2 Reasons for the Decision The Environmental Protection Agency is satisfied, on the basis of the information available, that subject to compliance with the conditions of Licence Reg. No. P granted on 16 March 201 1, and amended on 16 December 2013 as well as any amendments noted herein, any emissions from the activity will comply with and not contravene any of the requirements of Section 83(5) of the Environmental Protection Agency Act 1992, as amended. A screening for Appropriate Assessment was undertaken to assess, in view of best scientific knowledge and the conservation objectives of the site, if the activity, individually or in combination with other plans or projects is likely to have a significant effect on a European Site(s). n this context, particular attention was paid to the European sites at Tullaghanrock Bog (Site Code 2354), Callow Bog (Site Code 595) and Lough Gara (Site Code 4048) and the Agency considered, for the reasons set out below, that the activity is not directly connected with or necessary to the management of the site as a European Site and that it can be excluded on the basis of objective scientific information, that the activity, individually or in combination with other plans or projects, will have a significant effect on a European site, and accordingly the Agency determined that an Appropriate Assessment of the activity is not required. t has been determined that this installation is not likely to have a significant effect on a European Site as the amendment does not substantially change the current nature or extent of the operations and emissions at the installation. Technical A n pursuance of the powers conferred on it by Section 96( l)(c) of the Environmental Protection Agency Act 1992, as amended, the Agency amends the licence, granted to Aurivo Dairy ngredients Limited, Dublin Road, Ballaghaderreen, County Roscommon for an installation located at Dublin Road, Ballaghaderreen, County Roscommon. Henceforth, the licence shall be read in conjunction with a Section 82A(11) Amendment issued on 16 December and the amendments set out below. No. PO Amendments Amended Conditions Amend Condition 6.21 of the licence, to read as follows: Only fuel oils with a sulphur content of less than 1% or biodiesel meeting CEN standard EN14214 shall be utilised in the on-site boilers. Woodchip meeting CEN/TS :2010 (or equivalent) may be used as a fuel in the boiler associated with emission point A-2. An alternative fuel may be used only with the prior written agreement of the Agency. Amend Condition 6 to include the following after Condition 6.25, 6.26 Ring Dryer The licensee shall not operate the Ring Dryer, associated with emission point A2-2, unless agreed by the Agency under Condition The licensee shall, prior to the re-commissioning of the Ring Dryer associated with emission point A2-2, submit a revised air dispersion modelling assessment which demonstrates to the satisfaction of the Agency that the emissions from the installation will not exceed the relevant Air Quality Standards. Amended Schedule A: Limitations Amend Schedule A of the existing licence to read as follows: The licensee may operate only one boiler (associated with emission point A-1 or A1-2) at any one time, with the exception of planned testing.
