4 College of Social Science Department of Environmental Studies Center for Development of Recycling 800/ , 408/ Fax 408/ One Washington Square San Jose, California Santa Clara County Recycling Hotline and Website 2nd Quarter Report: October 1, 2017 December 31, ) Budget Status a) The 2 nd quarter ended with average expenditures for the fiscal year. 2) Completed Projects and Activities a) Webmaster Agreement. A service agreement between CDR, SJSURF and the CDR webmaster was written, submitted, and processed. b) Waste Less Gifts. CDR staff researched, developed and posted two holiday waste less gift guides on RecycleStuff c) Frequently Used Numbers. The data within this guide has been updated and uploaded to i) The guide lists common information resources provided by the CDR student staff to callers. It includes landfills, contact information for other county recycling hotlines, city garbage and recycling services which include city websites, hauler contact info, recycling theft, and other frequently used reference sources. d) RecycleStuff.org Material List Review. Staff reviewed, updated, and consolidated the master materials list. The master list of materials are searchable terms on RecycleStuff.org. Vitamins and supplements were among new entries. e) Plastic Film Directory. Staff obtained, researched, contacted, and entered sources for plastic film recycling into RecycleStuff.org. f) Phone System. The CDR phone system (software and hardware is operated by SJSU) was updated to allow for automated 2018 closed for the holiday greetings. g) New Listings. Donation sources from the San Jose Mercury News annual Holiday Giving were contacted and added to RecycleStuff. h) Home Page Banners. Rotating banners on the RecycleStuff home page were updated in December. i) Facebook. CDR consolidated its two Facebook pages into one and made multiple posts of recycling legislative issues, food waste prevention, and other related topics. j) Calendar. All of CDR annual activities were uploaded to a calendar application that is shared between the Director and the student managers. The calendar is used to manage activities such as website updates, research for new service providers, quality control procedures, staff reports, quarterly report information (inquiry tracking reports, project status, etc.), reporting of staff hours and activities, office supply inventory, and more. k) Staffing and Staff Management i) Staff Managers. Two CDR student manager positions will change in the third quarter. Steven Hirsch, CDR HHW Manager, is anticipating graduation in the spring semester and has accepted a position with the county. He will be replaced by Stephanie Koo who has about 1 year of CDR experience which includes staffing the HHW facility. Brett Clark, CDR Project Manager, has graduated and in late January Santa Clara County Recycling Hotline Quarter Report 1
5 will be replaced by Nynette Sicarios. Nynette has worked on many CDR projects for over a year. addresses for the managers remain the same. ii) Student Staffing. New students enrolled in the CDR course, EnvS 193, for the fall semester. All student staff completed a staff contract, training exercises, logged their hours and activities, were assigned a project or activity to complete, and were added to the phone/project and/or HHW facility schedules. CDR students are compensated with academic credit (45 hrs. /unit). All CDR training resources are available to students on SJSU s on line Canvas Learning Management System. 3) Projects and Activities in Progress a) Staff Activities i) Solar Panel. Staff is researching sources for recycling PV solar panels. ii) Common Recyclables. Staff is assembling a document that lists recyclables that are common to each city s curbside program. b) San Mateo County. CDR is in second quarter as the recycling website for San Mateo County (SMC). This benefits SCC by linking the resources of an adjacent county and sharing operational and maintenance costs of RecycleStuff. SMC service provider data (services) was entered into RecycleStuff during the first quarter of the FY. i) Some modifications to graphics on RecycleStuff, funded by SMC, were being made for site visitors to recognize the site as SMC s official recycling/reuse website. c) RecycleStuff.org Improvements. Garbage Cart and Large Item (junk) Pickup i) Large item (junk) pickup and garbage cart tabs were added to RecycleStuff search results page These features allows visitors to 1) identify large items that qualify for collection by city service providers, and 2) identify materials that are properly discarded in garbage carts. These actions were taken because of the large number of calls CDR receives from people confused about what materials belong in the recycling cart. (1) Each city and service provider website was reviewed to identify materials that are designated as garbage cart or as eligible for large item (Junk) pick up. (2) Dozens of materials identified as garbage cart was entered into the RecycleStuff master material list. Each entry was supported with a synonym, definition, and image. We found many of service provider websites categorizing a material or product as garbage when recycling or reuse opportunities exist. They would be more correct if they made it clear that recycling and donation opportunities exist for some products and materials not accepted by the curbside program. RecycleStuff makes this distinction. (a) A searchable listing on RecycleStuff.org is being created for each city to easily identify materials that should be discarded into a garbage cart. (3) Dozens of common products that qualify for large item pick up were entered into RecycleStuff master materials list. (a) A searchable listing for each city is being created to easily identify products that qualify for large item pick up. d) Recycle by image i) This feature was added to RecycleStuff.org in the past quarter. After additional testing we anticipate moving the search by image from its current location to the home page. It may be viewed at e) Outreach i) Interviews with the CDR Director about holiday recycling were broadcast on KTVU, CBS 5, and KCBS radio about December 20 and 21. 6 (2) packages environmentalrecycling/ ii) TAC funded CDR for outreach projects: Emily Coven of Recyclist entered into a service agreement with CDR/SJSURF to implement the following projects. (1) RecycleStuff.org SEO assessment. An assessment of the RecycleStuff.org site was completed. It documented changes necessary to achieve Search Engine Optimization (SEO) best practices to improve search rankings that could result in expanded awareness and use of the site. A recommendation from Recyclist to implement SEO protocols was acted on by the IC which agreed to fund improvements. A Service Agreement between CDR, the CDR webmaster, and SJSURF was developed and will be acted on pending action by the Board of Supervisors of an amendment to the CDR contract in the third quarter. (2) Facebook advertising. Facebook ads were developed and will appear in the 3 rd quarter. CDR will evaluate if there is a measurable change in calls or website visits. Two ads were finalized for A/B testing based on student feedback. These two ads simultaneously for 2 weeks, splitting the daily ad budget between them. We will start about January 16 and end on January 29. At that point we will assess results and decide what changes need to be made to run a second 2 week round of ads. We will split the $2,000 Facebook ad budget evenly between the first and second ad runs. For both two week segments, we will be spending about $71/day, or about $35 per ad per day for 28 days. Our ad objective is to have people click through to RecycleStuff.org, generating an increase in website traffic. Our target audience is residents of Santa Clara County, all ages, all genders. Community partners research to share info about RecycleStuff. After all 4 weeks of ads are completed, we will put together a report for you detailing ad performance and our suggestions for how your students can run Facebook ad campaigns in the future. (3) The following activities will be in progress in the third or fourth quarter (a) Promotional graphic for city websites. To generate more web traffic, Recyclist will design a promotional graphic that cities can add to their websites to encourage their residents to click through to RecycleStuff (b) Media kit. CDR and Recyclist will seek resources from SJSU public relations staff. Recyclist will put together a media kit (comprised of billing inserts, social media posts, and a press release) that cities in Santa Clara County can use to promote RecycleStuff. (c) Leveraging Partnerships. Recyclist will research potential local community partners that could help spread the word about RecycleStuff via their own websites and social media and then craft a relevant introductory that students could use to contact the organizations to begin brokering collaboration. (d) Recyclist will develop recommendations on how CDR s student staff can sustain these efforts. f) Website Management. A service agreement between the CDR webmaster, CDR, and SJSURF was processed. Costs for this maintenance are budgeted in CDR contracts with SMC and SCC. Tasks include: i) Install chat line ii) Remove old staff portal iii) Add data entry categories: garbage cart and large item junk pick up iv) Add garbage cart and large item junk pick up tabs to search results page v) Revise functions in the manager portal, improve city listing function vi) Revise functions in the staff portal Santa Clara County Recycling Hotline Quarter Report 3
7 vii) Enable reports to be compiled and downloaded viii) Enable function to data to listings ix) Enable company profiles to be assembled for printing x) Repair functionality of the call/inquiry tracking system xi) Install clickable icons to direct users to SMC and SCC xii) Alter home page graphics and functions xiii) Mute unused tabs on home page xiv) Re engineer RecycleStuff as needed to implement and maximize SEO protocol including SEO best practices, title tags, meta tags, H1 tags, alt tags, and restructuring of pages as needed xv) Improve search bar, all search function for Category, all xvi) Implement Recyclist SEO site architecture programming recommendations xvii) Update link disclaimer g) Student comments from exit interviews. Some members of TAC were interested in feedback from students about their CDR experience. When students complete their time they complete a form and have an exit interview. Following are comments from some recent students. i) I have learned a lot about the ways different government agencies and city agencies interact with each other. I also gained much more practice addressing callers/the public, as a [CDR student] and how to speak to distressed and angry customers. Emily 2017 ii) Overall, I had a positive experience working for the CDR. I enjoyed the people I worked with and the networking it provided me. Alyssa 2017 iii) One thing I learned in CDR is that you have to get stuff done and not rely on other people to help. Many people I spoke with when working on projects had no clue about their own business or waste management program, so when I go into the workforce I will not be one of them. Jason 2017 iv) I loved CDR, it was a great experience in the field, I made friends, and the hours were flexible for class schedule. I always brag about being in CDR. Working at City Hall, I know a lot about recycling and hazardous waste to tell residents when they call. Irie 2017 v) Working at CDR gave me a real world perspective, along with hands on experience. I learned what is actually happening in the field and see if it s what I really want to do. Mojgan 2017 vi) Overall my experience was very positive in both the subject matter that I learned as well as the overall experience and interaction with CDR guests and staff. What I enjoyed most about CDR was working at the HHW with Gilbert, Ed Ramos, and John Dam who are all experienced veterans who showed me how the facility works from all angles. What I liked least was when guests chose to ignore the guidelines set forth by CDR staff. Nick 2017 vii) CDR was a great learning experience. I enjoyed working at the outreach events with Steven, as well as checking in residents at the facility. I basically learn new information everyday regarding hazardous materials! Susan 2017 h) Unusual Information Requests i) The hotline typically receives many unusual information requests. Here s a few from the past quarter. (1) San Jose resident had a 32 gallon drum of septic tank contents Dec. 27th 2017 (2) Santa Clara resident was walking their dog and there was a house that was spilling sewage and they had no idea who to call to report it. Jan 25th 2018 (3) San Jose caller had 40 gallons of unused dialysis solution that they needed to dispose of. Did not know what to do with it. 8 (4) San Jose resident had confiscated a BB gun and wanted to know what can be done with it. Jan 4th 2018 (5) Small business in San Jose did not know what to do with about 2500 LED light bulbs that are all in working condition and had only been in use a small time. Remodeled and wanted to know who they could contact so they can be used not just thrown. Oct 26th 2017 (6) Dentist office from San Jose wanted to know how to properly dispose of a lead apron that was used that no longer works. Oct 16th 2017 (7) Santa Clara resident has a barrel of unknown contents on her property and it is leaking, but wants to know if anyone provides a service (paid or not) that can test the soil. Nov 14th ) Inquiry Tracking: This report is attached in a separate document. 5) Invoice: The SJSU Research Foundation will process and send an invoice.
