4 EU - lovgivning Under Directive 2009/28/EC, Sweden, Finland and Denmark (and possibly Norway) are under an obligation to increase the share of renewable energy in their national mix.

6 EU-lovgivning The Directive 2009/28/EC recognizes this issue in Article 16 and instructs Member States to: take the appropriate steps to develop transmission and distribution grid infrastructure, intelligent networks, storage facilities and the electricity system, in order to allow the secure operation of the electricity system as it accommodates the further development of electricity production from renewable energy sources, including interconnection between Member States and between Member States and third countries. Member States shall also take appropriate steps to accelerate authorization procedures for grid infrastructure with administrative and planning procedures
7 EU - lovgivning Subject to Article 16 of Directive 2009/28/EC national authorities are required to: guarantee the transmission and distribution of electricity produced from renewable energy sources provide for either priority access or guaranteed access to the gridsystem of electricity produced from renewable energy sources ensure that appropriate grid and market-related operational measures are taken in order to minimize the curtailment of electricity produced from renewable energy sources
8 Comparative overview - network access, priority and provisions Network priority for RES-E provisions concerning curtailment Norway No priority No provisions Sweden No priority No provisions Denmark Prioritized generation can only be RES-E and local CHP curtailed if output reduction from generation have priority other installations is not sufficient access to the grid to maintain grid balance Finland No priority No provisions In all countries, network operators are required to provide grid access. With regards to prioritization and curtailment provisions, RES-E generation is treated equally on a nondiscriminatory basis with the exception of Denmark where RES is prioritized. The two main reasons are the structure of the Danish support mechanism (feed-in tariffs paid by the network operators who recover the cost through a PSO-tariff charged to consumption) and the inflexibility of the Danish generation portfolio.

10 Comparative overview tariffs (TSO) On average, Norway has the highest level of generation tariffs in the Nordic region, followed by Sweden. The Norwegian and Swedish tariffs are also heavily influenced by location constraints. All tariffs seem to meet the requirements of Directive 2009/28/EC.
11 Regional and distribution network charges in Denmark and Finland Denmark: Most DSOs do not charge generators for network utilisation, except for a small metering and settlement charge. Furthermore, wind turbines are exempt from any grid tariffs Finland :Special arrangements for small scale generation exist at the distribution network level When calculating the grid tariff on the distribution network level, a relatively small portion of the network s cost is borne by the generator. The grid fee for small scale generation is capped at maximum an annual average of 0.07 cent/kwh. The costs associated with metering and any extra services are not included in the abovementioned network fee.
12 Regional and distribution network charges in Sweden Generators at the regional and distribution network levels are subject to different tariff structures than in the main grid. Network charges are determined by individual RSOs and DSOs, subject to supervision by the regulator. Generators pay or being compensated according to the TSO-tariff in the relevant feed in point. Small generators (installed capacity below 1,500 kw) pay only administrative fees (metering + settlement). No calculation of marginal losses In addition, small generators receive compensation for reduced net losses in the regional network and reduced costs for upstream networks according to the electricity act (differs from company to company). Vattenfall, E-ON (both regional and distribution - differences)
13 Regional and distribution network charges in Norway The tariffication principles at the regional and distribution network vary throughout the country, but in most cases the tariff structure is the same as in the main grid. However, different approaches and models are applied for the calculation of marginal losses. Network operators calculate regional and local losses and add them to main grid losses when calculating the energy component for generators connected to their network. As for the main grid, the fixed component is set to 8 NOK/MWh multiplied by expected annual generation.

15 Investment charges placed on network consumers - all networks Regarding network extension, the general rule in the Nordic region seems to be that all customer specific investment costs related to grid extensions are allocated to the generator. The sole exemption is Denmark, where costs are shared with the TSO. In Sweden and Finland, costs related to network expansions are allocated to the generator in the event he is the sole beneficiary of the investment. Sweden: In the case of network expansions, it is possible for the network company to divide the investment charge between the generator, existing network users and near-term future generators.
16 Investment charges placed on network consumers - all networks In Norway, investment costs in meshed network are currently borne by the network operator/all customers but this is likely to change in the near future. In Denmark, costs are borne by the network operator for local non-wind RES-E, whereas in the case of wind power, distribution of costs is decided by the Ministry of Transport and Energy. In Finland, connection fee related to network expansion are borne by network operators in an event the expansion is for the benefit of more than one user, or, if the capacity of the generating unit does not exceed 2 MW. In other instances the costs of expansion are borne by the generator through connection fee..
