2 CALLED Location: Cusco and Puno region Purpose: Concession for the design, financing, construction, operation and maintenance of a transmission line in 220 kv of 128 km approximately with a capacity of 450 MVA. This transmission line will strengthen the energy transport in the south of the country. Investment Amount (w/o VAT): USD 58.9 million (EPC *) Modality: Self-financed Term: 30 years plus the construction period (36 months). 3 PROJECT SUMMARY The project comprise the following works: A. Construction of Tintaya Azangaro transmission line. Transmission capacity: 220 kv N of circuits: 01 (02 conductors per phase) Length: 128 km Estimated number of structures: 367 B. Extension of 220 kv Tintaya substations. Installation of a line block for the arrival of the projected line. C. Extension of 220 kv Azangaro substation Modification to a double bar system in 220 kv with transfer switch Coupling Cell Installation Installation of an exit cell to the line towards SE Tintaya. Supplementary equipment for existing line cell and transformer Specification details may be found in Annex 1 of the Concession Contract. 3

Yearly operation and maintenance costs excluding General Sales Tax( CO&M ). Only bids from bidders showing amounts and numbers for the Cost of Investment and the Cost of Operation and Maintenance (CO&M) that are same or lower the maximum figures established by Proinversion prior to the bid submission date, will be accepted. It will be announced by Notice. Additionally it is necessary to submit a Bid Bond for US$ 8.0 million. 4 4

5 TENDER: QUALIFICATION CRITERIA Investors must go through a qualification process to be considered bidders and submit an offer. The finance and operational qualification criteria are the following: REQUIREMENTS Finance: Minimum Net Worth Minimum Total Assets US$ 30 million US$ 90 million Technical: Direct operation or have operated directly in the last two (2) years, electric power systems that meet the following conditions: Length: Transformation capacity: No less than two hundred fifty kilometers (250 km.) in voltages of no less than or over 220 kv. No less than 250 MVA in substations with voltages of 220 kv or more. In order to certify the technical requirements, bidders have to show certifications or technical statements from third parties. Whoever certifies technical experience may take part in the Tender with only one bidder. This impediment is also for its Related Companies. Legal: No legal impediments to sign contracts with the Peruvian Government. Do not participated with another Bidder in this Tender; others details in the Bidding Documents. 5 5
