Metering and controlling the network for streetlights in a smart grid European U+lity Week conference 2013 Henk Fidder, Expert Asset Management, Stedin Andreas Thürig, Head of Product Management ICG, Landis+Gyr Landis+Gyr October 16, 2013
About Stedin OperaOng Area West Part of the Netherlands Including 3 of the 4 largest cioes in The Netherlands: The Hague, RoVerdam and Utrecht. The largest harbour & industrial complex of Europe. ELECTRICITY Customers Mission: Energy for our customers at all Omes, today and tomorrow. Simple, reliable and sustainable. GAS 2
Current situa+on Ripple Control systems (TF) and an out- dated centralized control system (CS) are used for: switching the street lights tariff switching of residenoal electricity meters and load switching (for example boiler control) The street lighong network is mainly not measured IntroducOon of smart meters, smart grid and innovaoons in public lighong will change network control auxiliaries thoroughly 3
Market situaoon as a project driver Streetlight regula+on was the kick- off RegulaOon requires a Switched Network for street lights applicaoon - > Changing operaoonal environment Centrally controlled streetlights need to be replaced with new, cost efficient technologies 40% of streetlights consumpoon is not measured now uolioes start measuring it based on their business needs, without legislaove pressure followed by a step towards a smarter grid Stedin needs to migrate their grid to a smart grid - New technology to be installed Stedin s choice Stedin decided to tackle two targets in a single project, optimize costs and prepare a smart solution for streetlights and network monitoring 4
The scope of the project Stedin s criteria for the smart solu+on Cost opomizaoon - One visit installaoon - Shared communicaoon channel - Easy maintenance: one device for one applicaoon Future proof Same device for different applicaoons: - Street light control and measurement - DistribuOon transformer monitoring - Ready to upgrade towards Self Healing Grid 5
Key drivers for a street light soluoon Reduc+on targets on CO2 emission for public en++es Real measurement of consumpoon OpOmized switching / dimming of the street lights in relaoon to: - Sunrise, sunset and light sensor - Absolute Ome (reduced light aler midnight) - Remote commands (e.g. light on demand with SMS or APP) Improved and cost op+mized opera+on & maintenance Energy and power monitor (lamp supervision) Give several paroes remote access to different set of parameters Easy and remote change of switching paverns 6
Drivers for distribuoon transformer monitoring Improve or beper control of Con+nuity of Supply Op+mised integra+on of Decentralised Genera+on Know what's going on at the distribuoon network Sizing of network based on real measurements - Real measurements of power flow and quality of supply - AcOve remote alarms for important events Remote control of: demand generaoon local storage voltage regulators - IntegraOon of measurements with smart meter soluoon - Prepare for investment into Self Healing Grid 7
The transformer station (solution overview) MV- Ring MV- Ring Current Transformer connected Device GPRS/GSM UOlity systems LV- Network Communica0on Switch control Street Light supply Evening Night Direct connected device 8
Key features for a street light soluoon To reduce CO2 emission of public ligh+ng Class B MID approved measurements of street light consumpoon OpOmized switching / dimming of the street lights with the help of: - astronomic clock - programmable logic - output relay s to control the street lights To improve and cost op+mize opera+on & maintenance Demand supervision with SMS alarm if threshold value is reached Programmable security to define different user groups Remote reconfiguraoon of funcoonality (e.g. TOU tables) 9
DistribuOon transformer monitoring features To improve or beper control of Con+nuity of Supply Know what's going on at the distribuoon network with - profile informaoon - acove alarms Use of external informaoon for logging and alarming Ready for emergency operaoon and control of external devices Op+mized integra+on of Decentralized Genera+on Bi- direcoonal and per phase profiles for voltages, currents, etc. Ready to control external devices (e.g. inverters, stepping transformers, loads, etc.) 10
Future proof functionality MV- Ring Sensors for Temperature Open Door etc. Supervision Total consump+on transformer LV- Net MV- Ring Short Circuit DetecOon 12-24V DC U0lity systems GPRS/GSM LV- Net Communication bus Controlling the Switches A B C Consump+on is measured by smart meters OV- Net Evening Night Smart Meters A+B+C = Σ Feeder ConsumpOon OV- Net 11
Status of the project today The rollout in the City of Houten was completed in spring x S650 devices assembled in 75 transformers since October, 2012 Managing streetlights The main goals: To solve the operaoonal problems in the street lighong network: Reliability of the Central Switch Failure impact to be reduced Increased understanding of energy flows in the street lighong network and the grid 12
Achievements Outages in the street lighong network minimalized Improved awareness of the transformer staoon s status Pro- acove maintenance and network planning Solar panels EV charging 13
Next Steps and future vision The out- dated centralized control system (CS) in the province of Utrecht will be replaced A combined rollout in the area of Hoekse Waard will start beginning 2014 Smart streetlight, Smart grid soluoon and Smart metering Hoekse Waard Utrecht If this is a success, it will be the blue print for the future 14
Thank you for your avenoon xx 15
