2 The Sustainable Urban Transport Project Objectives Promote sustainable transport. Encourage environment-friendly transport modes by demonstration projects in selected cities. 8 Mysore ITS - became a Model for replication ITS on 500 buses, 105 bus stops, 6 terminals, AVLS, PIS and MIS and motion-based full size bus simulator for drivers training Launched ITS helped manage a 15% increased ridership (1.7% of annual ridership accounts purely due to ITS implementation) with 6% fewer buses and increased user satisfaction. Average waiting time for commuters at bus stops from 20 minutes in 2012 to 12 minutes in 2018 User satisfaction levels: 95% in 2018 over 65% in 2012 Notable punctuality improvements Reduction in bunching of buses at bus stops Reduction in staff ratio (5.5 in to 5.0 in ) crew ratio per schedule (4.07 to 3.76). 27/03/2019 Mott MacDonald Presentation 8
9 Indore Control Room, AFCS, AVLS, PIS, MIS for BRT Buses and feeder services, smart cards Launched , current ridership 71,000 per day from 43,000 in Earning per KM increased from Rs. 62 to Rs. 90 post ITS including arresting of leakages. Increased User Satisfaction, mainly due to shorter wait times, shorter travel times and Smart Card Seamless integration has been a factor in increasing the city bus ridership by 35% (2,28,000). 27/03/2019 Mott MacDonald Presentation 9
10 Pimpri-Chinchwad - 4 corridors of BRTS total 44 kms Infrastructure for 2 BRT Corridors, 2 flyovers, 2 ROBs, terminals, bus stops, access improvement and parking policy Corridor 2 launched on 5 Sept 15 Corridor 3 launched on 28 Nov 15. 11 Naya Raipur A greenfield capital city, 28 Kms away from Raipur city SUTP project is an enabler for Naya Raipur to grow along a low carbon path 32 Km of cycle track & pedestrian walkways, Bus depot, bus shelters, BRTS stations, ITS on BRTS, TOD, Regional RMP BRT lite service (AC buses with two side entries) connect the twin cities 27/03/2019 Mott MacDonald Presentation 11
12 NMT works completed on 31 March 2017 The BRT-Lite between Raipur and Naya Raipur is operational with effect from 01 May 2017 PT has mode share of 40% (about 6000 passengers, including employees) Naya Raipur was first to notify TOD in July 2015 RMP finalised 27/03/2019 Mott MacDonald Presentation 12
13 Hubli Dharwad 22 kms BRTS, 2 Bus depots, 1 workshop, 31 bus stops, 2 terminals, 1 interchange between City bus services and BRT, ITS on BRTS, 4 kms of NMT, 6 FOBs, 1 ROB, 3 grade separators OCBS and motion-based full size bus simulator for drivers training. Complete transformation of the PT system Trial run of the BRTS started on 2 Oct 2018 with 100 buses. 17 Challenges and Learnings
18 Challenges Training Often nominees could not be spared and capacity went underutilised Technical Assistance Studies Time overruns, mainly due to a fuzzy understanding of the ToRs Implementation Often, we were unable contractors with right capacities. Appreciation of the essence of environment and social safeguards is wanting. Evolving designs and plans during execution led to cost / time overruns Availability of rolling stock was inadequate Ownership of the Public Transport project was not defined Land Acquisition and resettlement in Urban context became protracted and problems were underestimated Non availability of plans of underground utilities led to delays 27/03/2019 Sustainable Urban Transport Project (SUTP) 18
19 Learnings from the Project Administration and Reporting Continuity of dedicated team of project officials; appropriately delegated the administrative and financial powers, is crucial for completion of projects of this nature in an efficient manner Procurement Procurement plans need to be instruments of planning and control Internal approval processes for Bid process management and contract monitoring were fuzzy and need to be crystalized. Interface management in contracts should be built in. 19
20 Learnings from the Project Execution of engineering work at sites Direct contact at apex levels helped in getting approvals from railway/highway authorities The role of the PMC, as a third-party inspector was not correctly appreciated by PIUs Unavailability of skills to deliver the designed concepts in available time. Timely availability of good for construction drawings would have avoided abnormal delays and increases in costs. 20
21 Learnings from the Project (Cont.) AFCS implementation The complexity of applicable guidelines of the Federal Bank (RBI) were not appreciated in totality while conceptualizing open loop fare collection systems. Financing and Disbursement Delay in implementation of SUTP and JNNURM scheme s closure, the related components (mainly rolling stock) were either not procured or were further delayed as PIAs had to obtain funds from their state governments or internal resources. 27/03/2019 Sustainable Urban Transport Project (SUTP) 21
22 How to do things differently
23 Pointers for similar future projects Ownership of the UT projects delivery is needed for faster and easier implementation. A business plan for the entity must be accepted / sanctioned in time. Timely availability of rolling stock and maintenance facility are crucial to the success of UT projects. These are long-lead activities. Public outreach programs to be inbuilt in the project execution framework Exhaustive Project Management Plan must factor in resources mobilization. Delegation of power for approvals should be project specific in the SPVs Information is important; how the entity will function and use the information generated, post ITS implementation, needs to be carefully thought of before engaging with the SI. 27/03/2019 Sustainable Urban Transport Project (SUTP) 23
24 Pointers for similar future projects Capacity building programs may have pre-approved list of personnel, to minimise last minute delays pertaining to approvals and cancellations Dedicated team of project officials at PIU level must include Procurement Specialists, technical experts especially for Transport. Intricacies of procurement processes to be clearly understood. Availability of skills and materials must be factored in architectural designs and completion schedules. Designs must be frozen in totality before works execution begins. Providing SAFE and EASY access to public (un-obstructed and well lit footpaths wide enough to avoid jostling, foot-overbridges/under-passes, feeling of security) are as important as the transport itself, and must be built concurrently. 27/03/2019 Sustainable Urban Transport Project (SUTP) 24
