2 Proposed amendment to Council Directive 75/443/EEC as last amended by Commission Directive 97/39/EC relating to the reverse and speedometer equipment of motor vehicles Document submitted by the NL delegation extending the scope of the directive to Odometers and establishing corresponding requirements ANNEX II SPEEDOMETER AND ODOMETER EQUIPMENT 1. PRESENCE All vehicles must be fitted with speedometer and odometer equipment. This will not be required for vehicles which are manufactured with recording equipment, the design characteristics and installation of which comply with the provisions of Council Regulation (EEC) No 3821/85 of 20 December 1985 on the introduction of recording equipment in road transport. 2. DEFINITIONS For the purpose of this Directive: 2a Odometer means the system consisting of a motion sensor and an indication unit for the total distance travelled during the life of a vehicle. 2a.1 Vehicle unit means the system consisting of a processing unit, a memory, a real time clock, a display and a transmission connector [Commission Regulation 1360/2002, Annex IB, marginal 002] Vehicle type with regard to the speedometer and odometer equipment' means vehicles which do not differ in the following essential respects: the size designation of the tyres chosen from the range of tyres normally fitted; [R39] overall transmission ratio including reduction drive if fitted (number of revolutions at the speedometer input per revolution of the axle driving the speedometer equipment when vehicle is travelling in a straight line); type(s) of speedometer and odometer equipment; the type shall be defined by the tolerance of the measuring mechanism of the speedometer and odometer, the instrument constant and the range of indicated speeds; 2.2. 'tyres normally fitted' means the type or types of tyre provided by the manufacturer on the vehicle type in question and specified in the information document annexed to Directive 70/156/EEC; snow tyres shall not be regarded as tyres normally fitted; 2.3. 'normal running pressure' means the cold inflation pressure specified by the vehicle manufacturer increased by 0,2 bar; 2.4. 'speedometer' means that part of the speedometer equipment which indicates to the driver the speed of his vehicle at any given moment. 2.5 Tolerance of the speedometer s measuring mechanism means the accuracy of the speedometer instrument itself, expressed as the upper and lower speed indication limits for a range of speed inputs; [R39, 2.5.1]

3 2.6 Technical constant of the speedometer means the relationship between the input revolutions or pulses per minute and a specified displayed speed. [R39, 2.5.2] 3. APPLICATION FOR EC TYPE-APPROVAL OF A VEHICLE 3.1. The application for EC type-approval pursuant to Article 3 (4) of Directive 70/156/EEC of a vehicle type with regard to its reverse and speedometer equipment shall he submitted by the manufacturer A model for the information document is given in Appendix The following must be submitted to the technical service responsible for conducting the type-approval tests: A vehicle representative of the type to be approved. 4. SPECIFICATIONS 4.1 SPEEDOMETER The speedometer display shall be situated in the driver's direct field of vision and shall be clearly legible both by day and by night. The range of speeds indicated must be large enough to include the maximum speed given by the manufacturer for the type of vehicle Where the speedometer has a scale, as distinct from a digital display, it shall be clearly legible The graduations shall be of 1, 2, 5 or 10 km/h. The values of the speed shall he indicated on the dial as follows: When the highest value on the dial does not exceed 200 km/h, speed values shall be indicated at intervals not exceeding 20 km/h; When the highest value on the dial exceeds 200 km/h, then the speed values shall be indicated at intervals not exceeding 30 km/h In the case of a speedometer manufactured for sale in any Member State where imperial units of measurement are used, and where transitional arrangements in accordance with Article 5 are in force, the speedometer shall also be marked in mph (miles per hour); the graduations shall be of 1, 2, 5 or 10 mph. The values of the speed shall be indicated on the dial at intervals not exceeding 20 mph and commencing at 10 or 20 mph. [R39, 5.1.2] The indicated speed value intervals need not be uniform. 4.2 ODOMETER The odometer display shall be situated in the driver's direct field of vision and shall be clearly legible both by day and by night. [analogous to for speedometer] The total distance travelled by the vehicle may be measured either: - so as to cumulate both forward and reverse movements, or - so as to include only forward movement. [1360/2002, Annex IB, marginal 020] While displaying the distance travelled the unit of measurement of distance unit must appear close to the figure shown by the odometer, indicated by km or mile. [3821/85, Annex I, III, e), 1.] The resolution of the measured and displayed number of kilometres shall have a resolution of at least 0,1 km. [1360/2002, Annex IB, marginal 023] Figures showing hectometres must be clearly distinguishable from those showing whole kilometres. [3821/85, Annex I, III, b), 1.1] The odometer values shall be with a resolution of 1 km. [1360/2002, Annex IB, marginal 072] The figures on the odometer must be clearly legible and must have an apparent height of at least 4

4 mm. [3821/85, Annex I, III, b), 1.2] The odometer must be capable of reading up to at least ,9 kilometres The mean time between failures of the instruments or the system needs to have a minimum of 10 years ACCURACY The accuracy of the speedometer and odometer equipment shall be tested in accordance with the following procedure: Test conditions The vehicle is equipped with one of the types of tyre normally fitted; the test shall be repeated for each of the types of speedometer and odometers specified by the manufacturer; The load on the axle driving the speedometer and odometer equipment must correspond to the mass complying with of Annex I to Directive 70/156/EEC; The reference temperature at the speedometer and odometer shall be 23 ± 5 between 0 and 28 C; During each test the pressure of the tyres shall be the normal running pressure as defined in Speedometer The vehicle is tested at the following three speeds: 40, 80 and 120 km/h, or 80 % of the maximum speed specified by the manufacturer, if this is inferior to 150 km/h; The test instrumentation used for measuring the true vehicle speed shall be accurate to ± 1,0 %; the surface of a test track when used be flat and dry, and shall provide sufficient adhesion If a roller dynamometer is used for the test, the diameter of the roller should be at least 0,4 m. [R39, ] The speed indicated must never be less than the true speed. At the speeds specified for the test in above and between these speeds, there shall be the following relationship between the speed indicated on the dial of the speedometer (V 1 ) and the true speed (V 2 ): V 2 0 V 1 V 2 + 4km/ h Odometer the vehicle must proceed, driven by its own engine, in a straight line and on a level surface, at a speed of 50 ± 5 km/h; provided that it is of comparable accuracy, the test may also be carried out on an appropriate test bench.. [3821/85, Annex I, VI, 4] If a roller dynamometer is used for the test, the diameter of the roller should be at least 0,4 m. [R39, ] The maximum tolerance shall be: - before installation on the vehicle 1 % more or less than the real distance, or - after installation on the vehicle 2 % more or less than the real distance, where that distance is at least one kilometre. [3821/85, Annex I, III, f)] 5. GRANTING OF EC TYPE-APPROVAL OF A VEHICLE TYPE 5.1. If the relevant requirements are satisfied, EC type-approval pursuant to Article 4 (3) and, if applicable, 4 (4) of Directive 70/156/EEC shall be granted A model for the EC type-approval certificate is given in Appendix An approval number in accordance with Annex VII to Directive 70/156/EEC shall be assigned to each type of vehicle approved. The same Member State shall not assign the same number to another type of vehicle. 6. MODIFICATIONS OF THE TYPE AND AMENDMENTS TO APPROVALS 6.1. In the case of modifications of the type approved pursuant to this Directive, the provisions of Article 5 of Directive 70/156/EEC shall apply.

5 7. CONFORMITY OF PRODUCTION 7.1. As a general rule, measures to ensure conformity of production shall be taken in accordance with the provisions laid down in Article 10 of Directive 70/156/EEC.
