Early notification letter sent to property owners east of 8 th Ave (aka Mill Ave) on March 13, 2015 C. Developed flow calculations/design parameter assumptions D. Developed first iteration roll map with existing Right of Way (ROW), utilities, and property owners; and proposed facility alignments, sizing, flow assumptions. E. Met with utility companies March 30, 2015 F. Monthly Project Status Update Memo dated April 1, 2015 distributed to PMT G. Project website set up Project Funding Update A. Scheeler advised meetings are being held between Brainerd and Baxter officials on details of Local Option Sales Tax (LOST) funding cash flow. Correspondence with Public A. Consultant team letter dated March 13, 2015 mailed to property owners east of 8 th Ave NE/Mill Ave B. Property owner calls to SEH in response to March 13, 2015 letter 1. SEH received calls from 4 different property owners along TH 210 corridor a. General questions about location of trunk mains, assessments, conditions of connection, concerns with losing trees b. SEH responses: trunk facility/project, no assessments, no forced connections, no forced annexations, no connections allowed with this project, contact City after this project for conditions of future connection C. Hulsether received a call from one property owner. D. Scheeler received a call from a former Crow Wing County Engineer. E. Wig received a call from Rep. Heintzeman. F. Conditions of future connection to sewer and water 1. Message to property owners to date: a. Future connections to the truck facility (1) Interested property owners need to contact City after Trunk project complete for details (2) May need to provide more details sooner as dictated by easement negotiations. 2. Wig questioned conditions of future connections within airport property a. PMT advised it s a separate issue from trunk utility project b. City and Airport Commission to work out those details separate from the trunk utility project. G. Project website format 1. City to provide link from City website to project website 2. Include PMT minutes and monthly project update memos 3. SEH to investigate possibility of tracking number of visitors to the site. V. Preliminary Design Discussion Roll Drawings A. Preliminary Design Overview 1. Series of forecasted and existing sewer flow inputs along TH 210 and E Street corridors. 2. Gravity pipe flowing southwesterly from airport to new lift station along TH 210 near Jordan Road (Jordan Rd LS). 3. Jordan Rd LS pumps southwesterly to new gravity pipe system manhole at Pine Shores Road. 4. Gravity pipe flowing southwesterly from Pine Shores Road to Lum Park lift Station (Lum Park LS). 5. New Lum Park LS pumps westerly to E Street gravity pipe system manhole near 8 th Ave NE. 6. E Street gravity pipe flows west discharging to the Evergreen Interceptor gravity pipe. B. Preliminary Sewer Flow Calculations 1. Corroborated with multiple sources of data: 2005 City-wide lift station study, 2006 NE Brainerd master sewer and water plan, 2014 airport sewer and water feasibility report, current airport consultant flow forecasts, and BPU electronic sewer and water billing records 2. Ultimate peak flows from Airport: 82 gpm 3. Ultimate peak flows to Jordan Road LS: 401 gpm 4. Ultimate peak flows to Lum Park LS: 645 gpm (including existing flows) 5. E Street gravity sewer a. Peak existing flows to E Street basin: 422 gpm (including inflow and infiltration) b. Ultimate peak flows to E Street gravity pipe system East of League Ave NE: 772 gpm c. Ultimate peak flows to E Street gravity pipe system West of League Ave NE: 1,067 gpm 6. The above preliminary flow numbers will be verified and added to the roll drawings. C. Preliminary Facility Options - Alignments, Locations, Sizing, Construction Methods, Scope 1. TH 210 corridor mains a. Option of mostly within TH 210 ROW: (1) Mains on northwesterly side of TH 210 between the CR 142 and Wonderland Park Road cul de sac area (WPRC). (a) 10 gravity pipe between the airport and Jordan Road LS (b) 8 gravity pipe from the southwest to the Jordan Road LS (c) Trunk stubs at key points bored/jacked under TH 210 (2) Mains on southeasterly side of road between WPRC and Lum Park Rd (a) 12 gravity pipe between Pine Shores Road and Lum Park Lift Station b. Option of mostly outside TH 210 ROW: (1) Mains on southeasterly side of TH 210 between CR 142 and Lum Park Rd (a) Same pipe sizing and trunk stub locations as mostly within option above. c. Combination horizontal directional drilling (HDD) and open cut construction methods

3 Page 3 d. Polyvinyl Chloride (PVC) pipe for open cut installed pipe, wall thickness dependent on depth. e. High Density Polyethylene (HDPE) pipe for HDD installed pipe 2. TH 210 Lift Station and Force Main a. Lift station (1) Located near Jordan Road outside TH 210 right of way (a) Same side of road as gravity mains depending on option (2) 8 foot diameter wetwell (3) 28.5 feet total depth (top of ground/casting to bottom inside of wetwell sump) b. Force main out (1) 6-inch, same side of road as gravity mains depending on option (2) Installed by HDD (3) HDPE pipe 3. Lum Park Lift Station a. Upgrade existing lift station (1) Inadequate size to serve ultimate design flows (2) No longer being studied b. Construct new lift station (1) 2 location options, both within Lum Park: (a) At existing lift station site (b) Near TH 210 (2) 10 foot diameter wetwell (3) 23 feet total depth (top of ground/casting to bottom inside of wetwell sump) (4) 6-inch forcemain out (5) Force main installed by HDD (6) HDPE pipe 4. Lum Park Sewer Force Main a. 6 inch diameter b. 2 alignment options: (1) Utilize existing forcemain and gravity system routed through NE Brainerd, with gravity pipe discharging to Evergreen interceptor near the old paper mill (a) Not feasible as gravity piping not large enough, near capacity already per City staff. (b) This option will no longer be studied (2) Follow northerly side of TH 210 west to E Street corridor, then along E Street corridor east to first gravity manhole near 8 th Ave NE (a) Installed by HDD (b) HDPE pipe 5. E Street gravity sewer a. East of League Ave NE (1) Replace existing 12-inch with 15-inch PVC (a) Pipe wall thickness dependent on depth (2) Open cut construction method (3) Street and utility restoration necessary b. West of League Ave NE (1) Existing 18-inch adequately sized (2) Relining versus open cut replace depends on televising report due in April 6. Water Booster Station a. Modeling performed b. Necessary to provide design pressures and fire flows in extension area. c. Locate somewhere within Lum Park to reduce right of way acquisition costs d. Looping suction main from 16-inch TH 210 main to H Street/12 th Ave NE intersection 7. Water Main

Modeling performed b. 16-inch between 13 th Ave NE and Jordan Road c. 12-inch between Jordan Road and Airport (1) Size reduction/increase based on modeling of fire flow headlosses. d. Mains located same side as sewer mains depending on option chosen e. Combination open cut and HDD installation method D. Preliminary design parameter assumptions 1. Airport connection manhole is near CR 142/ Airport Road intersection, 12 feet deep. a. Wig to verify desired specific location at intersection 2. Allow 550 foot spacing between manholes 3. Allow curvilinear gravity sewer installation where feasible, provide tracer wire 4. Ductile iron pipe (DIP) only versus allowing PVC and or HDPE a. City/BPU staff advised BPU policy is only to allow DIP (1) BPU board would need to make decision to change from policy b. For HDD construction method, DIP only would have cost and constructability implications 5. Booster station a. equipped with bleach chlorine feed b. Onsite generator for booster station c. Similar to Riverside booster station 6. Hydrants spacing a. Approximately 600 feet in developed areas b. At stubs E. PMT Questions F. Next steps: 1. Cost estimating the Facility Options above. 2. Meetings with key/large property owners a. Planning on 2 visits each, up to 4 different property owners b. Consultant team and city engineering staff representatives only for first visits 3. Meeting with MNDOT a. Consultant team and city engineering staff representatives only Budget Status A. Overall project budget 1. Budget based on City s estimate from LOST extension legislation: $8M overall total budget (construction, engineering, contingency, admin, legal, right of way, etc) plus interest. a. City to provide clarification to PMT after further meetings with Baxter. B. Goal to start cost estimating the preliminary location/alignment options after April 3 rd PMT meeting decisions are made. C. Consultant budget: 1. Approved contract: $190, Invoiced to date: $0 (City will receive first invoice mid to late April). 3. Scope changes a. Prepared and mailed early contact letters to adjacent property owners east of Mill Ave/8 th Ave NE. b. This task was outside of the current contract scope and may be incorporated into a fee amendment request if at such time the contract limits are exceeded. Schedule A.
