5 Regular Standardization in CEST Standardization plastics piping systems CEN TC155 plenary CEN/CENELEC Agreement with ROS Standart (Russian Standardization Institute) a. Unlimited access to draft EN standards without participation; documents on plenary level ok; b. Invitation proposed to CEN for Russian experts to participate in CEN TC 155 working groups; TEPPFA to participate as member in CEN TC s ; outline to be made at the next CEST meeting New Work Item for PVC oriented pipes based on ISO CEST members will act proactive when plastic products will go for standardization in TC165 ISO and/or EN ISO Task group to work out concept for test standards in TC 155 (Pros/Cons); Environmental aspects Product Category Rules(PCR) based on EN are in draft stage; Product category rules as draft standard will probably go for CEN enquiry: a. Buried plastic piping systems both pressure and non pressure; b. Plastic piping systems for inside buildings both pressure and non pressure; Product category rules will support the TEPPFA EPD approach

6 Recycling in standards Standardization plastics piping systems CEN TC 155 AHG 45 Lifetime expectancy non pressure Both virgin and non virgin materials Test program is running at Wavin T&I and TGM AT; Draft project description Usage of PVC U, PE and PP recyclates in Plastic Piping Systems Timescale: 12 months; funding needed k 30 in cooperation with Plastics recyclers Europe (PRE) Taskforce Piping systems for high way drainage applications Guidance from Application group Civils Scope prepared based on ISO documents for low duty applications Periodical reviews In the periodical review of standards special attention is taken to include more options for the use of recyclate without compromising on functional performance in non pressure applications Standards which are under revision are waiting for the outcome in AHG 45!

7 Harmonization in CEST Standardization plastics piping systems 3 rd CEN Enquiry Harmonized standards Outcome of the voting (weighted voting, required > 71%): a. EN Soil & Waste : 71.73% (65 pages) b. EN Underground drainage : 72.86% (50 pages) c. EN Pressure : % (80 pages) d. EN Hot & Cold : % (66 pages) CEN TC155 Task Groups meeting planned at CEN office on October Discussion in CEST Two options: a. Umbrella approach per application field b. Annex ZA per individual product standard CEST agree to disagree Maintain the umbrella option as a political and strategic topic until: a. Comments of the voting are known and dealt with October b. Advise from the European Commission is sought about the fundamental principles of harmonization of EN standards under CPR and M/131 in relation to the essential characteristics October 29 th c. Outcome of CEN TC 155 plenary November CEST will provide recommendation to Exec January 2015

8 Summary Conclusions Standardization Active membership needed from TEPPFA members to maintain our positions in CEN and ISO Keep SC Secretariats and WG Convenorships of ISO Committees in Europe Usage of recyclates TEPPFA support needed of project of CEST Taskforce Recyclates in standards in close cooperation with PRE supporting the activity in CEN TC155 AHG 45: Funding of k 30 to create test methods enabling more options in standards for recyclates based on performance and intended use ; Time frame : months Harmonized standards:cest will provide recommendation at the coming EXEC meeting in January
