5 1 Introduction The present document is a report about Eurostat s inventory of the s on passenger mobility carried out in the EU27 member states, EU candidate countries and EFTA countries. The inventory is updated every six months and the last update before the current one was carried out in January The inventory contains information about s on:! passenger mobility by any mode of transport and! (where specific s exist) passenger mobility by car, coach or bus The inventory moreover covers other national statistical activities for the measurement of the volume of passenger traffic (expressed in vehicle-kilometres) by road. Such activities comprise the use of road count data, odometer readings, fuel consumption data, etc. This part has not been updated because the collection of VKm data has now become a separate action of the contract. The current inventory is mainly based on information collected from the responsible national authorities in replies to a two-page questionnaire addressed only to those countries that carried out or were expected to carry out relevant s in The report is structured as follows. Chapter 2 presents a table with a summary of all relevant national s and additional statistical activities. Chapter 3 describes in greater detail the national s, country by country Page 1

6 2 Overview of national passenger mobility s This chapter summarizes information on the most recent implementation of the national s on passenger mobility. It describes in a table the s main characteristics such as year of most recent implementation, purpose, information collected, etc. In order to enable the reader to follow changes from the previous version of the inventory, all information which was added or modified since the previous update is highlighted in bold characters. 14 As it is indicated in the above table, passenger mobility s are running regularly in at least one third of the countries. Only seven s are specific to travel by car, bus, coach, etc. More specifically, travel s are continuously conducted in UK (NTS), Denmark (TU), France (Follow-up of the tourism demand of French people) and in Netherlands (OViN). In Bulgaria ( on buses and coaches), Romania (Passenger mobility and of residents touristic demand) and Slovakia (sampling of trips) such s are carried out quarterly, while annual s are conducted in Estonia (use of passenger cars), Germany (MOP), Romania (Transport by passenger cars) and Slovakia ( in transport and of passenger transport by bus via territory Slovakia). Moreover, less frequently conducted s have been implemented recently in Latvia (Mobility of Latvian population (2008); every three years), Norway (personal travel (2009); every four years), Sweden (RES; every four years)), Switzerland (Microcensus on travel behaviour (2010); every five years), Finland (national travel (2005); every six years), Hungary (Mobility in Hungary (2009), 2009 is the first reference year; every five years) and France (National on transport and displacements; every years). Additionally, a passenger mobility is currently being implemented (January-December 2010) for the first time in Turkey while there is a possibility of a conduction of a relevant in future by FYROM (probably under IPA 2011). Several countries also collect passenger mobility data indirectly, via the calculation of volume of road passenger traffic (vehicle-kilometres) by type of vehicle. The following table presents summary information about such activities. Table 2. Austria, France, Norway, Sweden measure traffic performance through fuel consumption, while a combination of various sources (road counts, odometer readings, fuel consumption and driver ) is used in most countries Page 13

18 3 National statistical activities for the measurement of passenger mobility This section describes in more detail the previously presented passenger mobility s. Furthermore, it indicates the location, in the CD-ROM with raw information, where the relevant information (metadata questionnaires, methodological reports etc) may be found. 3.1 Austria In Austria a on passenger mobility was carried out in September December It was entitled the Austrian mobility, implemented by the Federal Ministry of Transport, Innovation and Technology and its purpose was to produce several indicators that describe the mobility of the resident population of Austria aged 6 years and over. It covered all travel undertaken by the respondent during the reporting period. The latter was the last day before the interview for short distance travel, i.e. less than 50km, and in the last 14 days before the interview for travel over 50km. The collected information includes origin and destination for each trip, total distance travelled, trip purpose, modes of transport used, while no information for each stage of a trip was collected. Nevertheless, information about the status of the respondent, i.e. whether the respondent was a passenger or a driver was collected. Other respondent related information includes socio-economic characteristics such as age, gender, region of residence, employment status, occupation, education, marital status, car ownership, number of cars in the household and ownership of driving licence. There is no information about the year of the next mobility since this is not carried out regularly. Austria also measures volume of road traffic (vehicle-kilometres) through road traffic counts and fuel consumption. The responsible body for this task is the Kuratorium fuer Verkehrssicherheit. 3.2 Belgium In Belgium a on passenger mobility was carried out only once, during the period December 1998 November It was entitled Belgian national mobility and the organization responsible for its implementation was the Federal services of the Scientific, Technical and Cultural Affairs. Its purpose was to collect accurate data on the on the mobility of persons aged 6 years and over during the reporting period, which was the last day before the interview for short distance travel (less than 200 kilometres) and the last week before the interview for trips longer than 200km. The collected information includes the origin and destination of a trip, the total distance travelled, the purpose of a trip, the total travel time, the modes of transport used. Also information about the number of stages for each trip alongside with their sequence is recorded as well as stage-specific variables Page 14

19 such as place of stage, mode of transport, distance, travel time and status of a respondent as a passenger or driver are covered. Variables related to respondent s socio-economic characteristics include age, gender, region of residence, employment status, occupation, education, number of adult persons within household, level of urbanization, income, car ownership, number of cars within household, driving licence and season tickets. Belgium collects data mainly from road counts but also through a database of registered vehicles (DIV) as well as through registered km by vehicle inspection centres. The Service Public Fédéral de Mobilité & Transports (SPFMT) is the responsible body for data collection. 3.3 Bulgaria In Bulgaria, the National Statistical Institute (NSI) carries out, since 1996, a on buses and coaches on a quarterly basis. The aim of the is to obtain reliable, accurate data for national and international passenger traffic by road. The sample of the consists of transport enterprises (NACE Rev and 49.39) that have licenses for national and international passenger transport by road (enterprises with one or more licensed busses and coaches). Since 1996 the private sector is included. The covers the enterprises, which perform transport of passengers only for reward. The collected information covers:! number of passengers carried (on the base of number of tickets sold) and! passenger-kilometres performed! actual distance run by the buses and coaches! annual data for the number and length of urban, outskirts and international bus lines 3.4 Cyprus A passenger mobility was carried out during the period May July 2008 by the Statistical Services of Cyprus. Its aim was to provide statistics on passenger mobility in Cyprus as well as information on personal travel for short distance mobility (under 100km). The collected information covers all national trips of distance less than 100km as well as socioeconomic characteristics such as age and gender of the respondent, region of residence, number of adult persons within household, car ownership and number of cars within household Page 15

20 3.5 Czech Republic In Czech Republic, information on short distance mobility is collected every ten years during the Population and Housing Census. The last time it was implemented was in 2000 and the travel related information collected in the census includes variables on:! commuting from a place of permanent residence to a place of work and school! frequency and time of commuting and! mode of transport used. The Ministry of traffic collects information on vehicle-kilometres from road counts and a driver on International roads that is carried out every five years (E-Road Census). This census however does not cover urban roads. 3.6 Croatia No information was provided on any passenger mobility carried out in Croatia. However, data for the measurement on the road traffic volume is collected through traffic counts by the Croatian Roads Authority. 3.7 Denmark A national travel (TU) was carried out in It describes the daily mobility habits of Danes aged years and covers all travel undertaken by the respondent on the last day before the interview. Specifically, it covers information on the origin and destination of a trip (only from 1995), its total distance and purpose, the total travel time and the modes of transport used. Moreover, the number of stages for each trip, their sequence (only from 2002), the distance travelled in each stage, the total travel time and the waiting time until the next stage are recorded, alongside with the status of the respondent as a passenger or a driver and the number of co-passengers. Professional trips are also included but only information on distance and mode of transport is covered. Other variables covered include the respondent s age, gender, region of residence, employment status, occupation, education, marital status, number of adult persons within the household, level of urbanisation, income, driving licence and other household related information Page 16

21 The Danish Road Directorate is responsible for collecting information from odometer readings and road traffic counts, as well as through official vehicle data and a on goods vehicles to measure traffic performance (vehicle-kilometres). 3.8 Estonia The Statistics Estonia carries out a on the use of passenger cars. Its aim is to obtain information on the volume on passenger transport and run of passenger cars. The information is important for environmental aspects and for the planning of passenger transport. It is conducted annually (since 2004) in the 2 nd quarter of each year and covers all trips carried out by passenger car on the last day before the interview. More specifically it covers the total distance travelled in each trip, trip purpose and car-specific variables such as status of respondent as a passenger or driver, car ownership and number of copassengers. No information for each stage of a trip is collected, while professional trips conducted by people occupied in transport are partially covered, e.g. in the special case of taxi drivers. The Estonian Road Administration collects data mainly from road counts and complementarily through a driver for measuring traffic volume (vehicle-kilometres). 3.9 Finland A national travel is conducted by the Finish Ministry of Transport and Communications every six years, with the most recent round taking place during the period June May Its aim is to give a general picture of daily and long-distance passenger travel of Finns aged 6 years and over within national borders and abroad. It covers all travel of up to 100km undertaken by the respondent on the last day before the interview, and travel of over 100km during the last 4 weeks before the interview.
