27" x 96" for long handled tool storage. The toolbox will be protected from the effects of water and road dust by a thick, automotive "bulb type" neoprene door seal. A heavy duty handles with key locks and keys will be provided on toolboxes. 10. Extendable canopy, 7' x 7, to protect operators from rain, snow, & UV rays, lockable in three positions. 6 N. ALL-WEATHER SAFETY SYSTEM: 1. The rear compartment shall be totally enclosed, insulated with insulation protection and heated with an BTU diesel fired heater. The heating of the compartment will prevent accidents and mechanical damage caused by ice build-up in hose and freezing of the high-pressure piping and/or water pump and will enhance overall ease of operations. Heating systems that use chassis coolant will not be accepted. 2. When not in the extended position, the hose reels shall be able to be retracted and housed within the heated rear compartment. 3. A recirculation fitting will be installed at the operators station to allow for recirculation of water. Recirculation will be possible at all times, including instances when truck is in motion. 4. Air purge system - Allows high-pressure air to force water from system. O. CONTROL PANEL: 1. The jetter control panel will be located at rear of truck on the curbside of the hose reel. All controls mounted in control panel will be IP67 rated which is better then NEMA 4 for protection against moisture, dust and harsh conditions. 2. This control panel will include: - Panel power - Joy stick with variable reel speed control - Work lights - Compartment lights - Reel brake - Hydraulic oil temp - Reel extend/retract - Water level indicator - Hour Meter - Engine throttle - Tachometer 3. The chassis dash controls shall include: - PTO control - Strobe lights - Cold weather recirculation - Rear compartment heater - Traffic Advisor P. LIGHTING: 1. DOT LED stop, turn, tail, marker and backup lighting. 2. LED amber strobe lights - front, rear and mid-ship. 3. Two (2) Strobe beacons mounted on top rear of compartment. 4. Two (2) Strobe beacons mounted on top front of water tank. 5. One (1) Hose reel work lights. 6. Three (3) compartment door work lights. 7. Compartment interior lighting 8. Handheld LED Spotlight 9. 7 Q. MOUNTING: 1. Both compartment and water tank to have sub frames. Sub frames to be mounted solid to chassis frame rails. Water tank mounted to sub frame using a under tank mounting system on center line of chassis to prevent damage due to chassis flex. Permanent mounting/welding to chassis frame of components and over the water tank straps to secure water tank will not be accepted. R. Powder Coat Specifications to include: 1. Components fabricated from steel plate are blasted with a 50 grit metal abrasive prior to powder coating to assure complete removal of mill scale and to provide the texture needed for good adhesion. Sheet metal is purchased pickled and oiled. Pickling is an acid treatment that removes mill scale and leaves a smooth finish. A light oil film is applied to prevent corrosion. Sheet metal components go through a 4-stage wash system prior to powder coating. The wash stages use a spray rather than a dip. The spray provides not only chemical treatment, but also mechanical cleaning. The four stages are: (1) an acid wash to clean and lightly etch all surfaces including welds and thermal cut edges to assure the best adhesion, (2) a rinse to neutralize the acid and clean the parts, (3) iron phosphate treatment (4) a final rinse. Powder is applied electrostatically to assure the most uniform application including hard to reach areas. Lighter gage sheet metal components are baked at 425 deg F for 40 minutes. Heavier gage components fabricated from plate are baked a 425 deg F for 90 minutes. Coating is fully cured upon cool down to room temperature. All components to be powder coated prior to the assembly process. 2. Film thickness of mils with Polyester TGIC Powder coating electrostatic applied to meet the following ASTM specifications. 2a. D3363 pencil hardness to be a minimum of 4H. 2b. ASTM D3359 Coating to substrate adhesion. 2c. ASTM D523 Top Coat Gloss. 2d. ASTM B117 Salt Spray, 500 Hours max of 1/8 creep. 2e. ASTM D3359 method B for 4B-5B compliance cross hatch adhesion. 2f. ASTM D1308 Chemical Resistance 3. All components of the unit purchased shall be primed and painted or powder coated prior to assembly in order to assure maximum resistance to corrosion. Painting after the assembly process is not acceptable. 4. The unit shall have the hose reel frame powder coated black and the hose reel and shroud assemblies to be powder coated STD Dupont N0006 white. S. ACCESSORIES: 1. One (1) Tigertail hose guide. 2. Finned nozzle skid extension 1" x 3" 7/8" x 15" long. 3. General purpose cleaning nozzle. 4. Set of parts and service manuals provided on CD.
