1 Regulations relating to the Use of Vehicles, Chapter 5 Section 5-1 Limits specified on registration etc. A vehicle must not be used or authorised for use if the axle load, load from an axle combination, total weight or load on the trailer coupling exceeds that for which it is registered. For vehicles not liable to registration, the manufacturer s weight guarantee shall apply mutatis mutandis. Section 5-2 Definitions In addition to the definitions that follow from Section 1-2, the terms of these provisions as used in Chapter 5 shall be understood to mean the following: a. Vehicle combination: A combination of a motor vehicle coupled with a drawbar trailer, centre-axle trailer or semi-trailer. b. Modular vehicle combination: A vehicle combination consisting of a category N2 or N3 motor vehicle, a category O3 or O4 trailer and a category O3 or O4 semi-trailer as defined in Council Directive 96/53/EC as amended by Directive 2002/7/EC. c. Indivisible load: A load that cannot be divided into two or more load units for road transportation purposes except at an unreasonable expense or subject to a risk of damage, and that, because of its dimensions or weight, cannot be transported by a motor vehicle or vehicle combination that in all respects complies with the provisions of Section 5-4. Metal sheets etc., containers or other large receptacles are not deemed to be indivisible loads, unless otherwise provided for in these Regulations. A container with interior fixtures or having a specific function (for example an office, mobile workshop or mobile hospital) is nevertheless deemed to be an indivisible load, even if it is transported with accessories that are natural for its function. Unless otherwise expressly provided for by these Regulations, several load units placed behind each other so that the vehicle or vehicle combination exceeds the maximum authorised length for transport by public road are not deemed to constitute an indivisible load. Nor are several load units placed next to each other so that the width of the vehicle or vehicle combination exceeds the maximum authorised width for transport by public road deemed to constitute an indivisible load. d. Housing module: Pre-fabricated housing units or building sections, rooms or parts of rooms without fixtures or furnishings or with such fixtures and furnishings that are natural for its function. e. Mobile crane: Category N2 and N3 motor vehicles and motorised equipment not constructed for carrying goods and with permanently installed equipment (crane). f. Concrete pump vehicle: Category N2 and N3 motor vehicles not constructed for carrying goods and with permanently installed equipment (pump). g. Platform lift vehicle: Category N2 and N3 motor vehicles not constructed for carrying goods and with permanently installed equipment (platform lift). h. Road group IKKE : Roads that, because of their curvature, accessibility or the loadbearing capacity of bridges are not suitable for abnormal transport, where exemptions must be applied for in each case and that are indicated by the word IKKE ( not ) in road lists issued in accordance with Section 5-3 (2)(b). i. Road group A: Roads suitable for abnormal transport and with bridges with several traffic lanes, new bridges with a single traffic lane and roads without bridges that are listed as category A roads in road lists issued in accordance with Section 5-3(2)(b). 1

Road group B: Roads suitable for abnormal transport and with bridges with a single traffic lane that are not listed as category A roads and that are listed as category B roads in road lists issued in accordance with Section 5-3 (2)(b). Section 5-3 Use of public roads, exemptions 1. Vehicles and vehicle combinations must not be used or authorised for use on public roads if their weight or dimensions exceed what is permitted for the road, except where exemption has been granted. Such exemption is nevertheless not necessary for vehicles in international transport on roads listed as Bk roads in road lists issued in accordance with this subsection 2(a), provided that the requirements of Directive 96/53/EC as amended by Directive 2002/7/EC are met. 2. These Regulations are issued with two annexes. A new version of the annexes will be issued annually. a. Annex 1 1. Annex 1 contains road lists stating maximum total weights and dimensions for which exemption is not required on each section of Norway s national roads. The Annex includes a separate national road list for the carriage of timber by vehicle combinations with a maximum vehicle length of metres and an authorised total weight of up to 60 tonnes, and a national road list for modular vehicle combinations with an authorised length of up to metres and an authorised total weight of up to 60 tonnes. 2. NPRA Regional Offices may prepare equivalent road lists for county roads and municipal roads. Such road lists shall form part of these Regulations. b. Annex 2 1. Annex 2 contains road lists over sections of national roads on which it may be permitted to drive special vehicles or special vehicle combinations with greater weights or dimensions than permitted under 5-4 and in road lists issued in accordance with Section 5-3(2)(a). Exemption is required for such driving unless otherwise expressly provided for in these Regulations. 2. NPRA Regional Offices may prepare equivalent road lists for county roads and municipal roads. Such road lists shall form part of these Regulations. 3. Maximum authorised dimensions shall be measured in accordance with the following requirements: a. The maximum authorised dimensions referred to in this chapter shall be measured without positive tolerances. The same applies to dimensions referred to in exemptions granted in accordance with this chapter and Section 6-2 second paragraph. b. Lengths and widths of vehicles and vehicle combinations referred to in this chapter are inclusive of load, unless otherwise provided for by another provision. 4. In this chapter, references to trailers, drawbar trailers, centre-axle trailers and semi-trailers shall include trailing equipment and equivalent types of trailing equipment unless otherwise expressly provided for by another provision. 2

3 In this chapter, references to motor vehicles in categories N2 and N3 shall include lorries and tractor units that were first registered before 1 January 1995 with an authorised total weight of more than 3,500 kg. In this chapter, references to drawbar trailers in categories O3 and O4, centre-axle trailers in categories O3 and O4 and semi-trailers in categories O3 and O4 shall include drawbar trailers, centre-axle trailers and semi-trailers that were first registered before 1 January 1995 with an authorised total weight of more than 3,500 kg. Section 5-4 Further provisions on maximum authorised weights and dimensions on public roads 1. Authorised axle loads, tandem axle loads and tri-axle loads on public roads a. Axle load table: Table 1 shows the maximum authorised axle load and load from an axle combination on roads for various use classes (Bk). Restrictions on authorised axle loads may apply in accordance with stated in the vehicle registration certificate. Load distribution between tandem or tri-axles: In axle combinations consisting of two or three axles, the axle load at any one axle must not exceed the authorised axle load values listed in the table under (a). c. Buses: The axle load for buses with air suspension or equivalent suspension (see footnote 2 to the axle load table in (a)) may be increased by one tonne on roads in use class Bk8 and higher, but the load on the driving axle may not exceed 11.5 tonnes. The tandem axle load can be increased by two tonnes, but may not exceed 14 tonnes in use classes Bk8 and T8 and 19 tonnes in use class Bk10. 3

4 2. Authorised total weight of single vehicle on public roads Table 2 shows the maximum authorised weight of single vehicles in various use classes (Bk) on public roads. Restrictions on maximum actual authorised vehicle weights may apply in accordance with what is stated in the axle-load table (Table 1) and in the vehicle registration certificate. If not, the maximum authorised weight is the same as for a motor vehicle with three axles. 2) Provided that the driving axle has twin wheels and air suspension in accordance with Directive 96/53/EC, or that each of the driving axles has twin wheels and the axle load on any one axle does not exceed 9.5 tonnes. 3) Provided that there are two steering axles, one of which may be friction-controlled. 4) Total axle load 5) Positive steering is a system by which the trailer axles are automatically controlled when the angle between the longitudinal axis on the car and trailer changes. Joystick and friction steering are not deemed to be positive steering. 3. Maximum actual authorised vehicle weight of vehicle combinations on public roads a. The authorised actual weight of different vehicle combinations in different use classes are listed in tables 3a and 3b and depends on the minimum distance. 4

5 The minimum distance means the distance from the motor vehicle s rearmost axle to the trailer s foremost axle. b. Restrictions may apply to the authorised actual weight of the motor vehicle and trailer, respectively, based on the axle load table (Table 1), the vehicle weight table (Table 2) and the maximum authorised weights provided for in the vehicle registration certificates. The weight of the vehicle combination may be limited by the maximum authorised weights specified in the motor vehicle s registration certificate and other requirements relating to the weight of vehicle combinations in these Regulations. The maximum authorised actual weight of the vehicle combination may be divided between the vehicles in the vehicle combination within the limits set by the above-mentioned framework. For vehicle combinations consisting of a category M2 or M3 motor vehicle and a drawbar or centre-axle trailer, the minimum distance shall be 3.00 metres. The same applies to vehicle combinations consisting of a category N2 or N3 motor vehicle and a category O3 or O4 drawbar or centre-axle trailer. These are subject to the weight requirements that apply to vehicle combinations that include a centreaxle trailer / semi-trailer with three axles as shown in Table 3b. 5

Authorised length of vehicles and vehicle combinations on public roads a. Public roads differ as regards maximum authorised lengths. Such lengths are listed for individual road sections in the national road list issued in accordance with Section 5-3 (2)(a) and road lists for county and municipal roads. The following lengths are authorised for individual vehicles and vehicle combinations unless shorter lengths have been adopted and publicised on public road signs or in a road list. In the case of articulated busses, both stiff articulated sections shall be placed parallel to the plane. Then, when the vehicle is driven into the circle, no part of the vehicle must protrude from this plane by more than 0.60 metres. 4) Along the Fv 63 county road between Stigseterøra and Istedalssetra (the Trollstigen road), a maximum length of m is permitted for buses with three axles provided that one axle is a positive steering axle. Documentation that the bus has such an axle must be available on board and presented on request. The documentation must have been issued by the vehicle manufacturer or the road or motor vehicle authorities of the state where the vehicle is registered, be in the Norwegian or English language and refer to the specific vehicle. Only driving while all passengers are seated is permitted. b. The above-mentioned vehicles and vehicle combinations are subject to the following additional requirements: 1. It must be possible to drive motor vehicles and vehicle combinations along a circular route between two concentric circles having a radius of and 5.30 metres, respectively. A semi-trailer vehicle combination with a length of up to metres shall be deemed to meet the requirement in the first paragraph if the semi-trailer s wheelbase does not exceed 8

9 ( ) 2 ( LL 2) 2 where L is the width of the semi-trailer, and where the axle spacing is measured as the distance between the semi-trailer s fifth-wheel kingpin and the centre line of the non-steering axles. 2. The distance measured between the fifth-wheel kingpin and the rearmost point on the semi-trailer shall not exceed metres. 3. The horizontal distance measured between the fifth-wheel kingpin and a random point at the front of the semi-trailer must not exceed 2.04 metres. 4. In the case of vehicle combinations consisting of a motor vehicle and a drawbar or centre-axle trailer, when measured parallel to the vehicle combination s longitudinal axis, the maximum distance measured parallel to the longitudinal axis of the vehicle combination from the foremost external point of the loading area behind the cabin to the rearmost external point of the trailer of the combination, minus the distance between the rear of the motor vehicle and the front of the trailer, must not exceed metres. 5. In the case of vehicle combinations mentioned in the above point 4, the maximum distance measured parallel to the longitudinal axis of the vehicle combination from the foremost external point of the loading area behind the cabin to the rearmost external point of the trailer must not exceed metres. 6. In the case of vehicle combinations consisting of a category M2 or M3 motor vehicle and a drawbar or centre-axle trailer, the distance between the motor vehicle s rear axle and the trailer s front axle shall not be less than 3.00 metres. The same applies to vehicle combinations consisting of a category N2 or N3 motor vehicle and a category O3 or O4 drawbar or centre-axle trailer. 5. Authorised vehicle width on public roads a. The maximum authorised width of vehicles on public roads is 2.55 metres unless a smaller width is specified on posted public traffic signs or in a road list. b. In the case of vehicles with fixed or removable bodywork, specially equipped for carrying goods at controlled temperatures, where each side wall including the insulation is at least 45 mm thick, a maximum authorised width of 2.60 metres applies on roads where the limit is otherwise 2.55 metres. Section 5-5 Driving permitted without exemption on public roads 1. Special provisions for the carriage of timber a. Timber may be transported by a motor vehicle and drawbar trailer with a combined length of up to metres on roads marked as having a limit of metres and a vehicle combination length of up to metres on roads marked as having a limit of metres in road lists issued in accordance with Section 5-3 (2)(a). b. The vehicle combination must be specially equipped for carrying timber. If the vehicle combination is more than metres long, the drawbar trailer must not be more than 4.00 metres high. c. Vehicle combinations between and metres in length that have been specially equipped for carrying timber must, from a position on the line, be 9

10 capable of turning between two concentric circles having a radius of and 2.00 metres, respectively. d. The provision applies to the carriage of sawn timber, log timber, round timber with small dimensions, pulpwood timber and groundwood timber. Chips are not deemed to be pulpwood timber. e. Under this provision, return goods may be transported on vehicle combinations with a length of between and metres in connection with timber transport. During such transport, documentation of the preceding timber transport must be provided on request, in the form of a consignment note or similar, to substantiate that it concerns return transport. f. Authorised total weight of vehicle combinations specially equipped for carrying timber, with a minimum of seven axles 1.Maximum authorised total weights for carrying timber are specified in road lists issued in accordance with Section 5-3 (2)(a). 2.Authorised total weights as provided for in (3)(a) are permitted on roads where the maximum authorised total weight for carrying timber is stated to be 60 tonnes. 3.Authorised total weights of up to 56 tonnes as provided for in (3)(a) are permitted on roads where the maximum authorised total weight for carrying timber is stated to be 56 tonnes. 4.Timber-transporting vehicle combinations with a total weight of more than 50 tonnes shall have an overall length without load of at least metres. 5.In the case of return transport in accordance with (e), the maximum authorised total weight is 50 tonnes. g. Authorised total weight of a drawbar trailer with four or more axles that forms part of a timber-transporting vehicle combination with an authorised total weight of more than 50 tonnes. 1.In the case of a drawbar trailer with four or more axles that forms part of a timber-transporting vehicle combination with an authorised total weight of 60 tonnes, the maximum authorised total weight is 36 tonnes, provided that the distance between the drawbar trailer s foremost and rearmost axles is at least 8.01 metres. In the case of drawbar trailers with a distance of less than 8.01 metres between the foremost and rearmost axle, the authorised total weight shall be as provided for in (3)(b). 2.In the case of a drawbar trailer with four or more axles that forms part of a timber-transporting vehicle combination with an authorised total weight of 56 tonnes, the maximum authorised total weight is 32 tonnes, provided that the distance between the drawbar trailer s foremost and rearmost axles is at least 5.80 metres. 3.The drawbar trailer shall have at least two steering axles. 4.When carrying return goods, the total weight of the drawbar trailer must not exceed 30 tonnes. 2. Special provisions relating to modular vehicle combinations Use is permitted of modular vehicle combinations with a length of up to metres and a total weight of up to 50 or 60 tonnes. Roads on which the use of modular vehicle combinations is permitted are listed road lists issued in accordance with in Section 5-3 (2)(a). 10

The following modular vehicle combinations are permitted: 1.A category N2 or N3 motor vehicle connected to a dolly with a category O3 or O4 semi-trailer. 2.A category N2 or N3 motor vehicle with a category O3 or O4 semitrailer connected to a category O3 or O4 centre-axle trailer 3.A category N2 or N3 motor vehicle with a category O3 or O4 semitrailer with a swap body/container/body connected to a category O3 or O4 semi-trailer. b. The length of a modular vehicle combination must not exceed m. c. The maximum authorised total weight of a modular vehicle combination with a distance between the foremost and rearmost axle of metres or more is 60 tonnes. d. Use of modular vehicle combinations is subject to the following additional requirements: 1.The vehicle combination must have no more than two articulated joints that allow the components of the vehicle combination to turn in the horizontal plane. 2.All vehicles that form part of a modular vehicle combination shall have ABS brakes. 3.It must be possible to turn a modular vehicle combination 120 degrees between two concentric circles with a radius of m and 7.50 m. 4.It is permitted to haul up to two trailers. e. Modular vehicle combinations will not be permitted to transport dangerous goods as defined in the Regulations of 1 April 2009 No 384 on overland transport of dangerous goods. 3. In addition to the weights that follow from Section 5-4 (2) and (3), the following applies to vehicle combinations specially equipped for carrying timber and modular vehicle combinations with an authorised total weight of more than 50 tonnes pursuant to (1) and (2) of this section. a. If the drawbar trailer does not have two steering axles, the maximum authorised total weight is 30 tonnes, regardless of the distance from the foremost to the rearmost axle. 4. On motor vehicles and semi-trailers engaged in the domestic transport of 45-foot containers with divisible loads directly from or to sea or rail to the destination, a greater distance than metres from the fifth-wheel kingpin to the semi-trailer s rear limit is permitted. The maximum authorised length of a motor vehicle with a semi-trailer as stated in Section 5-4 (4)(a) must not be exceeded. Such transport is only permitted between the nearest suitable railway station or port of loading or discharge and the destination. Carriage of an empty 45-foot container between the destination and the place of storage is nonetheless permitted. 5. Buses may have spare tyres, a bicycle rack or other equipment protruding up to 0.60 metres behind them in addition to the maximum authorised length. The equipment must be placed symmetrically along the bus s longitudinal axis and the width must not exceed 1.60 metres. 6. Agricultural machinery with a width of up to 3.50 metres can be moved over shorter distances by road as part of ordinary use. The axle load, load from an axle combination, total weight and length must not exceed what is permitted pursuant to Section 5-4 and road lists issued in accordance with Section 5-3 (2)(a). Section 5-6 Special provisions relating to the carriage of two housing modules, two boats and vehicles for which exemption is not required 1. On roads where the maximum authorised length of vehicle combinations is metres and that are not listed in the IKKE road group in road lists issued in accordance with Section 5-2 (3)(a) and (b), the carriage of two housing modules, two boats and vehicles without exemption is permitted with the dimensions stated in the table. In connection with transport on a vehicle combination consisting of a category N2 or N3 motor vehicle and a category O3 or O4 drawbar or centre-axle trailer, loads are permitted to protrude 1.50 m in front of and 1.50 m behind the vehicle combination. 3. The axle load, load from an axle combination and total weight must not exceed what is permitted pursuant to Section 5-4 and road lists issued in accordance with Section 5-3 (2)(a). The same applies to the length and width without load. 4. Motor vehicles transporting goods with a width exceeding 2.55 metres shall have a width without load of at least 2.30 metres. Section 5-7 Driving permitted without exemption When the axle load, load from an axle combination and total weight do not exceed what is permitted pursuant to Section 5-4 and road lists issued in accordance with Section 5-3 (2)(a), the following vehicles can be used with the length and width stipulated in the tables in this section, on roads that are not in the IKKE road group: 1. Motorised equipment, mobile cranes, concrete pump vehicles and platform lift vehicles constructed with a greater length or width than is permitted pursuant to Section 5-4 (4) and (5). The use of motorised equipment, mobile cranes, concrete pump vehicles and platform lift vehicles for transporting goods on public roads is not permitted if the length, width, axle load, load from an axle combination or total weight exceeds what is permitted pursuant to Section 5-4 and road lists issued in accordance with Section 5-3 (2)(a). The maximum authorised dimensions are stated in the table below. One load unit that cannot be divided without major difficulties, costs or risk of damage, where the load unit s dimensions are within the permitted length and width of vehicle combinations on the road in question. 5. In connection with transport pursuant to (1) to (3), transport is nonetheless permitted of parts that are removed from the main load in order to reduce the width or height of the transport to improve road safety. 3. Transport of indivisible loads using a category N2 or N3 motor vehicle and a category O3 or O4 trailer, when the length or width of the load exceeds that of the lorry or trailer. On roads where the permitted length of vehicle combinations is and metres, the load units rearmost point must not exceed the length permitted for the road. 4. Divisible loads together with indivisible loads on roads where the permitted vehicle combination length is metres. The divisible load shall be placed within a width of 2.55 metres and permitted lengths pursuant to Section 5-4 (4)(b). c. Within the dimensions with loads stated in the table, the following may be transported on a motor vehicle with a drawbar or centre-axle trailer: 1. One indivisible load unit whose width exceeds what is permitted for the road on either the motor vehicle or trailer. The total length of the vehicle with load must not exceed metres. 2. Several indivisible load units whose width exceeds what is permitted for the road. If several indivisible load units are to be transported whose width exceeds 2.55 metres, the total length of the load units must not exceed the lengths permitted pursuant to Section 5-4 (4)(b). On roads where the permitted length of vehicle combinations is and metres, the load units rearmost point must not exceed the length permitted for the road. 3. Divisible loads together with indivisible loads. The divisible load shall be placed within a width of 2.55 metres. On roads where the permitted length of vehicle combinations is metres, the divisible load must be placed within a width of 2.55 metres and permitted lengths pursuant to Section 5-4 (4)(b). On roads where the permitted length of vehicle combinations is and

16 metres, divisible load units may only be placed on the motor vehicle. d. Within the dimensions with loads stated in the table, the following may be transported on a motor vehicle: 1. One indivisible load unit whose width exceeds what is permitted for the road 2. Several indivisible load units whose width exceeds what is permitted for the road 3. Divisible loads together with indivisible loads. The divisible load shall be placed within a width of 2.55 metres. 4. In connection with the transport of several indivisible load units and simultaneous transport of indivisible and divisible load units pursuant to this section (2)(b) and (3)(b) to (d), it is permitted to place the load units on top of each other to the extent that it is safe to do so. 5. The width of category N2 and N3 motor vehicles must be at least 2.30 metres if they are to haul a trailer whose width, with or without load, exceeds 2.55 metres. The width of the motor vehicle not must exceed 2.55 metres. Section 5-8 Exemption without a time limit 1. An exemption without a time limit for driving on roads in road groups A or B may be granted to motorised equipment, mobile cranes, concrete pump vehicles and platform lift vehicles intended for greater axle loads, load from an axle combination, total weight, length or width than is permitted pursuant to Section 5-4 and road lists issued in accordance with Section 5-3 (2)(a). The table shows the maximum authorised dimensions. When the length exceeds metres, documentation from the manufacturer stating that the manoeuvrability requirement is met must be provided before an exemption can be granted. 2. An exemption without time limit for driving on roads in road groups A and B can be granted to: a. Vehicle combinations specially equipped for carrying indivisible loads constructed for greater axle loads, loads from an axle combination, total weight, length or width than is permitted pursuant to Section 5-4 and road lists issued in accordance with Section 5-3 (2)(a). b. Transport of indivisible loads on vehicle combinations as described in (a). c. The table below shows which vehicles and vehicle combinations it is permitted to use, and the maximum authorised dimensions, with and without load. 16

More than three consecutive axles: The load of an axle combination with more than three consecutive axles spaced at a distance of 1.20 metres or more, and of the vehicle combination as a whole, shall be calculated separately based on the rules for total weights set out in (b). If the distance between the consecutive axles is between 1.20 and 1.80 metres, none of the axle loads must exceed one-third of the stated tri-axle load for the road s use class in the table in (a). d. The exemption applies to roads in road groups A and B. 4. If the weights and dimensions that follow from the exemption are exceeded, the exemption may be revoked. The same applies if the conditions in Section 5-11 are not met. Section 5-9 Exemption with time limit 1. Exemptions with a time limit are issued for a specific road route and must usually be obtained for each trip. For especially heavy transports, it can be required that bridges are crossed in the middle of the road and at a speed not exceeding 15 km/h. The transport must be escorted across the bridges by a representative of the NPRA or the police. The carrier must contact the NPRA or the police to arrange a time for the transport. 19

20 2. Exemptions with a time limit may be granted for the following: a. Dimensions 1. Exemptions with a time limit may be granted to motorised equipment, mobile cranes, concrete pump vehicles and platform lift vehicles that exceed the dimensions set out in Section 5-4 (4) and (5) for roads in the IKKE road group, up to the dimensions stated for such vehicles in Section 5-8 (1). 2. Exemptions with a time limit may be granted for vehicles and vehicle combinations described in Section 5-7 (2) and (3) that exceed the dimensions set out in Sections 5-7 and 5-8 for road groups A and B and Section 5-4 (4) and (5) for roads in the IKKE road group. 3. For vehicle combinations described in Section 5-7 (2), the provisions of Section 5-7 on the transport of several indivisible load units apply correspondingly provided that the authorised axle loads, loads from axle combinations and total weights pursuant to Section 5-4 and road lists issued in accordance with Section 5-3 (2)(a) are not exceeded. Within these weights, exemptions may also be granted for the transport of pertaining divisible loads that are logically connected to the indivisible load(s). Exemptions can also be granted for the transport of several indivisible items that each exceed both the maximum authorised length and width for the road. 4. For vehicles and vehicle combinations described in Section 5-7 (3), the provisions of Section 5-7 relating to the transport of several indivisible load units and simultaneous transport of divisible and indivisible loads apply correspondingly provided that the authorised axle load, loads from axle combinations and total weight pursuant to Section 5-4 and road lists issued in accordance with Section 5-3 (2)(a) are not exceeded. Exemptions can also be granted for the transport of several indivisible items that each exceed both the maximum authorised length and width for the road. b. Weight 1. Exemptions with a time limit may be granted to motorised equipment, mobile cranes, concrete pump vehicles and platform lift vehicles that exceed the weights set out in Section 5-4 (1) to (3) and road lists issued in accordance with Section 5-3 (2)(a) for roads in the IKKE road group; but not for weights that trigger the requirement for an escort across individual bridges. 2. Exemptions with a time limit may be granted for vehicle combinations described in Section 5-8 (2) that exceed the weights set out in Section 5-8 for roads in road groups A and B and Section 5-4 (1) to (3) and road lists issued in accordance with Section 5-3 (2)(a) for roads in the IKKE road group. 3. Exemption with a time limit may be granted for the following axle loads: a. Exemption may be granted for the following total weights: a. Road groups A and B: The total weight is calculated on the basis of the overall wheelbase and the spacing of consecutive axles in the individual axle combinations. The total weight table is shown in Section 5-8 (3)(c). For exemptions with a time limit, the total weight can be calculated by multiplying by: 1.6 for road group A maximum authorised total weight 80 tonnes 1.3 for road group B maximum authorised total weight 65 tonnes b. Road group IKKE : The exemption authority as specified in Section 5-15 decides which total weights exemption can be granted for in each individual case. 5. In addition, the following applies: a. The calculated values for total weight are rounded up to the nearest whole tonne. The axle load is rounded up to the nearest 100 kg. b. If the overall wheelbase exceeds metres, the overall wheelbase that corresponds to metres shall apply. c. The load of an axle combination with more than three consecutive axles spaced at a greater distance than 1.20 metres, and of the vehicle combination as a whole, shall be calculated separately based on the rules for total weights set out in (4). If the distance between the consecutive axles is metres, none of the axle loads may exceed one-third of the stated tri-axle load for the road s use class in the table in (3)(a). 6. If the weights and dimensions that follow from the exemption are exceeded, the exemption may be revoked. The same applies if the conditions in Section 5-11 are not met. Section 5-10 Exemption with a time limit for special types of transport 1. Special provisions concerning exemptions with a time limit for the transport of two housing modules, two boats and vehicles. a. Exemptions with a time limit may be granted for the transport of one housing module, simultaneous transport of two housing modules, two boats or several vehicles, for exceeding the maximum authorised dimensions set out in Sections 5-4 (4) and (5) and 5-6 (1) to (3). The exemption authority decides which dimensions exemption can be granted for, but the dimensions must not be greater than those stated in the table. 21

The exemption authority stated in Section 5-15 will decide which road route to take. d. The axle load, load from an axle combination and total weight must not exceed what is permitted pursuant to Section 5-4 and road lists issued in accordance with Section 5-3 (2)(a). The same applies to the length and width without load. e. Motor vehicles transporting goods with a width exceeding 2.55 metres shall have a width without load of at least 2.30 metres. 2. Special provisions concerning the transport of two housing modules with a width of between 3.25 and 4.20 metres a. Exemptions with a time limit may be granted for the transport of two housing modules that exceed the maximum authorised length stipulated in Section 5-4 (4) and the maximum authorised width stipulated in Section 5-6 (1). The exemption authority decides which dimensions exemption can be granted for, but the dimensions must not be greater than those stated in the table. 23 3. Special provisions concerning exemption with a time limit for the transport of one housing module a. Exemptions with a time limit may be granted for the transport of one housing module that exceeds the maximum authorised dimensions stipulated in Sections 5-4 (4) and (5) and 5-7 (2) and (3). The exemption authority decides which dimensions exemption can be granted for, but the dimensions must not be greater than those stated in the table. Exemption with a time limit may be granted for greater lengths than are permitted for the road pursuant to Section 5-4 (4) for the transport of whole tree trunks on a category N2 or N3 motor vehicle with a category O3 or O4 extendable trailer intended for the transport of long, indivisible loads with a load restrain system installed on the motor vehicle and the trailer s slewing rings, but not for lengths in excess of metres. b. The distance from the centre of the axle on the trailer to the rearmost point on the load shall not exceed 70% of the distance from the centre of the rear axle of the motor vehicle to the centre of the axle on the trailer, and for tandem axles to and from the centre of the tandem axle. c. The trailer s drawbar shall be of telescopic type and be adjustable. It must be possible to lock the telescope in a secure manner. d. The axle load, load from an axle combination, total weight and width must not exceed what is permitted pursuant to Section 5-4 and road lists issued in accordance with Section 5-3 (2)(a). The length without load must not exceed metres. 5. Special provisions for the transport of agricultural machinery Exemptions with a time limit may be granted for the transport of agricultural machinery with a width exceeding that stipulated in Section 5-5 (6), but not for widths in excess of 4.10 metres, in connection with the movement of such machinery on shorter stretches of road as part of ordinary use of the machine. 6. Special provisions for trailing equipment The exemption authority mentioned in Section 5-15 may grant exemptions with a time limit for trailing equipment and corresponding types of trailing equipment, for use with greater weights or dimensions than follows from Section 5-4 and road lists issued in accordance with Section 5-3 (2). The exemption authority decides which weights and dimensions exemptions may be granted for. 7. If the weights and dimensions that follow from the exemption are exceeded, the exemption may be revoked. The same applies if the conditions in Section 5-11 are not met. 23

24 Section 5-11 Additional requirements in connection with driving pursuant to Sections 5-6 to When the length exceeds by more than 2.00 metres what is permitted pursuant to Section 5-4 or road lists issued in accordance with Section 5-3 (2)(a) or the width exceeds 2.60 metres, the following requirements apply: a. Driving must not take place on Fridays between 3 p.m. and 12 p.m., or from 6 a.m. on Saturdays or working days before holidays/public holidays until 12 p.m. on Sundays, holidays/public holidays. Driving can nonetheless take place until 3 p.m. the day before 1 May, 17 May and Ascension Day. The police may make an exception from these provisions in exceptional circumstances. The exception must be issued in writing. b. Driving must not take place in areas with heavy rush-hour traffic between 7 a.m. and 9 a.m. or between 3 p.m. and 6 p.m. c. The driving shall preferably take place in daylight. Under special circumstances, the police may order driving at other times. The order must be issued in writing. d. Motor vehicles or vehicle combinations whose width exceeds 2.60 metres shall be equipped with at least one warning lamp emitting a flashing yellow light in all directions. 2. An escort vehicle is required if a. the length exceeds by more than 6.00 metres what is permitted pursuant to Section 5-4 or road lists issued in accordance with Section 5-3 (2)(a) and in road lists for county and municipal roads, and always when the length exceeds metres b. the width exceeds 3.00 metres, or c. the length exceeds metres and the following manoeuvrability requirement is not met: it must be possible to turn the vehicle 120 degrees between two concentric circles with a radius of and 6.50 metres, respectively. Until 1 September 2024, however, this does not apply to vehicle combinations mentioned in Section 5-7 (2) if the trailer is registered before 1 June When driving with a mobile crane, concrete pump vehicle or platform lift vehicle, an escort vehicle is required if a. the width exceeds 3.00 metres b. the width exceeds 2.75 metres and the length exceeds metres c. the length exceeds metres irrespective of width 4. When an escort vehicle is required pursuant to (2) or (3), the following applies: a. The number of escort vehicles is stipulated when the exemption is granted. If the driving takes place without an exemption, the vehicle shall be accompanied by one escort vehicle. b. The carrier must provide escort vehicles. The escort vehicle shall be a motor vehicle with an authorised total weight of no more than 4,500 kg. c. The carrier is obliged to provide all vehicles taking part in the transport with suitable communications equipment. d. The escort vehicle shall be equipped with first aid equipment and a suitable fire extinguisher, lamp, steering lever and protective vest. e. The vehicle combination and escort vehicle shall be equipped with at least one warning lamp emitting a flashing yellow light in all directions. f. It is not permitted to use an escort vehicle with a trailer attached. 24

25 g. The carrier is obliged to ensure that all affected police districts have been informed about the transport. h. Based on the size of the transport, the traffic or other factors relating to the road route, the police shall consider whether to monitor or direct the transport. Section 5-12 Driving in convoys When the axle load, load from an axle combination and total weight do not exceed what is permitted pursuant to Section 5-4 and road lists issued in accordance with Section 5-3 (2)(a), driving in convoys is permitted for transports that require an escort pursuant to Section 5-11 (2) and (3). The driving shall take place on the following conditions: a. Up to three motor vehicles or vehicle combinations are permitted in a convoy, not including escort vehicles. b. If more than one convoy is necessary, at least one hour shall elapse between each convoy. c. Driving in convoys is permitted between the hours of 10 p.m. and 6 a.m. In special cases, the police may grant permission for convoy driving also outside these hours. Exceptions shall be issued in writing. d. The convoy shall have an escort vehicle at the front and back. The escort vehicles shall be equipped with a warning lamp emitting a yellow flashing light in all directions, a warning sign as stipulated in Section 3-4 (6) and a sign with the word kolonne ( convoy ). This sign shall be of the same design as the warning sign in accordance with Section 3-4. (6). Signs designed in accordance with earlier provisions can be used until further notice. e. When the transport is not accompanied by the police, all vehicles in the convoy, including escort vehicles, shall have an internal radio network. f. The convoy supervisor shall allow other vehicles to pass as soon as conditions permit. Section 5-13 The use of recovery vehicles 1. To recover broken down vehicles from the scene of an accident/breakdown and transport them to the nearest secure reloading site, a recovery vehicle may, on the conditions set out in this section, exceed what is permitted pursuant to Section 5-4 and road lists issued in accordance with Section 5-3 (2)(a). If necessary, a broken down vehicle may be transported to the nearest garage that can repair the damage. An exemption must be applied for for transport to the repair site. 2. The following applies to authorised exceeding of axle and tandem axle loads: a. In general 1.The maximum speed must not exceed 60 km/h during a recovery operation when the axle load of the recovery vehicle or its tandem axle load exceeds what is permitted pursuant to Section 5-4 (1) by two tonnes or four tonnes, respectively. 2.When recovering vehicle combinations, the trailer must be disconnected from the tractor unit. 3.At least 20% of the total weight of the recovery vehicle must be supported by steerable wheels. 4.Permission to exceed the limits does not apply to roads or bridges where weight limitations have been introduced and signposted. 5.During transport pursuant to this section, the recovery vehicle must be equipped with at least one warning lamp emitting a flashing yellow light in all directions. b. For lengths exceeding metres, an escort vehicle shall be used that is marked in accordance with the provisions of Section Notwithstanding the provisions of this section about maximum authorised lengths, loads or on the disconnection of trailers, motor vehicles or vehicle combinations that obstruct other traffic can be moved to the nearest secure reloading site with the help of a recovery vehicle. This does not apply to roads in the IKKE road group, however. 5. When the width of the transport exceeds 3.00 metres or the transport requires more than one lane, the following applies: a. The transport shall be accompanied by at least one escort vehicle that is equipped with at least one warning lamp emitting a flashing yellow light in all directions. b. The marking of protruding loads and the use of signs on the recovery vehicle and escort vehicle shall be in accordance with the provisions of Section 3-4. Section 5-14 Winter axle load, spring thaw etc. 1. On frozen roads, the use of higher axle loads or loads from an axle combination may be permitted. The roads this applies to are listed in road lists in accordance with Section 5-3 (2)(a). The dates when winter axle loads are introduced and discontinued will be announced. 2. Restrictions may be set for axle loads, loads from an axle combination and total weight when special circumstances (spring thaw etc.) make this necessary. The regional NPRA offices may make exceptions from the restrictions mentioned in (2). For roads in class Bk10 where the axle load is reduced to 8 tonnes, exceptions can only be made for the transport of indivisible loads, motorised equipment, mobile cranes, concrete pump vehicles and platform lift vehicles. If the axle load is reduced to less than 8 tonnes, exemptions can be granted for axle loads up to 8 tonnes. 4. On roads in classes BkT8 and Bk8 where the axle load is reduced, the NPRA Regional Office can make exceptions for scheduled passenger transport, waste collection vehicles and recovery vehicles. Exceptions may also be made for carrying perishable goods, for example milk, whey, casein, recently slaughtered animals (fish or meat), feed for furbearing animals transported in tanks, smolt, animals for emergency slaughtering and animals ready to be slaughtered. 5. On Bk10 roads where the authorised axle load has been reduced to under 8 tonnes, and on roads in classes BkT8 and Bk8, the NPRA Regional Offices may make exceptions in exceptional circumstances from restrictions mentioned in (2) for: a. motorised equipment, mobile cranes, concrete pump vehicles and platform lift vehicles designed for greater axle loads, a load from an axle combination or total weight greater than is stipulated the Regulations relating to temporary axle/tandem axle loads for individual stretches of road. b. vehicle combinations intended for greater axle loads, a load from an axle combination or total weight greater than is stipulated in the Regulation relating to temporary axle/tandem axle loads for individual stretches of road. Exemptions may only be granted for vehicle combinations specially equipped for transporting indivisible loads. c. An exception pursuant to (a) or (b) may be made for up to a 9-tonne axle load, a 14- tonne tandem axle load and 21-tonne tri-axle load. The total weight is calculated in the same way as in Sections 5-8 and The NPRA Region East can make exceptions from restrictions on axle load, a load from an axle combination and total weight when there are particularly weighty reasons for doing so. 7. If a regional NPRA office or the NPRA Region East makes an exception on a municipal road, a written statement shall be obtained from the municipality before the decision is made. Section 5-15 Exemption authority 1. In individual cases, the regional NPRA offices may make an exception from the provision in Section 4-2 (4) second paragraph (a) and (6) (7). 2. The body authorised to make exemptions without a time limit, cf. Section 5-8, is the regional NPRA offices. A NPRA Regional Office can transfer this authority to another NPRA Regional Office. 3. The authority for granting exemption with a time limit, cf. Sections 5-9 and 5-10, is 27

28 a. the NPRA Regional Office when it concerns transport within the region. b. the NPRA Region East when it concerns transport through several regions. 4. The NPRA Region East can make exceptions in individual cases from provisions in this chapter when there are particularly weighty reasons for doing so. 5. The exemption document must be available in the vehicle during driving. Section 6-2 Exceptions The Directorate of Public Roads can make general exceptions or exceptions in individual cases from the provisions of Chapters 1 to 4 and 6 of these Regulations. The Directorate of Public Roads may make general exceptions from the provisions of Chapter 5 when particularly weighty reasons exist. Section 3-4 Protruding loads, markings etc. 1. Protruding loads a. For transports no more than 2.55 metres wide, the load must nor protrude more than 15 cm to the side of the vehicle without a permit from the NPRA Regional Office for transports within one region or from the NPRA Eastern Region for transports passing through several regions. For a single transport, the permit may also be given by the NPRA Regional Office for a transport passing through several regions. The same applies to loads which protrude more than 1 m or more in front of the vehicle. b. The transport of boats up to 2.55 metres wide is permitted even if the boat protrudes more than 15 cm to the sides of the vehicle. The distance from the outer edge of the rear light to the outer edge of the boat must not exceed 40 cm. The same applies to reflectors at the rear of the trailer. The same applies to marker lamps if the vehicle has been fitted with such lamps at the front. If the vehicle does not have marker lamps transports are only permitted in daylight with good visibility. The bow of the boat must be placed in the direction of travel. 2. Marking of goods protruding at the sides Loads protruding more than 15 cm outside the sides of the vehicle, must be clearly marked, front and rear. The marking must be at least 50 cm high and at least 25 cm wide with alternating red and yellow stripes, which must be slanting and at least about 5 cm wide. The colour must be durably fluorescent or of a type approved by the NPRA Directorate of Public Roads. Additionally, loads protruding at the sides of the vehicle, must in darkness or in low visibility weather conditions be marked at the front at either side with at least two lamps emitting white light t in the forward direction, and at the rear at either side with at least two lamps emitting red light in the backwards direction. The lamps must have a light aperture of at least 30 cm² and be placed on top of each other. The light must not be blinding and must be clearly visible at a distance of at least 150 metres. Markings and lights must be placed at the outermost point of the load and must be clearly visible from the front and the rear. If possible, the top edge of markings and lights should not be higher than 2.00 metres above the road surface. 3. Marking of goods protruding at the front and rear 28

29 Loads protruding at the front of the vehicle or more than 1.00 metres behind the vehicle, must be marked at the edges with a device with alternating white and red colour and from all sides have a visible area of at least 250 cm². The red material must be reflecting. The device must be positioned to be clearly visible. Occasional transports may be marked in some other, clear way. Additionally, loads protruding more than 1.00 metres behind the vehicle must in n darkness or low visibility weather conditions be marked with a lamp emitting red light to the rear and sides. The lamp must have a light aperture of at least 30 cm². The light must not be blinding and must be clearly visible at a distance of at least 150 metres. 4. Marking of protruding equipment Equipment, tools etc. protruding at the front, to the sides or at the rear of the vehicle, must be marked in accordance with the provisions in the Section, unless special regulations have been laid down by the NPRA Directorate of Public Roads. 5. Marking of vehicle combinations with a length of more than metres Vehicle combinations with an authorised length of more than metres, must have a sign at the rear of the trailer stating its length. The length is given in whole metres and rounded upwards. The sign must be at least 100 cm by 50 cm with a 20 mm red reflecting border. The background colour must be white and non-reflecting, with a symbol of a vehicle combination and arrows with the length states in whole metres in characters with a minimum height of 70 mm: Signs approved in other EEA countries are accepted. 6. Marking of long, wide and heavy transports a. If length exceeds by more than 6.00 metres what is permitted pursuant to Section 5-4 (4) or the width exceeds 3.00 metres, or if the axle load, load of an axle combination or total weight exceeds what is permitted pursuant to Section 5-8 (3), both the vehicle and the escorting vehicle(s) shall be fitted with warning signs stating Lang last ( Long load ), Bred last ( Wide load ) or Tung last ( Heavy load ) respectively. Which sign to use shall be stated in the exemption. Warning signs shall have a white background colour and shall in darkness or low visibility weather conditions be faintly luminescent or illuminated. The warning signs must be clearly visible both from the front and the rear. LED lettering (digital signs) or other forms of luminous signs are also permitted. The lettering must be clearly visible in all light conditions and must not appear blinding in the dark. The signs must be clearly visible at the front and the rear. Luminous signs at the front of transport vehicles must be placed to be clearly visible and not come in conflict with other vehicle lamps, and must not obstruct the view from the driver s seat. 29
