3 Project Need: Ninemile 115kV Transmission Projects 2 To ensure that Southeast Louisiana has clean, affordable and reliable power, Entergy continues to upgrade our power system. New Generation Additions 560-megawatt unit (Ninemile 6) was placed in service Dec megawatt unit (St. Charles Power Station) is currently under construction Entergy Louisiana s most efficient generating units Uses 30% less fuel than older natural gas units Reduces fuel cost which in turn saves customers money Transmission Upgrades Projects will improve reliability and support economic growth Orleans Parish upgrades were completed in early 2016 Jefferson Parish projects are scheduled to begin in 3Q 2017 Ninemile Barataria Transmission Line upgrade Ninemile Harvey Transmission Line upgrade Ninemile Westwego Transmission Line upgrade
4 Project Overview 3 Approximately $69 million capital investment in three (3) separate electric power transmission system projects that will position Southeast Louisiana for continued economic growth and development. Ninemile-Westwego (NM-WGO) impacts the Ninemile & Lapalco corridors, Bayou Segnette State Park and Central Avenue. Ninemile-Harvey Tap (NM-HRV) impacts the Ninemile & Lapalco corridors, Bayou Segnette State Park, Westwood, Ames, and Barataria areas. Ninemile-Barataria (NM-BRT) impacts the Ninemile & Lapalco corridors, Bayou Segnette State Park and Jean Lafitte National Park.

6 Project Safety 5 No project is so important that we can t and won t do it safely. The top priority for this and all Entergy projects is to have a safe, accident-free environment for the public and project crews. Entergy has developed detailed on-site safety measures tailored to meet the needs of this project and for the areas impacted.
7 What Do the Projects Look Like? 6 Transmission vs. Distribution Transmission Lines carry high-voltage power from the Entergy Ninemile generating facility to the local substations. The project replaces the existing 115 kilovolt transmission lines with a new high voltage wire that will move power more efficiently. NM-HRV project will utilize a 3M aluminum conductor composite reinforced conductor. The use of advanced technology will provide additional capacity and will allow Entergy to upgrade the lines without having to replace all of the existing steel structures. Distribution Lines carry low-voltage power from the local substations to your home or local business.
8 Transmission System Upgrade Procedure Structure Replacement 7 The NM-HRV and NM-WGO projects will replace all of the existing wooden H-Frame structures with new single pole steel structures. These new structures will be engineered to withstand winds up to 150 MPH, hardening and further strengthening Entergy s transmission system.
9 Ninemile-Westwego 8 115kV Reconductor Phase I (Ninemile Corridor) Reconductor approx. 3.6 circuit miles. Replace arms and insulators. Phase II (Lapalco Corridor) Reconductor approx. 2.0 circuit miles. Replace insulators on existing lattice towers. Phase III (Central Corridor) Reconductor approx. 0.5 circuit miles. Replace structures*, conductor, and insulators. *Due to existing box structures failing structural analysis.
10 Ninemile-Harvey 9 115kV Rebuild/ Reconductor Phase I (Ninemile Corridor) Rebuild approx. 3.6 circuit miles. Replace existing wood pole structures with single pole/double circuit steel structures. Phase II (Churchill to Central) Reconductor approx. 2.0 circuit miles. Replace insulators on existing lattice towers. Phase III (Central to Harvey) Reconductor and replace Insulators for approx. 4.5 circuit miles. Replace insulators on existing lattice towers.

Replace existing wood pole structures with single pole steel structures (230kV specs). Phase III (Lapalco-Barataria) Rebuild approx. 9.5 circuit miles adjacent to existing line. Replace existing wood pole structures with single pole steel structures (230kV specs). Reconfigure existing distribution circuit feeding camps.

Reconfigure existing distribution circuit feeding camps inside Jean Lafitte National Park. Marsh work will utilize specialty equipment (i.e. boats and helicopters) to minimize transmission outages, expedite construction and minimize environmental impacts.

24 How Will You Be Affected? 23 Frequently Asked Questions Q: When will the crews be working? A: Crews will work primarily from dawn to dusk, approximately hours a day Q: How will my neighborhood be impacted? A: When construction is taking place in your neighborhood, there will be revolving street closures, no parking zones, as well as pedestrian and bicycle restrictions. Q: How will I know if my street/block will be directly impacted? A: If there is a large steel transmission structure located on your street, you will be impacted. Advanced notification will be made through a variety of channels including local and social media and direct calls. Additionally, Entergy Louisiana customer service representatives will be knocking on doors and meeting one-on-one with residents and business owners to ensure that everyone is informed of the project construction work zones and timelines. Be on the lookout for an Entergy Louisiana representative in your neighborhood.
25 How Will You Be Affected? Frequently Asked Questions 24 Q: How long will crews be working on my block? A: The duration of work on your block will vary depending on the distance between the existing poles in that section of the project. Entergy has developed a detailed communication plan to keep you informed before the crews reach your neighborhood. We will provide you with specific information to ensure you have the best information in a timely manner. Q: Will my neighborhood lose power? A: We have currently identified a few locations that will require brief service interruptions as a result of this project. For those affected customers, we will provide you with advance notice so that the appropriate accommodations can be arranged.
26 How Will You Be Affected? Frequently Asked Questions 25 Q: What about the trees and other vegetation? A: Entergy is working closely with local city/parish officials to ensure trees are trimmed in such a way to protect their health while still maintaining reliability something we already do as part of our annual protective maintenance plan. We will trim trees that are too close to the power lines to eliminate hazards, reduce outages and help ensure the safety of the public and crews. Reference only; NTS
