No. OP3/437(28)/96-MED, Dt.: October 24, CIRCULAR No. 38/96-MED SUB:-UPSET VALUE - Fixing of Upset Value for Scrap Vehicles - Procedure to be followed - Reg. - o O o - 1. INTRODUCTION: The unserviceable Vehicles are declared as scrap and are being disposed off through tendercum-auction. These Scrap Vehicles are fitted with unserviceable/ least serviceable aggregates i.e., Engine, Front Axle, Rear Axle, Gear Box, Tyres, Batteries and sub-assemblies etc. before sending to scrap yard and the details of these major aggregates and sub-assemblies are mentioned in the accompanying guide sheets. 2. UPSET VALUE OF SCRAP VEHICLES: 2.1 It is essential to fix upset value of each scrap vehicle objectively before its disposal which will help decision making in the Tender-cum-auction. As there are no written down instructions in fixing upset values of scrap vehicles, there are minor variations in assessing upset values from Zone to Zone. It is therefore felt essential to issue comprehensive instructions for fixing the upset value covering chassis aggregates, sub-assemblies, body etc. 2.2 In the normal course the unserviceable Vehicle is supposed to come to scrap yard with all aggregates and sub assemblies. At times, due to exigencies the Depot may withhold some Aggregates and Sub-Assemblies with a view to use them against float requirement. In such cases, sanction of the competent authority for holding back the aggregates etc.. has to accompany the scrap vehicle while dispatching to the scrap yard. 2.3 The Survey Committee-II has to inspect the Vehicles proposed for scrapping thoroughly as per guide sheets of the respective Vehicle and ensure that the missing aggregates/sub assemblies are recorded properly in the Guide Sheets and approval of the competent Authority is available. 3. FIXING OF UPSET VALUE: Upset value of scrap vehicles has to be fixed by the committee consisting of Head Quarter Dy.CME/WM/Dy.CAO based on the following guidelines. The Dy.CME will be the convener of the committee. 3.1 CHASSIS FRAME: Chassis frame is made up of special Steel. While fixing upset value by weight, twice the
2 best of the three immediately preceding auctions rates at which M.S. Scrap is disposed off has to be considered to arrive at upset value. Simultaneously upset value is to be assessed at 25% of the prevailing new chassis frame rate as per the manufacturers price list. Higher of the two upset values shall be considered. 3.2 ENGINE: The Zonal Workshops assemble scrap engines mostly with un-serviceable parts. The most minimum salvage value of a scrap Engine with all scrap components is about. Rs. 10,000/-. However some of the Engines will have least serviceable Engine block, Cylinder Head and Crank shaft. When an un-serviceable Engine fitted to the Scrap vehicle is having any or all of the above three least serviceable components, weight-age has to be given at 10% of the prevailing price of TELCO/Le3'land for the individual component and the same is to be added to the minimum salvage value to arrive at total upset value of Engine. The Zonal Workshop has to endorse on the unit history card about the condition of Block/ Head and size and condition of the crankshaft to enable the committee to fix the upset value now onwards. For the scrap engines already dispatched by the Zonal Workshops.the committee may not follow the above said procedure for fixing the upset value due to non availability of information on the least serviceable components i.e.. Crank, Block and Head. In such cases the committee may fix the upset values at Rs / GEAR BOX. FRONT AXLE & REAR AXLE: The Zonal Workshops assemble these aggregates with un-serviceable and broken components. Since un-serviceable gear parts are disposed off in auction and the rate for the same is available, the upset value of Gear Box has to be fixed by multiplying the weight of the Gear Box in Kgs with the best of three immediately preceding auctions rates of Gear parts disposed. Components used in Front Axle and Rear Axle are of special steel. The auction rates are not available for these two units. The upset value has to be fixed by multiplying the weight in Kgs with twice the best rates obtained in immediately three preceding Auctions for M.S. Scrap. 3.4 SELF STARTER & ALTERNATOR: The existing upset value of Rs.800/- for Self Starter/ Alternator has to be increased by 25% which works out to Rs. 1000/ SPRINGS. WHEEL DISCS. BATTERIES. RADIATORS, TYRES: These scrap Sub-assemblies are being disposed off in public auction periodically and the rates are available and hence best of the 3 immediately preceding auctions rate has to be taken for fixing the upset value. 3.6 MINOR SUB ASSEMBLIES: Upset value of all other Minor Sub Assemblies which are not covered above like Steering Box, Air Tank, Fuel Tank, Unloaded Valve, Brake Valve, Booster, Clutch assembly, P.P. Shafts has to be fixed at Rs.3000/- for each Vehicle.
3 3.7 ALUMINUM AND MILD STEEL: The upset value of Aluminum/M.S. in a scrap vehicle has to be fixed by multiplying the weight in Kgs. with the best of the three immediately preceding auction rates per Kg. of Aluminum and Steel and the amount so arrived at shall be increased by 2% towards inflation. Depots while sending scrap vehicles some times may cannibalize aluminum panels, luggage carrier, Bumpers etc. and equivalent weight of Aluminum, M.S. of those components has to be deducted while assessing the weight of the Aluminum and M.S. The approximate M.S./Aluminum content in different types of vehicles is at Annexure - I for reference. Standard format of Guide Sheet and the report to be prepared by Survey Committee-II is enclosed for reference as Annexure - II. 4. An illustration showing computation of upset value for a Ashok Leyland/Tata ordinary Bus on a standard chassis has been prepared for guiding the upset value committee of the Zones and enclosed as Annexure : III. 5. The upset value committee mentioned at 3 above has to ensure that these instructions are followed scrupulously and the upset values are arrived at and furnished to the Auction Committee and the Executive Director of Zones are advised to ensure its proper implementation.
