WELCOME 1.1 Carl Scholtz welcomed all including the new attendees namely Edd Simmonds and Zain Mohamed to the LTF meeting. 1.2 Recognition was given by the chairman on behalf of the LTF to Pierre Hugo and Musa Vilakazi of Sasol. This had been for work well done in the catchment regarding water pollution reporting and prevention. 2. APOLOGIES As noted on page 1 3. APPROVAL OF MINUTES OF PREVIOUS MEETING 3.1 Correction of certain name/surnames on attendance register of previous minutes meeting was noted. 3.2 A requested was made to incorporate a more user friendly map to the LTF venue than which had been previously issued. 4. MATTERS ARISING FROM PREVIOUS MINUTES Action list feedback 4.1 The annual membership fees have been increased to R per year. Industries will be invoiced together will a letter indicating the reasons for the increase. 4.2 News letter has been re-dispatched to Safripol. 4.3 The portfolio of Elsabe Ras was presented to the forum. Elsabe has been appointed as the administrator and public relations representative to the LTF 4.4 Randal Albertus reported that the next set of sampling for the bio monitoring will be done by Rhodes University in October Gerhard Homann reported that the Leeuspruit sewage pump has been installed. Many sewage manhole structures have been replaced with concrete frames and lids. 5. COMMITTEE UPDATES 5.1 Technical Committee Update Ann Naidoo will reconstitute the technical committee. The members are: Vierah Hulley Phillimon Kwinana Randal Albertus Aletia Chapman Ann Naidoo Gerhard Homann 5.2 Financial/Admin. Committee feedback LTF balance as at end July 2008 is R Membership fees of R will support the News letter, water week and projects of the LTF. Invoices to be issued to industries. 5.3 Public Relations Committee Feedback Elsabe Ras will arrange a strategy workshop with LTF to charter the way forward in terms of PR. 5.4 Pollution Incidents LTF Page 2
3 Marc de Fontaine highlighted that an incident list be compiled to have a better idea of the incident events in the catchment. See list Appendix 2 Phillimon appealed to forum to report incidents. Dragana Ristic highlighted that pollution incidents be directed to national call centre 5.5 FMC Feedback FMC and LTF structure to be addressed. New chairman/vice chairman to be appointed. Serve a term of 3 years. Nomination forms to be distributed to stakeholders. 6. LOCAL / DISTRICT MUNICIPALITIES / NATIONAL AUTHORITIES 6.1 Phillimon Khwinana/Lesiba Mabona (DWAF) reported: Karbochem license -is at the DWAFconsultant for drafting. Sasol mining draft water use licence- awaiting outstanding monitoring data from licensee. New vaal colliery license- is at the DWAF consultant. Sasol gas license awaiting biomonitoring and comment from NWRP. Water users should re-register water use for WDCS. 6.2 Nonhlanhla Sgudu of Metsimaholo municipality reported: 80 % of the fencing on existing land fill site is complete. Request for quotation has been sent out to service providers. The appointed service provider will quantify the amount of waste to non weigh bridge sites. A consultant will have to be identified/sourced to determine appropriate size and EIA requirements for the new land fill site. A written letter to municipality, requesting permission to utilize dump site must be sent. (Comments are welcomed) 6.3 Sewage The chairman read out letter sent by Tom du Toit (SAVE) to LTF, raising concern on sewage. attached- appendix 4 7. WATER QUALITY REPORT Correct water quality report will be re-issued by Marc de Fontaine The water quality report is available on a quarterly basis. The report can be viewed at 8. REGIONAL PRIORITIES Refer to letter from SAVE- Appendix 4 Meeting of Save the Vaal will take place on 01 November 08. Public meeting of Vaal River Systems Studies will take place 09 September 08. Many studies are taking place on the Vaal river system. These studies should be consolidated. 9. Sewage leaked into field around Vaal Toyota Sewage run off at coalbrooke-holly country Fish kill Approximately 100 dead fish in Vaaloewer reservoir. Line decommissioned. Manhole unblocked. Patric O Reily requested a pump from Sasol. Bob Kleynjan not aware of above request, better communication is requested. Bob mentioned maintenance of mechanical infrastructure need be addressed according to normal practice Not addressed Witness reported to Sasol. Sasol responded ASAP and initiated an investigation into the fish kill. Fish observed dead were large mouth yellow fish, mudfish, sharp tooth catfish (barbel). Water samples were taken to Sasol labs for water quality tests. Results will be discussed in next forum. It is important that fish kill be reported immediately, such that the cause maybe identified from fresh samples of the fish kill. The online monitoring system that is been installed to track occurrence in trends of water quality of vaal river to aid in identification of fish kill, has some glitches relating to the software. Data still awaited from data logger at Vaaloewer.
