3 HOW TO READ THE MTIP FY The MTIP funding elements are in categories: Highway, Congestion Management, Enhancements, Safety and Public Transportation. Highway, Congestion Management, Safety, and Enhancement Elements: Each project has its own identification code. The starting letter indicates the funding program, while the number uniquely identifies the project. Specific projects are listed by funding program. The interstate, rural, bridge, rail/highway gradecrossing and highway safety projects are listed in order of route number. I Interstate R, A Rural X Special U Urban B Bridge Replacement E Enhancement K-L Landscape P Passenger Rail Y-Z W FS C Railroad/highway Crossing Projects Highway Hazard (Highway Safety) Feasibility Study Congestion Mitigation Projects in the Intrastate or Urban Loop System are identified with a single or double asterisk (*) following the project I.D. number. The fiscal year schedule and the type or phase of work is shown for each project with costs and anticipated funding sources. A table listing work type abbreviations is shown below. Highway and Enhancement Funding Categories: The highway construction budget consists of the Federal Aid Construction Program, the Intrastate and Urban Loop Programs from the North Carolina Highway Trust Fund, and the proceeds from the sale of state highway bonds. The Federal Aid Construction Program consists of many funding categories. Funding in most of these categories is subject to overall federal budget constraints. When federal aid is used on a State Highway Trust Fund project, the law allows an equal amount to be transferred from the Trust Fund to the State Highway Fund to cover state match and fund state construction projects.
