1 FEDERAL CHAMBER OF AUTOMOTIVE INDUSTRIES VOLUNTARY CODE OF PRACTICE FOR ELECTROMAGNETIC COMPATIBILITY (EMC) OF MOTOR VEHICLES (13 October 2014) This code is prepared under the direction of the FCAl Board, and endorsed by FCAI members. This voluntary code of practice formalises agreements between the Australian Communications and Media Authority and the Federal Chamber of Automotive Industries which include compliance with Broadband and Narrowband electromagnetic emission requirements and Immunity of devices to electromagnetic interference. This voluntary code is effective progressively for new model vehicles from January 1999 (Broadband emission) and January 2001 (Narrowband emission and immunity), in accordance with the implementation timing in Section 7.

3 VOLUNTARY CODE OF PRACTICE FOR ELECTROMAGNETIC COMPATIBILITY OF MOTOR VEHICLES INTRODUCTION The Australian Communications and Media Authority (ACMA), previously the Australian Communications Authority (ACA), has responsibility to achieve effective control over unintended electromagnetic interference through implementation of a system of compliance with relevant standards. The ACMA framework regulations require that all electrical and electronic equipment comply with relevant emission standards. In the preparation of this Code meetings between the ACMA and the FCAI established that compliance with EMC requirements will be ensured through an FCAI Code of Practice, which is binding to products manufactured or distributed by FCAI member companies. BACKGROUND When the Code was developed the only available regulation was the EU regulation for Passenger and Commercial vehicles Directive 95/54/EC which includes Broadband emissions, Narrowband emissions and Immunity. 95/54/EC was issued in 1995 as an amendment to 72/245/EEC which had been applied from the 1970 s only for Broadband emissions. Subsequently the requirements of 95/54/EC were incorporated into the 02 series of amendments to UN- ECE R10. Since that time the EU and UN-ECE regulations both have been further revised to become 2005/83/EC, UN-ECE R10/03 and R10/04. 95/54/EC was issued in order to separate vehicles from the application of 89/336/EEC; the general EU- EMC directive for all electrical and electronic equipment. In Europe 95/54/EC required that all new type approval vehicles or electrical/electronic sub assemblies or technical units to comply with Broadband and Narrowband emissions and Immunity from January 1996 and all vehicles or electrical/electronic sub assemblies or technical units to comply by October The initial requirements for L group vehicles in this Code cover Broadband emissions only; from 2015 these will have to meet the same requirements as for M and N category vehicles. 1. ENDORSEMENTS This voluntary Code has been prepared under the direction of the FCAI Board, and endorsed by FCAI members. 2. DEFINITIONS For the purposes of this document the following definitions apply:- (a) FCAI Member Means the organisation in Australia, represented on FCAI:- Which manufactures and/or assembles and/or imports vehicles for distribution in Australia; or Which is the accredited representative in Australia of an overseas manufacturer and is responsible for the distribution of that manufacturer s vehicles in Australia. 13 October 2014 Page 3 of 7
4 (b) New Model Vehicle A new model vehicle is one which has an identification plate approval issued after the date specified in clause 7, or in the case of a non-road registered vehicle, is first offered for sale after the date specified in clause 7. (c) Existing Model Vehicle An existing model vehicle is one which has an identification plate approval issued prior to the date specified in clause 7, or in the case of a non-road registered vehicle, is on sale prior to the date specified in clause 7. (d) Vehicle Category Is the categorisation of a vehicle as per the definitions contained in the 3 rd Edition Australian Design Rules as issued pursuant to the Motor Vehicle Standards Act (e) Terms For the definitions of Broadband emissions, Narrowband emissions, Immunity, electrical/electronic sub assemblies (ESA) and technical units refer to 95/54/EC, 2005/83/EC or ECE R10 as appropriate. 3. SCOPE This voluntary Code of Practice applies to all new L, M and N category vehicles as defined in the 3 rd Edition Australian Design Rules (i.e. vehicles able to be registered for use on the road). In addition this Code applies to the following new non-road registered categories manufactured or distributed by FCAI members:- Motorcycle / motor-scooter derived and/or propelled. Off-road or utility vehicles. All terrain vehicles. Personal watercraft. Snowmobiles. 4. BASIC CONCEPTS FCAI members complying with the FCAI Code of Practice are exempt from having their compliance documentation randomly audited by the ACMA however, the ACMA can require an FCAI member to provide compliance documents in the event a product is suspected of being noncompliant and penalties can be applied Compliance labelling requirements will not apply to product covered by the FCAI code as full traceability of individual product compliance status is provided by reference to manufacturer name and series/serial/model numbers. It is possible to extend compliance status to cover other Vehicle types, either as variants to a model or as a superseding model, provided the conditions of Clause of 95/45/EC or its equivalent in 2005/83/EC, 97/24/EC Ch 8 or UN-ECE R10 (as appropriate) are met. A complying vehicle may have additional or replacement electrical/electronic equipment fitted to it without requiring retest/confirmation of the vehicle provided this equipment also complies with 95/54/EC, 2005/83/EC or UN-ECE R10 (for M and N group) or CISPRI2 3 rd Edition, 97/24/EC Chapter 8 or UN-ECE R10 (for L group). 13 October 2014 Page 4 of 7
5 Optional generic electronic equipment fitted to vehicles by the vehicle manufacturer (i.e. where substantially the same equipment [e.g. television, analog and/or digital broadcast receiver/cd and/or mp3 player, etc] could be fitted to any manufacturer s vehicle) requires compliance with either the Code of Practice or a relevant standard from the EMC Framework regulations. FCAI member companies will maintain records to demonstrate compliance with the chosen standard. The ACMA may, at its own decision, request companies to submit documents to this effect which may be in the form of approval certificates from UN-ECE or EC, reports from specialist facilities and/or internal documents. 5. TECHNICAL REQUIREMENTS Compliance with this code of practice requires that sufficient evaluations have been undertaken to ensure that performance of vehicles and or electronic sub-assemblies (ESA s) satisfies the requirements of: 5.1) In the case of M and N group vehicles Broadband emission, Narrowband emission and Immunity, to the technical requirements of one of the following with implementation timing as in Section 7: European EMC Directive 95/54/EC incorporating the 02 series of amendments European EMC Directive 2005/83/EC incorporating the 03 series of amendments, except that section shall not apply. incorporating the 04 series of amendments, except that section shall not apply. 5.2) In the case of L group vehicles (including off-road, utility, all terrain, personal watercraft and snowmobiles): Until Broadband emission to the technical requirements of one of the following: International Electrotechnical Commission (IEC) CISPR I2: 3rd Edition : 1990 AS/NZ 2557:1992. European EMC Directive 97/24/EC chapter 8 incorporating the 02 series of amendments incorporating the 03 series of amendments, except that section shall not apply. No later than 01/01/2015 Broadband emission, Narrowband emission and Immunity, to the technical requirements of one of the following: European EMC Directive 97/24/EC chapter 8 incorporating the 03 series of amendments, except that section shall not apply. incorporating the 04 series of amendments, except that section shall not apply. 13 October 2014 Page 5 of 7
6 5.3) Issue of an approval certificate for 95/54/EC, 97/24/EC, 2005/83/EC or UN-ECE R10 shall be taken as evidence of conformity without any additional assessment being necessary. 5.4) FCAI member companies shall maintain records sufficient to be able to confirm compliance in the event of a request from the ACMA. 6. TEST FACILITIES Broadband emission measurements can be carried out at an open air test site. Narrowband emissions measurement is difficult to carry out at an open air test site due to interference by incoming RF noise, although some open air facilities are operating in areas with low background RF noise. On the other hand, Immunity testing requires large anechoic chambers which could be used also for large size commercial vehicles. Furthermore, Immunity testing requires considerable additional equipment; e.g. high power RF power amplifiers, etc. It is desirable, although not essential that test reports associated with the declaration of conformity against the primary standards be issued by a test laboratory accredited for the relevant tests by the National Association of Testing Authorities (NATA) - for testing in Australia, or a test laboratory accredited for the relevant tests by a body that has a mutual recognition agreement with NATA in the case of overseas laboratories. The laboratory may be In-house, or that of a client or second party (supplier) or a third party commercial test facility. 7.
