At its meeting of December 20, 2012, the City Council adopted a motion approving Contract No , Whitman Lake Hydroelectric Project General Construction, between the City of Ketchikan d/b/a Ketchikan Public Utilities and Dawson Construction, Inc. in the amount of $15,354,000. The motion adopted by the City Council also established a nine percent (9%) contingency in the amount of $1,381,860, bringing the total project cost to $16,735,860. At its meeting of December 20, 2012, the City Council adopted a motion approving Contract No , Whitman Lake Hydroelectric Project Power House Equipment Installation, between the City of Ketchikan d/b/a Ketchikan Public Utilities and Burke Electric LLC in the amount of $1,198, The motion adopted by the City Council also established a nine percent (9%) contingency in the amount of $107,835.10, bringing the total project cost to $1,306,004. Construction Meeting No. 30 was held on Tuesday, August 21, A copy of the meeting minutes is attached for City Council review.

Continue watching for tourists along Powerhouse Road. Safety issues for upcoming work: Dawson will post "No Swimming" and "Valve Caution" signs at dam. Dawson ENVIRONMENTAL: Environmental issues for past week: The dam release valve was closed on 19Aug at KGB's request to allow downstream construction Jolene continues to monitor Whitman Creek on a daily basis. Environmental issues for upcoming work: Continue monitoring ofbmp's and maintain as necessary Dawson SECURITY: Yield to tourists along Powerhouse Road All PROJECT ADMINISTRATION & ENGINEERING Construction Contracts: Burke Supply- Randy requested confirmation of the status of Burke's July payment Burke Install DawsonGC Submittals: Burke Submittals #81.1 (Valve House Instrumentation), #113 (480 Volt Panels) and #115 (PH Layout) remain open and need response. RFI's: Responses to RFis # regarding Upper Corridor rock remain open. A response to RFI #144 (flow meters) is pending RFI #137 (Valve Change@ Dam) Carl is reviewing the proposed valve change and reuse of valve from demo work RFI #104 (penstock drains)- remains open. Jon and Carl discussed a potential solution Burke RFI #24 (RTD's) requires a formal response RFI #134.1 (pipeline sections) requires a quick response so that work can continue RFI #75 (siphon system)- Jim suggested moving the equipment to the shoreline and Routing electrical to that location as a way to avoid routing tubing up and over the dam WLH Daily Report form Rev 02/05/13

3 Change Proposals: WHITMAN LAKE HYDROELECTRIC PROJECT Weekly Site Meeting Minutes Phase 1 -Pipelines and Powerhouse ~ HATCHTM COP's #31 and 34 have been received and are currently being reviewed. Gary noted that COP #47 is now void KPU! YARD & HATCHERY ISSUES: The second (cold water) bypass line was restored to service on Monday RECENT PROGESS: Dawson continued SWPPP BMP maintenance. Continued placing subgrade and bedding material for pipelines in lower and upper corridor Continued upper corridor access road construction Continued PH concrete pedestal reinforcing and forming. Continued fusing HDPE penstock pipe Began OH bridge crane installation REVIEW OF SHORT INTERVAL SCHEDULE- WORK NEXT PERIOD: Continue upper corridor access road construction. Place and compact bedding material in upper corridor Continue fusing pipe. Continue OH bridge crane installation Continue installation of PH roofing and siding panels. Begin substation construction. QUALITY: OTHER The seed mix was approved last week. Jennie will be away for inspection of turbine component fabrication from Aug 21 to Sept 3. FERC will perform project site inspection on Aug 28th.
