2 2002 Building regulations On 1st April 2002 the new Approved Document L2 of the Building Regulations came into effect. This document is concerned with the conservation of fuel and power in buildings other than dwellings. Section 3 of this document is concerned with the provision of information to the building owner and/or occupier to enable energy consumption to be monitored and controlled. The document makes proposals of how the Regulations can be met. Sufficient energy meters should be installed to enable actual energy consumption to be measured. At least 90% of the annual energy consumption should be accounted for, either by calculation or by actual measurement. Recommendations are made about the size of plant that should have separate metering: Rated input power Boiler installations 50kW Chiller installations 20kW Electric humidifiers 10kW Motor control centres feeding fans and pumps 10kW Final electrical distribution boards 50kW These recommendations indicate that quite small loads should be measured to enable energy conservation actions to be taken. ew range of modular watt-hour meters The Merlin Gerin range of ME watt-hour meters are ideally suited for measuring the energy taken by these loads. The meters are small modular type, easily fitted into distribution boards or individual enclosures. They have a non-resettable main display with options for a resettable secondary display and a pulse output for remote energy recording. For simplicity, loads up to 63A may be direct connected. Higher loads are measured using current transformers, the ratio of which is programmed into the meter at the commissioning stage. The available ratios range from 40/5 up to 6000/5. The meters are of modular dimensions, mounted onto symmetrical DI rail with all displays and settings on the front face. 2

4 Watt-hour meters ME Watt-hour meters (rms) are designed for the measurement of energy consumed by an electrical load, single phase, three phase 3 wire or three phase 4 wire. 6 Watt-hour meters ME Selection tables These meters are designed for sub-metering purposes. They measure the electrical energy consumed by single phase or three phase loads and all have a non-resettable total display. Some devices also have a partial display which is resettable. Displays are in or MWh and have 5 significant figures. IP55 sealable transparent cover and flush mounting kit These kits allows one ME3 or 4 (4 modules wide) or one or two ME1 (2 modules wide) meters to be mounted behind a cover on a front panel. The clear cover is hinged and may be retained closed by a wire seal or two M4 screws (not supplied) to deter unauthorised access. The flush mounting kit provides DI rail and supporting brackets on which to mount the meter or meters. 11 Current transformers Services and practical advice Current transformer selection Three criteria exist for selecting a CT: 1. The transformation ratio Ip/5 2. The output VA and accuracy class required 3. The physical arrangement 1. The transformation ratio Ip/5 It is recommended that the current transformer primary current selected is the next above the design current of the circuit. e.g. If In = 1390A, select ratio of 1500/5 2. Output VA and accuracy class The accuracy class is a function of the transformer output power and the consumption of the metering circuit. The latter takes the device and cable consumption into account. For a given accuracy class the consumption of the metering circuit must not exceed the power of the current transformer. 12 Current transformers Services and practical advice 3 Current transformer installation All current transformers are suitable for a primary of either cable or busbar. The devices are supplied with fixings to permit mounting on symmetrical DI rail, a flat plate or be fitted to a solid busbar, as detailed in the table below. Secondary terminal covers may be sealed to discourage unauthorised access. This generally allows a smaller physical size of CT to be used for a given ratio.
