3 ACEA MISSION Define and advocate the common interests, policies and positions of the European automobile industry. Engage into constructive dialogue with the EU institutions and other stakeholders to advance understanding of industry-related issues and to contribute to effective policy and legislation at European and global levels. Act as a portal for expert knowledge on vehicle-related regulation. Communicate the role and importance of the industry, using reliable data and information. Monitor activities that affect the automobile industry, cooperating with the other stakeholders involved. Undertake strategic reflection on the increasingly global challenges of mobility, sustainability and competitiveness. 3

4 ACEA ROLE IN RDE WORKING GROUP Stakeholder, along with: o Associations & companies: AECC, CLEPA, FIA, JAMA, PEMS suppliers, T&E, TNO. o Regular member states attending COM RDE WG: DE, DK, ES, FR, NL, SE, UK. Analysis of COM & stakeholder proposals: o Are proposals rational and feasible for technology to achieve? o Are proposals technically sound, can procedures be carried out? o Is draft text clear and unambiguous? Does it fit into the complex RDE Regulation framework? Contribution in COM RDE WG: o Presenting reasoned proposals to be discussed. o Carrying out fast-actioned test programmes to justify proposals with test data. 4

5 REAL DRIVING EMISSIONS Diesels needed for CO2 & have near-zero particle emissions. RDE Regulation: Step 1 = September 2017 (NT) and September 2019 (fleet). Step 2 = January 2020 (NT) and January 2021 (fleet). Diesel NOx control using SCR à common technology. Demand for AdBlue for cars and LCVs will now start to escalate. Customer refill of AdBlue must be convenient and easy 5

7 REAL DRIVING EMISSIONS RDE package 3 due November 2016: o Inclusion of cold (engine) start. o Inclusion of particle measurement using PEMS. o How to test hybrids. o Appropriate RDE procedures for LCV, including multi-stage build. o Further refinement of RDE testing procedures & data analysis. RDE package 4 due mid-2017: o Applying RDE for in-service conformity checking. 7

8 COMPLEXITY OF ON-ROAD TESTING The following slides illustrate the complexity of on-road testing and the difficulty to compare results. We have the RDE legislation, agreed in two steps 130 pages of technical text. We will have RDE package 3 & 4 through Tests conducted by different agencies are not symmetrical: Some follow the RDE Regulation. Some follow the RDE Regulation with differences. Some run a common road test for all cars that is not the RDE Regulation. Some replicated the old NEDC on the road. 8

11 COMMENTS TO EMIS REPORT Agreed Fees not really the issue. Need enforced high quality testing standards. No sufficient independent test facilities available Quality, not quantity, of controls matters. Need uniform interpretation by TAA Agreed 11

12 COMMENTS TO EMIS REPORT Agreed Competition drives business to the best qualified. Better controls needed. Ensure quality & independence of TC work through standards and auditing instead. Quality of TS work should be high - no matter where it is performed. Early involvement of TS may help quality 12

14 SUMMARY COMMENTS ACEA values the exchanges we can have with all EU policy makers and other stakeholders. We recognise the severe criticism we have faced and we are addressing those problems. Our industry faces many legislative (and other) challenges so we trust we will be able to continue providing positive input to proposals for legislation affecting us - we will do that transparently and constructively. 14
