T&D Europe members provide the full range of grid technologies, including advanced, smart systems suitable for interaction with renewable energies and ICT. 5 THE EU INTERCONNECTION TARGET PROCESS CURRENT LEVELS AND RECOMMENDATIONS Load criterion Renewables criterion TYNDP 2016 vision 3 TYNDP 2016 vision 4 TYNDP 2016 vision 3 TYNDP 2016 vision 4 <30 % between 30 % and 60 % >60 % Existing interconnectors to be used efficiently Interconnectors to be considered, if price differentials >2 /MWh Current interconnection level If any of the two criteria below 30%: actions to be taken If any of the two criteria between 30% and 60%: thorough investigation Positive CBA as conditio sine qua non
6 HOW TO ACHIEVE A SMARTER POWER SYSTEM? THE SMARTNESS INDICATOR FOR GRIDS Challenge: Adapting the grid to reach the Clean Energy Package objective Grids as platform to facilitate what is expected by or required from the users of the grid both on generation and consumption side Increasing uncertainty on future opportunities Long-lasting investments Regulation should reflect not only efficiency and quality of current service, but also future-readiness need for a methodology First step has been taken by the European Commission Smart solutions are prioritized in the selection process of Projects of Common Interest (PCI) A complementary mechanism for the installed base and investments outside the scope of PCIs is missing
7 DEFINING THE SMARTNESS INDICATOR SOME INITIAL THOUGHTS Initial thoughts The indicator should reflect the probability that a grid is PREPARED for the future. It should NOT be a precise measurement. There is NOT the one and only smart grid. DIFFERENT combinations of SOLUTIONS may result in grids equally serving the requirements. Therefore it may be sufficient to simply accumulate obviously supportive technologies. Three groups of such: Smart grid infrastructure (field level) Smart grid functions (system level) Smart actuators (field level) Examples for smart grid functions Percentage of the number of lines operated under dynamic line ratings Asset health monitoring, supporting controlled, temporary overloading Percentage of networks able to reconfigure through ADMS Number of micro- or nanogrids being able to operate autonomously Use of real-time dynamic security assessment on transmission level Flow-based allocation of interconnector capacity Share of load under demand response programmes
8 SUMMARY AND OUTLOOK SMART AND STRONG GRIDS FOR EUROPE Europe has entered a path towards a fundamentally different electricity system More distributed More geographically differentiated More interdependent More difficult to predict This system will require New technologies and solutions New business models New governing principles Governance towards a stronger, more flexible, more inclusive system is a key challenge today in order to have the right system tomorrow!
