2 Project Case Studies In this course module we will examine a number of actual transmission projects and use that information to help understand the elements of producing a project fact sheet.
3 Avista Utilities, Spokane WA Palouse 230 kv Upgrade / &EDATE In the fall of 2003, Avista announced plans to construct a 60-mile, 230 kv transmission line connecting two of its substation located in the heart of Palouse wheat country. The southern substation, Shawnee, serves Pullman, WA including the Washington State University campus. Avista cited two primary reasons why the line needed to be constructed: 1. One of the area transmission lines was overloaded (Benewah-Moscow) 2. The Shawnee Substation was only connected to a single 230 kv transmission line source and outages to that line created a blackout to customers connected via Shawnee including Washington State University and surrounding committees.
4 Avista Utilities, Spokane WA Palouse 230 kv Upgrade The Need Why!!! At Benewah Substation, three (3) 230 kv lines connect the station to the bulk grid with the predominant flow North to South. The Benewah- Moscow line overloads during periods of heavy transfers or outages to the overlying 500 kv grid (Bonneville Power) At Shawnee, a single (1) 230 kv lines connects the station. Outages to that line de-energize the Shawnee station including 100% of connected load. Blackout
5 Avista Utilities, Spokane WA Palouse 230 kv Upgrade Project Options The Where Avista split the project into two halves. The utility operated a 115 kv transmission line between Rosalia, WA and Shawnee and announced that is planned to reconstruct the existing line to accommodate the new 230 kv circuit along a 34 mile route segment. The model of simply announcing a single solution and preferred routing is called, Announce and Defend. Prior to the 1980 s, this was the most predominant utility form of engaging the public. Though other strategies are often employed, the Announce and Defend strategy continues to work well for some projects.
6 Avista Utilities, Spokane WA Palouse 230 kv Upgrade Why did Avista choose the Announce and Defend strategy for the southern half of their project? The Company recognized the value of reconstructing along an established transmission corridor rather than trying to develop a new corridor through farm country. In most line siting evaluations, preference is given to reconstructing existing facilities along established rights-of-way rather than developing additional transmission corridors. In this case, Avista assumed the risk that the public would favor reconstructing an existing transmission line rather than building along a new route. Though announcements for public meetings were widely distributed throughout the regions, individuals who attended the informational meetings were primarily land owners and farm operators where the line was slated for reconstruction.
7 Avista Utilities, Spokane WA Palouse 230 kv Upgrade Why did Avista choose the Announce and Defend strategy for the southern half of their project? One might assume that the land owners and farm operators might want the line moved off of their property. In some cases, relocation was mentioned but most owners recognized the utility s easement rights to maintain a line over their property. However, Avista plans to reconstruct using self supporting single steel poles (monopole) rather than 2-pole wood H structures that require down guy wires at angle points gave the owners and operators a WIN of sorts. The structure count was reduced and the overall footprint of the structure was reduced resulting in recovered farm ground and fewer obstructions for equipment.
8 Avista Utilities, Spokane WA Palouse 230 kv Upgrade The North Half of the Project The Study Area Between Rosalia, WA and the Benewah Substation, Avista did not own transmission facilities that it could reconstruct. From Rosalia, a 120 square mile study area was identified and a route evaluation feasibility study was conducted. The route study area and route evaluations were done before the public project announcement. Why??
9 Avista Utilities, Spokane WA Palouse 230 kv Upgrade Project Study Area In the north half of the project, Avista conducted a route study evaluation in order to determine line route options that would satisfy the company s line route criteria: 1. Minimize impact to current land use patterns and to the environment 2. Adjoin with existing corridors (railways, pipelines, highways) 3. Avoid towns, houses, schools, and airports 4. Balance project costs against the economic interests of ratepayers and other stakeholders
10 Avista Utilities, Spokane WA Palouse 230 kv Upgrade Though Avista choose to effective split the project into North and South sections, the project Need statement and overall fact sheet for the project was presented to all stakeholders. Splitting the project North and South allowed the company to use different public involvement strategies, however, communication was consistent throughout the project. 11 Idaho Power, Boise Idaho McCall 138 kv Loop Idaho Power Company is committed to providing its customers with reliable electric service. In keeping with this commitment, Idaho Power plans to construct a new 138,000-volt (138-kV) transmission line between Cambridge and McCall to serve the increasing electric demand in the Cambridge, Council, New Meadows and McCall areas. Project Need The power system serving Midvale, Cambridge, Council, the Joyce/Tamarack area, New Meadows, McCall, Donnelly, Cascade, Warm Lake, Hidden Lake, Smith s Ferry, Ola, Sweet and Horseshoe Bend is called the McCall Loop. Currently, the McCall Loop cannot provide the power required for peak demand if an outage occurs on its sole 138-kV transmission line, which runs from the Oxbow generating station in Hells Canyon to McCall. As a result, Idaho Power customers on the McCall Loop have experienced more outages particularly during high winds and heavy snows. In order to increase the reliability of electric service there, Idaho Power plans to construct this new 138-kV transmission line from Cambridge through McCall to Lake Fork. 15 Key Message Points In IPC s Need Statement
16 IPC Need Statement Take a few minutes and write down your version of a need statement for Idaho Power s Cambridge-McCall 138 kv line project. How would you stress the local significance of the project and highlight customer benefits? Think about the audience. Who will be receiving the information? How would a business owner in McCall, Idaho respond versus a rancher directly impacted by the line route? Should the need statement invite public input? Does the utility need customer input and support? Do charts and graphs help illustrate the reliability issues. What kind of information would be useful? (load growth, outage frequency, financial impact of outages)
17 Southern California Edison Devers-Palo Verde Southern California Edison Company (SCE) is proposing to construct a new 230-mile, high-voltage electric transmission line between California and Arizona, within SCE's existing transmission corridor, parallel to an existing transmission line. The new line would also require upgrades to some of SCE's existing electrical transmission facilities in California. The project is known as Devers-Palo Verde No. 2 (DPV2). SCE clearly states that there new transmssion line will be constructed next to an existing transmission line. In fact, noting the line name as Devers-Palo Verde No. 2 implies that there is a No. 1 Line and that this new transmission line will simply route along the existing one. To address the Where or project options, SCE uses a variety of mapping techniques. However, instead of showing line route options and or project alternatives, SCE is announcing a single line route. What risk does SCE incur by announcing a definitive line route? What are the benefits of this approach?
18 By showing the SCE project as part of an west-wide electric grid, SCE downplays the impact of their project. Stakeholders view the project as minor and are therefore, less concerned about its impact. However, by using this approach, SCE risks portraying their project as part of a huge complex of transmission lines. Customers wonder, Why do they need yet another line. Oftentimes, portraying information for a set of intended uses will result in unforeseen consequences.
19 SCE uses GIS mapping technology to portray the line route both in generalized formal (lower left), and in more detailed form (bottom). Most 500 kv projects cost between 1-2 million dollars per mile. A 230 mile project would carry a HUGE budget. Does the project s budget play a role in how extensive the communication plan will be?

21 Arizona Public Service (APS) TransWest 500 kv APS to Sponsor Feasibility Study for New Transmission Project from Wyoming to Arizona October 21, 2005 Phoenix, AZ - Arizona Public Service Company (APS) announced today that it will explore building two 500,000-volt (500-kV) transmission lines from Wyoming to northern Arizona. The completion of the TransWest Express Project would provide Arizona and other western states increased capability to access electricity generated from coal, wind and other resources. "We face a real challenge in the coming years to meet the growing needs of Arizonans with a reliable and diverse resource portfolio," said Jack Davis, President and Chief Executive Officer of APS. "To do that, we need more access to power supplies throughout the West. This project provides a meaningful opportunity to benefit customers in Arizona and throughout the region and to help fulfill our state and federal energy policy goals of developing more environmentally friendly generation and strengthening the Western power grid. APS will seek input and participation of interested parties to jointly examine the technical and economic feasibility of the project and the relevant environmental and regulatory considerations. This joint feasibility analysis will be performed within the various regional and subregional transmission planning groups and reliability organizations. Imagine that you ve been selected as the Project Manager for this monster 500 kv project. How would you convey the project schedule to the general public? Assume that the project is go and that potential routes have been selected. Is it more useful to publish project milestones or show the start to finish work flow?
22 Arizona Public Service (APS) TransWest 500 kv If the termination points have been decided (Wyoming-Bridger to Arizona-Phoenix), think about potential project stakeholders. Use the External Stakeholder diagram to assist you with developers a mailing list. Would you include Federally Elected Officials? The line routes through Utah. Are there potential benefits for ratepayers in that state?
