1 Market Interface Committee/Operating Committee (MIC/OC) DRAFT Joint Meeting Minutes March 22, :00 p.m. 3:30 p.m. MT Salt Lake City, Utah 1. Welcome, Call to Order, Introductions Darren Buck, Operating Committee (OC) Chair, called the meeting to order. A quorum was present for the conducting of business. A list of attendees is attached as Exhibit A. Mr. Buck asked attendees to introduce themselves. 2. Antitrust Policy Steve Ashbaker, Director of Operations, read aloud the WECC Antitrust Policy statement. A link to the posted Policy was provided in the meeting agenda. 3. Approve Agenda Mr. Buck introduced the proposed meeting agenda. There was no discussion. On a motion by consensus vote, The MIC and OC committees approved the agenda by consensus WECC Budget Update Jim Robb, Chief Executive Officer, and Jillian Lessner, VP and Chief Financial Officer, gave an update to the committees on the 2018 WECC draft Budget. They discussed the development which included ensuring adequate resource levels to perform work required, honoring the assessment stabilization work, and maintaining reserves at adequate levels. They shared the highlights and remaining milestones, with the final review and approval from NERC and FERC between August and October The presentation has been posted on the WECC website. 5. Enhanced Curtailment Calculator (ECC) Update Brett Wangen, Peak Reliability Center, gave a status update on the current ECC project. He reported the Real-time situational awareness phase is available for Peak, Transmission Operator Planners (TOP) and Balancing Authority (BA) operators. Mr. Wangen reported that websas/ecc will run in parallel Operations March 1 June 1, Determination to transition to ECC as the tool of record will be made following this parallel operation period. 2 MIC and OC Meeting Minutes March 22, discussed the lessons learned that will be addressed in future releases, including improving data organization with clear solutions for operators, and auto-defined elements based on realtime assessments. He shared the upcoming meeting schedule with the group. The presentation has been posted on the WECC website. 6. WIUFMP, Cost Allocation Work and Transfer of Plan Administrator Pete Heiman, Western Area Power Administration, reported on the Ad Hoc group which presented their report on the WIUFMP cost allocation proposal to the Unscheduled Flow Administrative Subcommittee (UFAS) in January. He explained UFAS will work with Peak Reliability to run various scenarios at different contribution factors and develop some sample data. The presentation is posted to the WECC website. 7. Aliso Canyon Gas Storage Facility Update Nancy Traweek, California ISO, gave a brief report on the Aliso Canyon issues and the safety measures that have been implemented to date. She also discussed the impacts to the Southern California gas supply that is expected for the upcoming 2017 summer. The presentation is posted to the WECC website. 8. Review of New Action Items There were no new action items. 9. Review Upcoming Meetings Steve Ashbaker stated there will not be a joint meeting in July. The MIC is having a webinar only. In October, they hope to have a broader meeting following the formation of the Reliability Assessment Committee (RAC). He stated if there isn t a combined OC, MIC and RAC meeting, Mr. Meyers, MIC Chair, or Rich Hydzik, OC Vice Chair will conduct a joint meeting. October 17-19, Salt Lake City, Utah 10. Adjourn Darren Buck adjourned the meeting without objection at 3:15 p.m.
