50 KSEBL Note on ITEM No North Trissur - Kozhikode - Mylatti 400kV line Annexure-IX (Page1 of 2) The 400kV North Trissur (Madakkathara) Kozhikode (Areakode) DC line was approved in the 30 th meeting and Kozhikode (Areakode) Mylatty - Mangalore (Udupi) DC line in the 35 th meeting of Standing Committee on Power System Planning in Southern Region as regional scheme under system strengthening. In the 30 th standing committee, KSEB said that the North Trissur-Kozhikode 400 kv Quad D/C line might be implemented with fresh RoW and in case PGCIL faces difficulty in obtaining fresh RoW then KSEB would spare RoW of its Trissur-Kozhikode 220 kv S/C line for constructing the North Trissur- Kozhikode 400 kv D/C line.. While taking up this line for the construction of 400kV line, the supply to Malaparamba is to be ensured. Hence the construction can be taken up as a multi circuit line part by part (towards south of Malaparamba and north of Malaparamba in sequence ensuring feeding to Malaparamba on 220kV level). As soon as the Edamon Kochi portion of the Tirunelveli Kochi line is completed and further with the commissioning of Pugalur Madakkathara HVDC link and Udupi Areakode link, this line becomes a major tie line. As the construction is to be carried out time bound using the RoW of the existing 220kV feeder, it is proposed that the work may be carried out by KSEBL. PGCIL and other constituents agreed to the proposal. As per the 35 th meeting of Standing Committee on Power System Planning in Southern Region, Udupi Kozhikode (Areakode) 400kV DC was approved, subject to the observations of ESCOMs in Karnataka within a month. During the SRPC meeting on 12 th May 2015, it was clarified that the ESCOMs of Karnataka has not furnished any comments. The matter was discussed in detail and the apprehension raised by Karnataka was regarding the reduction of support at Hassan when the line is constructed, which may lead to overloading in Hiriyur area. Though the system studies do not indicate any such issues, the apprehension of Karnataka needs to be addressed. SRLDC has explained the necessity of the UPCL Kozhikode link in the 26 th SRPC meeting from the reliability point of view. Further, under the PoC regime transmission charges will be borne by the concerned utility using the system. The North Trissur Kozhikode Mylatty link is also critical in relieving congestion in S1 S2. After deliberations, KPTCL had informed that they have no objection if the other lines to the south of Areakode and the HVDC link are in place before connecting Udupi to Areakode. However, KSEBL is facing severe transmission constraints in the Northern Kerala. The supply to Northern Kerala from Areakode is dependent on the 220kV

51 Areakode Mylatty double circuit, which is LILOed at Orkattery (Vadakara), Kanhirode and Taliparamba. Even now, during high demand period, there is no (N-1) security to the north of Areakode even if the Mysore Areakode 400kV line is commissioned. The issue is regularly flagged by SRLDC and NLDC in their reports also. Hence, the line upto Mylatty and the 400/220kV substation at Mylatty are to be completed as early as possible. The interconnection of Udupi to Mylatty can be scheduled to match with the commissioning of HVDC link at Madakkathara. Obtaining a fresh RoW from Areakode to Mylatty is not easy in most of the stretches upto Mylatty. From Mylatty, upto the Kerala border towards Udupi, fresh RoW is possible. Further, considering the load growth of Northern Kerala, which is more than that of Southern Kerala, many of the 110kV lines in this region needs to be upgraded. As on date, doubling of some of the 110kV lines is in progress. Upgradation of some of the 110kV lines to 220kV is being investigated for possible route of minimum issues on RoW. The construction of the 400kV double circuit from Areakode to Mylatty, as part of system strengthening approved in the 35 th Standing committee meeting, can be considered using the RoW of existing 220kV DC provided the 220kV line is also accommodated as multi circuit. Here also the construction has to be in steps of each stretch so that the feeding to the existing 220kV substations is not affected. In view of the above, construction of this part of the line will be convenient if executed by KSEB. It is apprehended that if this part of the line is given on TBCB route, severe RoW issues may crop up resulting in the fate similar to that of Edamon Kochi stretch, Bangalore Dharmapuri stretch, Yelahanka area, Mysore Kutta area etc. Udupi Myaltty portion can be taken up to match with the completion of HVDC link at Madakkathara. Since the line length is very small (about km), this portion may be handed over to PGCIL for execution. *** Annexure-IX (Page2 of 2)

60 Reserve Shut Down-(RSD) It may be economical to shut down unit(s) if total anticipated URS of the region is more than the exbus installed capacity of an Unit or multiple units with in the region, provided duration of such surplus is more than the minimum time period required for economical shut down start up operation of the unit(s). The Unit(s) selected shall be such that it should not impact the drawal schedule of any beneficiary after taking into RSD. If Drawal schedule is getting affected concurrence of the affected utility need to be taken The Unit(s) with maximum variable charge and satisfying above criteria can be selected for RSD.

Vallinayagam, Advocate, SLDC, Tamilnadu Shri S.K.Sonee, POSOCO Record of Proceedings The representative of Southern Regional Load Despatch Centre (SRLDC) submitted as under: (a) Regulation B (3) of the Central Electricity Authority (Technical Standards for Connectivity to the Grid) Regulations, 2007 provides that Low Voltage Ride Through (LVRT) is compulsory for machines installed after but for existing wind power generating stations, LVRT should be mutually discussed. It does not exempt any station from installing LVRT. (b) The issue of installing LVRT has been discussed from the time when the installed capacity of wind in Sothern Regioin was 3000 MW. ROP in Petition No. MP/420/2014 Page 1 of 3

102 Presently, the installed capacity is around 13,000 MW. Out of this, 9000 MW wind capacity does not have LVRT. (c) No tangible action has been taken with regard to installation of LVRT. The responsibility of monitoring installation LVRT has not been fixed under any Regulation. 2. The representative of CEA submitted as under: (a) At the time of framing Central Electricity Authority (Technical Standards for Connectivity to the Grid) Regulations, 2007, it was thought that installation of LVRT on existing machines will have an implication on tariff. Since, ADMS scheme has not been implemented by the States, the grid becomes vulnerable due to emergency situations such as sudden variation of load/loss of wind generation or forced outages are there etc. Therefore, availability of LVRT is very important. (b) STU/SLDC should be responsible to monitor installation of LVRT. LVRT should fall under the Connectivity Regulations of respective State. 3. In response to the Commission s query regarding availability of LVRT on new generators, the representative of CEA submitted that status of LVRT on new generators will be filed after checking with generators. 4. The representative of POSOCO submitted that installation of LVRT needs to be ensured at the time of connection of the wind generators itself. The strictness of LVRT is necessary. 5. After hearing the parties, the Commission directed to admit the petition and issue notice to the respondents. The Commission directed to issue notice to Wind Energy Association and Solar Power Association of Southern Region. 6. The Commission directed the petitioner to implead Wind Energy Association and Solar Power Association of Southern Region as party to the petition and file revised memo of parties. 7.
