3 The European Standardization Model Æ EN One European Standard Adopted as national standards in 30 countries (EU + EFTA) Æ Effective co-regulation between industry, standardization body and legislator Æ High quality standards: applied world-wide Æ One European standard (EN) replaces 30 different national standards in Europe creates access to a market of 490 million people 3

I can justifiably claim that, as far as European industry is concerned, European standardization is a trump card in global markets. 4

5 The World Trade Organization (WTO) has established a code for standards organizations Basic requirements: Standards should not result in unnecessary barriers to international trade International standards should be used for the development of regional and national standards 5

6 The WTO Standards Codex No preferential status for domestic products No trade barriers as a result of national standards Adoption of relevant International Standards Participation of national delegations Public review procedures (at least 2 months) Appropriate consideration of comments submitted Avoid duplication of work National consensus-building Publication of work programmes 6

8 Integration of regional and global standardization The Vienna Agreement Close cooperation between ISO and CEN ISO respects the fact that CEN operates in a special political environment Duplication of work is avoided Voluntary cooperation : if needed, one of the parties can proceed separately Result: Globally relevant standards 8

9 Ongoing standardization activities CEN has already developed European Standards on automotive fuels: EN 228:2004 Automotive fuels - Unleaded petrol - Requirements and test methods EN 589:2004 Automotive fuels - LPG - Requirements and test methods EN 590:2004 Automotive fuels - Diesel - Requirements and test methods 9

10 Ongoing standardization activities CEN has also developed European Standards on automotive bio-fuels: EN 14214:2003 Automotive fuels - Fatty acid methyl esters (FAME) for diesel engines - Requirements and test methods CWA 15293:2005 Automotive fuels - Ethanol E85 - Requirements and test methods pren Automotive fuels - Ethanol as a blending component for petrol - Requirements and test methods 10

11 The Challenges for European Standardization Requirements from Global Business: One standard, one test, accepted everywhere European standardization policy has to be based on the WTO accepted principles Europe promotes the philosophy of a coherent standards environment ISO International Standards are adopted as European Standards, whenever possible Market players and public authorities can rely on a single, voluntary standard supported by all interested parties 11

12 The Way Forward CEN and ISO are willing to support the political initiatives The objective is to develop International Standards on bio-fuels that are globally relevant CEN/TC 19 and ISO/TC 28 are the appropriate bodies for managing this work A close cooperation will be ensured by applying the Vienna Agreement Time to market is essential ISO and CEN have developed fast-track procedures 12
