5 The new Mobility Masterplan for Rome Large technical & political table: new City Administration, new Mobility Masterplan, taking care of the indications given by EC Urban Mobility Package: Reconnect the city, reduce the use of private vehicles (car & motorbikes), recover and redistribute public spaces and improve the environmental status! Financial crisis is limiting the available resources, in particular on Mass Rapid Transport System Expansion: choices tuned with real economic possibilities of the City Administration Pushing on the integration of available infrastructure, increasing their PT efficiency and maintenance as well as planning works on new tramway system and better integration with the Lazio Region for what regard urban railways Focus on short term action towards sustainable mobility as well as new pedestrian area and soft modes with ITS support

6 The new mobility model: 6-zones with different characteristics Different urban fabrics characteristics and density of each zone require different mobility organizations In each area specific objectives and prevalent actions to recover balance among all modes and healthy quality of life are proposed. At least 1 Enviromental Island in each of the 15 City Boroughs. In Zone 6, PT services for commuters and a better connection with sea resources, local soft mobility and environmental islands, In the outer zones, priority is the balance between the use of PT and private mobility. Use of PT on penetration lines and interchanging with cycling, park & ride on main TP nodes. 7

7 Focus on II zone: new PT organisation & Rail Ring Eco-zone Rail Ring zone ( inh.): low emission zone that should become subject to payment according to vehicle emission class; Restructuration of PT in order to be more integrated with Metro, Tram and Railways nodes Active promotion of car sharing, car pooling, bike sharing and electric mobility in a multi-modal approach to mobility for all sustainability of urban transport and a drastic reduction of transport emissions in the city within economically acceptable conditions. 8

12 e-mobility diffusion in Rome Implementation of a wide public recharging network: Agreement City Of Rome - ACEA - ENEL Rome Municipality, ENEL and ACEA agree at the end of 2011 for a common charging standard and a common business model to allow vehicle charging and the payment, in any charging point. Rome, is then increasing its charging network: ENEL implemented 115 charging points within 2013; ACEA has planned to implement 200 charging points within 2014, mostly in institutional buildings or close to big company buildings. The harmonization of the recharging systems was completed within 2013, with passage to ENEL of the already existing 6 recharging stations in public spaces managed by Rome These activities are completely funded by the Energy utilities (ACEA and ENEL), supported by Rome Municipality for the implementation activities, design control and authorisation procedures.

13 Car-sharing: fixed and free-flow schemes Car sharing fixed scheme: working in 4 central districts. Annual fee, fixed places, return to same place, low hourly costs. 10 e-vehicles, managed directly by the Mobility Agency Car sharing free-flow scheme: working in 35 sq km of the city, free places, leave where you want, higher costs (per minute). Managed by three Private Operators: Car2go (with Smart, operating from March), Enjoy (with FCA 500 started in June), BEE (with Renault Twizy - soon to come) Strong impulse to vehicle sharing: cars available within

14 Public fleets A first group of 14 Citroen C0 was incorporated in 2013 into the Municipal Police fleet in routinely operation, in order to provide data to plan future update of the fleets of the municipal companies. Rome has the biggest e-bus PT fleet of Europe; at the moment 50 e-buses are operating in the inner centre with high operational cost but saving the Rome heritage. These initiatives are funded by Rome Municipality and by its controlled companies.

15 Administrative and political support measures Since March 2011, the access to the LTZs for e-vehicles is free through registration. E-vehicles are allowed free movement in environmental emergency days and in the 4 car-free Sundays (when thermal car circulation is stopped). Free parking in the blu-charged places is also now operational. City Administration is also supporting citizen awareness for e-mobility, partecipating to EU co-funded projects, promoting conferences, demo labs with private partners and events, notably during the Sustainable Mobility week.

16 New Freight Delivery Plan: Testing transit-point in city centre Based on PPP cooperation beetween City Administration and main Association of Enterpreneurs (Unindustria). Supported by EU SMARTSET project Attempt to manage transport needs with residents and environmental issues: van-sharing with electric vehicles. In positive case, starting of a permanent Urban Goods Distribution Centre. 17

17 ITS & Mobility Center of Rome The Center then puts together a series of subsystems, each dedicated to the performance of specific functions of monitoring and / or regulation of traffic flows.

18 New multi-modal personal travel: new AM choices!! New features: Open data portal: already operational at ervizi/open-data/ apps developed + dev. community In the coming years: Data ware-house: integration among different databases and with TEN-T corridor operators Location-aware services and mobile ticketing, both for PT and parking lots. Open Data & Co-operation: new projects with EU and int. actors, adapt to standards (DATEX II, REST/JSON), crowdsourcing

19 Effect of the Mobility Masterplan on environment: PM10 First results on pollutant emissions from transport (peak hour 2018 vs. 2013) are showing a significant decrease of main pollutants and CO2 (about 15%) In other words... Moving about 10% of mobility flows towards Active Mobility is better for congestion, environment and health!
