3 _ EXECUTIVE SUMMARY were commissioned to carry out an air dispersion modelling study of emissions from the Intel Ireland facility in Leixlip, Co. Kildare. This report includes an assessment of the worstcase impact of emissions of ammonia from the facility based on a proposed increase to the volume flow of the Fab 242 ammonia exhausts (A257 A259, A27). Emission concentrations from the ammonia exhaust emission points have also been reduced to ensure compliance is maintained with the ambient air quality standards based on the most recent AERMOD version (version 16216r) and the most recent meteorological years ( ). In summary, ambient levels of ammonia will remain in compliance with the ambient air quality standard based on the proposed changes to the Fab 242 ammonia exhaust volume flows and proposed updated emission concentrations for all ammonia exhaust emission points. 5 _ 1.0 INTRODUCTION AWN Consulting have undertaken an assessment of the worstcase impact of emissions of ammonia from the facility based on a proposed increase to the volume flow of the Fab 242 ammonia exhausts (A257, A258, A259 and A27). The volume flow for the Fab 14 ammonia exhausts and Trimix emission points (which also emit ammonia) remains unchanged from that outlined in Licence P Technical Amendment A. Emission concentrations from the ammonia exhaust emission points have also been reduced to ensure compliance is maintained with the ambient air quality standards based on the most recent AERMOD version (version 16216r). 2.0 MODELLING ASSESSMENT The current IE Licence for Intel Ireland Ltd (P020704) (revised in Technical Amendment A in July 2014) has outlined the following conditions for the ammonia exhausts as shown in Table 1 below: B.1 5 Ammonia Exhausts Emission Point Reference Location: Minimum discharge Maximum Volume to be No. height: emitted (Nm /hr) A158, A159, A160, A161 FAB 14 Ammonia Exhausts 77m O.D. 41,000 (each) Note 1 A257, A258, A259, A27 FAB 242 Ammonia Exhausts 82m O.D. 56,000 (each) Note 2 Note 1: Note 2: Where all four Fab 14 ammonia exhausts are in operation the combined volume shall not exceed 12,000Nm /hr. Where all four Fab 242 ammonia exhausts are in operation the combined volume shall not exceed 168,000Nm /hr. For the Emission Point Reference Nos. above, the following Emission Limit Values apply. Note : For the purposes of determining compliance with the emission limit values, emission concentrations across the active emission points for FAB 14 and the active emission points for FAB 242 may be averaged. No one emission point shall have an ammonia concentration greater than 14mg/m. Table 1 IE Licence P (including Technical Amendment A) In Relation To Licence Conditions for the Ammonia Exhausts Based on current measured volume flows, it is requested that the allowable maximum volume flows be increased to those values outlined in Table 2 for the Fab 242 ammonia exhausts in order to better reflect the volumetric flows and concentrations from the Fab 24 2 ammonia exhaust system. Fab 14 ammonia exhaust volume flows remain unchanged. No one emission point shall have an ammonia concentration greater than 10 mg/m from FAB 14 and greater than 7 mg/m from FAB 242. Proposed Changes to IE Licence P (including Technical Amendment A) In Relation To Licence Conditions for the Ammonia Exhausts In the air dispersion model it has been assumed that for all other emission points, the facility was operating at the maximum emission concentrations and volume flows as set out in IE Licence P0207_04 (including Technical Amendment A) as shown in Appendix I. Source Information Source information including emission release heights, volume flows (except where indicated above), locations and stack diameters are per the facility s IE Licence P0207_04 and Technical Amendment A. Table A1 summarises the emission concentrations used in the model. 2.1 Modelling Results Updated modelling was undertaken for the scenarios described in Table A1 for both the shared redundancy (all four ammonia exhaust emission points operating in each fab) and the duty (less than four ammonia exhaust emission points operating in each fab) scenarios and compared to the ambient air quality standards. The highest Ground Level Concentration (GLC) (including background concentrations) has been predicted for direct comparison with the derived ambient air quality guidelines. Table A2 details the GLC based on emissions at the emission limits indicated in Table A1 for the shared redundancy scenario whilst Table A details the GLC based on emissions at the emission limits indicated in Table A1 for the duty scenario. For direct comparison with international standards, the 1hour, 24hr, 99 th percentile of onehour concentrations and annual averages have been calculated for the location with the highest predicted concentration. All other locations beyond the site boundary will be lower than the reported values. Overall, the results show, based on updated Fab 242 volume flows and revised Fab 14 and Fab 242 ammonia exhaust emission concentrations that all results remain in compliance with all relevant ambient air quality standards. Compared to the existing licenced emissions, the predicted GLC s are essentially unchanged for the proposed amendment.
