The meeting was held in Hergiswil, Switzerland from the 16 th to 17 th May A total of approx. 45 delegates and officers from 16 Member countries attended the meeting. The TEPPFA liaison was provided by T Meijering The UK delegation comprised Alastair Walmsley, who is also the Convenor of WG 20, C Ayres and M.Booth. The Plenary is divided into three sessions. Non-pressure, general matters relating to both Pressure and Non Pressure and Pressure. CEN Procedures TC Doc. This indicates that the standard is at a very early stage in its development. It is still in the hands of the WG or AHG and is not sufficiently advanced to proceed to the next stage. pren. This is the stage of the CEN inquiry where the docs should be available in three languages English, French and German. The docs are sent out to all CEN members and are subjected to an enquiry. It is then up to the Convenor to decide if the WG can take into account the comments made and if so the revised documents will be sent to the formal vote. Formal Vote. The documents are issued by CEN for the Formal Vote, which is taken on a weighted vote basis. Editorial comments only allowed. UAP The document does not come out for enquiry but goes straight to Formal vote. Editorial and technical comments allowed. If the documents pass the Formal Vote/UAP then the Member Bodies are obliged to withdraw any conflicting national standards within 6 months. (Except for GAS see EN 1555). Part 7 Guide to the Assessment of conformity WILL BE PUBLISHED AS A TS. TS and ENV TC 155 decided to use the ENV for all Parts 2 and 3 non-pressure and Parts 6 and 7 pressure. The ENV had a life of 2 years and then could be extended by TC decision every 2 years. An ENV was approved for issue by a TC decision. The ENV s followed the TC enquiry and pren procedure. 2 2 TC155 Times document for publication as an ENV. The ENV is a voluntary document and as such the national codes of practice or other National standards / codes DO NOT have to be withdrawn. In the UK implementation of an ENV was by "DD ENV 12345" but for a PD the numbering would be "PD 56789" (using the next available number from the BSI series of PD numbers, over "ENV 12345") i.e. dual numbering format instead of a prefix numbering format. DD means "Draft for Development" PD means "Published Document" Both have the same status CEN have now agreed to publish new types of standards which replaces the ENV s. ENV s have now been replaced by CEN TS (Technical Specifications). As ENV s are reviewed they will be either as Full EN s or as CEN /TS. CEN TS are approved and in the same way as the former ENV. EAS Pressure CEN has received the final revised mandate M/136 and we expect to receive a request as to our answer soon. Not sure how CEN will handle it. M/136 CPD mandate only. Does not cover all products in contact with drinking water. Scope has not changed for us. DG environment want to be more involved. The EAS will have to follow the framework of the CPD while taking into account the DW directive. N2955 Meetings of the sub groups covers most of the technical work. New sub group covering assembled products. In the process of trying to define this. Organic sub group commission have agreed the concept of a positive list (raw material). The pass/fail criteria has changed - assessment will be done at the 10 th migration (almost certain). At the 3 rd migration there should be a 1500 TOC limit possibly but it is a step in the right direction. CEN TC/164/WG3 Effects of materials in contact with drinking water. Taste and odour various round robin tests have shown problems with reproducibility. GCMS and microbial growth awaiting report on collaborative testing. First indications suggest there are no problems and they will move forward on producing test methods. Chlorine demand is definitely in the scheme (not to important as all our products pass but a matter of principal as to why plastics always have more tests imposed). No realistic time scales for when the test methods will be available. EAS currents prediction 2007/2010 AHG 37 - responsible for monitoring the EAS for Water Quality for TC 155. One meeting held since last TC 155. AHG 37 continues to try to monitor the moving targets of the EAS for TC 155. TC 155 wants to CE mark products for mechanical properties ahead of EAS. WG 8 PVC-U (solid wall) pressure. EN Plastics piping systems for underground drainage and sewerage under pressure - Unplasticised poly(vinyl chloride) (PVC-U) Parts 1 and 2. BS EN 1452 : Plastics piping systems for water supply - Unplasticised poly(vinyl chloride). (PVC-U) This partially replaces WIS /07, BS 3505, 3506, Parts 1 to 7. EN 1452 out for review enquiry. WG 8 to discuss and prepare a proposal for the next TC 155 plenary. TC 155 discussed the possibility of merging EN 1456 and 1452 (UK water industry requested separate standards). WG 8 to discuss and prepare a proposal. WG 12 PE, PP (solid wall) pressure. EN Plastics piping systems for water supply - Polyethylene (PE) Partially replaces WIS /03/09013/14/15/08. 4 4 TC155 Times General Revisions Relationship between TC 155 and ISO TC 138 (International committee for Plastics pipes, fittings and valves for the transport of fluids). No ISO TC 138 plenary meetings since last meeting. Next TC 138 and SC meetings: Plenary - Washington DC USA, September 25-29, /SC1 ISO 8772 (PE non-pressure underground drainage and sewerage). ISO 8773 (PP non-pressure underground drainage and sewerage). ISO/DIS Thermoplastic structured wall piping systems for non-pressure underground conveyance of waste water out for DIS voting. Will probably be amended to take into account work on Part 1-General specifications for pipes, fittings and the system. Part 2 Pipes with a smooth external surface - all materials. Part 3 Pipes with a non-smooth external surface all materials. ISO 4435 (PVC-U non-pressure underground drainage and sewerage) out for revision postponed until new EN ISO test methods available. 138/SC2 N2981 Amendments from ISO hot and cold standards should be adopted in CEN and therefore new WIs required. Should add to standards more information regarding properties which can affect stiffness results just finished CD enquiry Relationship between TC 155 and other CEN TC s TC 165 Waste water engineering ETAs and standards TC 165 has chosen approach that ETAs should be for niche products only and standards should cover as many products as possible (in line with TC 155s general approach). WG 12 Structural Design group is going dormant but TC 165 will be asking again if a common European platform is possible. TC 165 to have a new CEN consultant probably from Slovenia. EN 476 (general requirements for gravity systems), 773 (general requirements for hydraulically pressurized systems) and 1293 (general requirements for pneumatically pressurized systems) to be combined into one document. First meeting has been held. Will have consequence for TC 155 product standards. TC 165/11 - Gullies Standards all. No harmonised standards no requirements for CE marking. TC 193/6 solvent cement Documents also have to answer to M/136. Harmonised Standards Task Group 1 Soil and waste. pren Task Group 2 Buried non pressure. pren Task Group 3 Pressure water pren Task Group 4 Hot and cold pren Pressure hen TG 3 has addressed comments from CEN consultant (missing clause of AoC and missing info re CE marking label) and after various discussions with CEN consultant the document is back with the consultant for unofficial comment before going out for second FV. Similar situation with all hens. Do not know if TC 155 members will accept documents after the changes from the consultant. They will be recirculated before coming out for FV. Time estimate??? depends if compromise can be reached. If positive could come out for UAP by end of year. If not need to discuss with commission. Soil and waste following an ETA request for thinner walled 75ºC soil and waste pipe, a letter to TC155

5 5 TC155 Times was received from Klein (CEN consultant) stating that hot/cold temp cycling test (95ºC) in hen had to be reduced if the lower (75ºC) requirement existed in any country (which it does in many eastern European countries). TC 155 responded that experience has shown that the current test was necessary to ensure a suitable product. The 95ºC test is also required in ISO and TC/165 (EN 476). They could not accept a lower requirement for CE marking as this could lead to inferior product generally on the market, although they also cannot insist on changing national regulations. Lower temperature products can CE mark their product but under this aspect declare NPD. Answer from commission is awaited. Hot and cold water PE-RT - ETA request that we should remove any mention of PE-RT from hen denied. for TC enquiry once WI approved. Therefore TC 155 will circulate for new WI and TC enquiry together. At this stage it is only for GRP. WG 17 Renovation EN General EN continuous lining - EN Lining with close fit pipes - EN Lining with cured in place pipe - PrEN spirally wound lining passed CEN enquiry. EN Guidance for the classification and design of plastics piping systems used for renovation. Passed FV. EN gas, general, EN gas, close-fit, EN water, general, EN water, close-fit, comments and recirculate before next plenary. AHG 40 - Structural Design of buried thermoplastics pipe work systems. prcen/ts redrafted document ready for 2 nd FV. Before 2 nd FV will include non-pressure information from WGs 7, 10, 11 and 13. Convenors to send in data. No progress reported since last meeting. AHG 44 Test methods AHG dormant. However ISO TC 138/SC1 has requested conversion of EN test methods to EN ISOs. This process is underway. EN ISO 1167 (pressure testing) Parts 1 and 2 now. EN 921 will be withdrawn within 6 months. References in product standards should be changed when they are reviewed. WG 14 - GRP. All work proceeding to schedule. pren (Polymer Resin Concrete specification for pipes, fittings and joints) stalled by CEN consultant regarding assessment of conformity and FPC. New draft should be ready shortly. If not with CMC by end of June WI will be cancelled. Draft for PRC manholes pren with CMC for preparation CEN enquiry. Will have to go to CEN consultant GRP manhole pren CEN enquiry complete. Comments to be addressed. New WI requested for test method for abrasion resistance. Draft ready Page 5 of 7 Draft Annex ZAs for CE marking is under discussion in WG. WG 25 Reclaim material prcen/ts failed 2 nd FV. Comments have been dealt with and a new draft prepared. Draft is with CMC for preparation for 3 rd FV. AHG 30 Coding of Products prcen/tr document accepted at last vote (UK voted against). AHG will deal with AHG 45 durability Initial work has shown considerable further work is necessary to continue. TEPPFA will be contacted to consider if funding is available and whether it would represent value for money. No progress since last meeting. AHG 46 perforated non agriculture Initial draft not yet circulated. Awaiting outcome from existing hens. No progress since last meeting.

6 6 TC155 Times AHG 47 Wall construction definitions Remit to prepare a TR concerning definitions for the various solid and structured wall constructions in plastic piping systems (pressure and non-pressure) to be used as recommendations for all WGs preparing product standards. Taking into consideration the position paper from ISO TC138/SC2/WG5. Draft (nonpressure) prepared and presented to TC 155. Will be circulated generally when edited. Will then add pressure. Task Force 1 (formerly AHG 43) Environmental issues. No specific activities. CEN TC 351 to address 3 rd essential requirement(dangerous substances) work programme has been accepted. More information will be sought. CEN Environmental Helpdesk N2975 Workshop 28 th June and 4 th July. No direct implications at present TC 155 to keep watching brief. Non - Pressure WG 4 - Recommended Practice for the Installation of S & W inside buildings. BS DD Soil and waste installation. Document. WG disbanded. WG 6 - PVC-U systems inside buildings. Part 2 circulated for comments by 9 th August. Next meeting October. WG 9 - non-pvc above ground standards EN 1519 PE soil and waste Partially replaces BS Parts 1 and 2. EN 1451 PP soil and waste Partially replaces BS 5254 Parts 1 & 2. EN1455 ABS soil and waste Partially replaces BS Parts 1 & 2. EN 1566 PVC-C soil and waste Partially replaces BS Part 1 & 2. EN EN 1565 SAN + PVC soil and waste Parts 1 and 2. WG 10 - systems PrEN PE Drainage Part 1 passed 2 nd formal vote, on 21 st December Part 2 on same date. Part 3 (installation document) is well behind. The standard was so far behind schedule that it had been deleted from the work programme. It was agreed another installation document was not required and this stays deleted from work programme. WG 11 PP - Drainage Systems See new doc BS EN 1852 PP Resolution agreed to revise to harmonise impact requirements There is to be a revision of Part 3 ENV to be issued as a corrigendum. PrEN PP with mineral modifiers. This is a new standard for solid wall for PP with mineral modifiers. Resolution to be taken to revise due to improved properties of material (E modulus?) and harmonisation of impact resistance requirements. Part 1(Specification), Part 2 (assessment of conformity) and Part 3 (installation) passed FV. Amendment to Part 2 requested. Part 2 ammendment circulated for FV by 14 th July. WG 13 - Structured Wall Systems

7 7 TC155 Times PrEN PVC-U, PP and PE To go for 5 month UAP expected mid August. Stiffness of fittings if test is not improved could cause a problem in ISO is under revision but will maintain test as it is and add an annex (necessary for classification of structured wall fittings but design of fittings can result in different values for stiffness of fittings than pipes of same structure and material and care should be taken in interpretation of results. Will come out for UAP. Could result in a problem for plastic fittings and give other materials an attack line to plastic fittings. Last meeting Revised Vicat requirements for fittings. Impact requirements only 0 degree in main body. Rest in annex WG 15 - Rainwater EN External rainwater down pipe systems PVC-u This standard with EN 607 and EN 1462 fully replaces BS Parts 1and 2. WG 15 has been disbanded with the completion of its work GUTTERS and RW Pipes are not subject to the CPD and therefore will not subject to CE marking. WG 20 - Ancillaries non pressure EN Underground ancillaries including shallow inspection Chambers -. This partially replaces BS 7281 and BS though these will not be updated until the publication of Part 2. The draft for part 2 circulated for joint WI /TC approval. Significant comments (especially regarding costs of testing) passed to CMC to progress for CEN enquiry PrEN Draft hen for chambers and manholes to be circulated - failed CEN enquiry. Comments finalised in time for CEN deadline but consultant has asked for some editing prior to launching for formal vote. PrEN Surface loading test -. PrEN Distortion of base vacuum test - failed FV, circulated for 2 nd FV. PrEN Riser stiffness - ready for circulation for FV. Ducting - Systems Underground This work has been transferred out of WG 22 and given to the new CEN / CENELEC JWG. Existing documents considered and will be written into new documents. Numbers will be under CENELEC system and therefore will change. No new information since last meeting except that there is problems with funding. TC 155 to ask CEN BT for further information. WG 24 TPE - seals for non-pressure sewage applications EN 1989 Test method for long term performance of joints with thermoplastic elastomer (TPE) seals by estimating the sealing pressure.
