4 Comments on the discussed topics The regulator will provide incentives for innovations, when this will lead to an decrease of network costs in the long run The influence on peak load reduction have to be calculated. Different payment for each distributed generator -> difficult to do Benchmarking of DSOs is influenced by DG-related costs. Without correction this will lead to a reduced extension Regulators have to give incentives that DG are build up concentrated, because than the advantage for the grid is higher page 4

7 Terms and definitions There is no uniform definition of distributed power generation Directive 2003/54/EC defines distributed generation as generation plants connected to the distribution system Definition E-Control: Distributed generation include all power generating units, which are connected to the medium and low voltage level. This constraint leads to an restriction for generating units to 20 MW and smaller page 7

8 Survey of the Austrian Status quo The distributed power generation is dominated by hydro power plants Generators do not pay a grid provision charge (e.g. 100 EUR/kW in the medium voltage level) as consumers do, they only pay the costs for the connection page 8

9 Study on distributed generation in Austria To have positive effects on the network (reducing peak load), for the distributed power generation a need for availability and liability is inevitable Availability Fulfilment of security of supply for a certain time period Means the liability of the system Liability Likelihood, that the installed capacity is liable for a certain time period Depends on all components for generation page 9

11 Study on distributed generation in Austria The peak load is crucial for determining the network capacity To know which amount of the installed distributed generation is available, when peak load is arising, is important to calculate the reduced grid load. This generation capacity from different generation units after incorporation of the availability and liability is called usage of capacity page 11

14 Study on distributed generation in Austria Main results: The increase of distributed power generation have an only small influence on the costs of the network Cost reductions are in average not more than 3 percent. Extension of the grid capacity can only be postpone a very short time. Reasons are: - Distributed generation is not concentrated in a region, therefore the usage of capacity is lower - The technical availability is reduced because of failure-based and improvement-based disconnections - The operation of distributed generation is not obliged when peak load is needed, because combined heat and power units are mainly driven by the requested heat - Availability depends on primary energy sources page 14

16 Grid operation in the future Different distributed generation units are connected to an information network, to control the generating capacity and the quality of supply The information network also contains the information of the demand side (load-factor) Economic and technical optimum can be adjusted Problems: Who is responsible for the central planning (DSO, generators..)?
