2 November 08 PSEP Update I. Introduction Decision (D.) -0-0 directs Southern California Gas (SoCalGas) and San Diego Gas & Electric (SDG&E) to provide monthly Pipeline Safety Enhancement Plan (PSEP) updates to the Commission s Energy Division and Consumer Protection and Safety Division (now Safety and Enforcement Division) as the plan is implemented. Attached is the update for November 08. II. Current Project Status SoCalGas and SDG&E have undertaken the following PSEP-related activities for the month of November: Pipelines (Appendix A): New construction activity began on two pipeline projects (Stage ) o North Section B-0 o 9-6 Gate Station 6 pipeline projects are in construction (Stage ) 8 pipeline projects are in close-out (Stages ) Valves (Appendix B): New construction activity began on two valve projects (Stage ) o V-L000-PB-Powerline Rd o V-Taft-PB-Hageman & Runfro valve projects are in construction (Stage ) 0 valve projects are in close-out (Stage ) III. Costs Actual project costs are tracked in SoCalGas and SDG&E s respective Regulatory Accounts and are provided in Appendices A, B, and C, and are summarized in Appendix D. IV. () Project Lifecycle Stage represents the five stages of a pipeline project s lifecycle: Stage Project Initiation & Feasibility, Stage Preliminary Design, Stage Detailed Design & Procurement, Stage Construction, and Stage Close-out. () The "A" at the end of the date represents that construction has begun. () Project 000-C, D & E currently includes cost for Sections C, D & E. Sections C & D are part of Forecast Application and Section E is part of 09 GRC. In the future, the cost will be split. () Decision (D.) denies the Pipeline Safety and Reliability Project (PSRP) Application A.-09-0, but requires a test or replace plan for Line 600 and to include the status of Line 600 in this report.
