3 Environmental Noise Survey at Panda Waste Services 1.0 Introduction This report deals with the noise monitoring requirement conditions of South Dublin County Council s Ballymount Baling Station, Ballymount Rd, Walkinstown, Waste Licence No. W The annual noise survey in compliance with the waste licence was carried out on 1 st and 2 nd June The noise conditions of the licence are: Daytime dba Leq (30min) of 55 (defined as to 22.00hrs) Night time dba Leq (30min) of 45 (defined as to 08.00hrs) 1/3 Octave analysis for day time and night-time 2.0 Noise Monitoring Survey Methodology The noise survey was carried out at 4 no. specified locations within the environs of the transfer station and at 1 no. location which is a noise sensitive locations (NSL s) located at the nearest grouping of residents (see map Figure 1). Weather Condition during monitoring was dry with average wind speed less than 4m/s. The following conditions were adhered to in undertaking the survey: Measurement of noise levels from the works was undertaken using Type 1 instruments. Cognisance was taken of the EPA s Guidance Note for Noise: Licence Application Surveys and Assessment in Relation to Scheduled Activities (NG4). The survey was carried out in accordance with ISO 1996 Acoustics - Description and Measurement of Environmental Noise: Parts 1/2/3. Measurements were recorded when all mobile and fixed plant was operating. 2.1 Instrumentation Used The following instrumentation was used in the noise assessment survey: Four Larson Davis LxT Sound Expert Precision Integrating Sound Level Analyser/Data logger with real-time frequency analyser. 1 EPA Export :02:12:20

All environmental noise analysers had data logging facilities set on real-time, the logged data was later downloaded via a personal computer using software. One-third octave frequency analysis was undertaken using the Precision Integrating Sound Level Analyser/Data loggers with real-time frequency analyser facility. All instruments were set on A-weighted with fast response. A double skinned wind shield was used to reduce any potential for wind effects on the microphone (see example plates 1 to 5 in Appendix 1). The measurement locations were more than 3m from reflecting surfaces and at 1.5m height above local ground. All acoustic instrumentation was calibrated before and after the survey period and drift of calibration was observed as no more than 0.1 db (calibration level 114dB at 250HZ). Observations were made at each monitoring location to verify the contribution of noise from the activity and to quantify the levels of extraneous noise. 2 EPA Export :02:12:20

5 Figure 1: Noise monitoring locations (N5 is a NSL) 3.0 Noise Survey Results The results of the noise survey is given in Table 1.0 and Table 2.0, while the 1/3 Octave frequency analysis data is given in graphical format in the attachment. All operations on site were being carried out including operations which are housed inside a large building. The dominant noise outside the site is from the busy road network; the Greenhills Rd, M50 and the Ballymount Avenue adjoining the site. Location N1: The dominant noise at this location was from the Greenhills Rd and Ballymount Avenue. Trucks entering and exiting the adjoining site also contributed. The activity from the waste facility was not audible at this location at a background of 53.1dBA. Location N2: The dominant noise at this location was from trucks entering and exiting the waste facility close-by and from road traffic noise extraneous to the waste activity. The waste facility would be contributing in the region of 52dBA. 4 EPA Export :02:12:20

7 Location N3: The dominant noise levels at this location are from the amenity facility and road traffic. The contribution from the waste facility would be in the region of less than 51dBA. Location N4: The dominant noise levels at this location are from road traffic and the waste facility. The waste facility contributes less than the background at 48.4dBA. Location N5: The dominant noise levels at this location are from road traffic on the Greenhils Rd, Ballymount Rd and M50. There is no audible noise from the waste facility at an L min of 48.1dBA. There was no noise related activity on site at night-time and all recorded noise levels were from activity (road traffic) extraneous to the site. Road traffic noise was the dominant noise at all monitoring locations at night. Accordingly the noise emissions from the site were well below the noise limits for night-time. There were no tonal or impulsive emissions on site during the daytime or night-time. 4.0 Assessment/Conclusion The noise levels at all monitoring locations are within the limits specified in the licence for day time. The elevated level of road traffic noise from the local road networks masks the noise levels off-site. The noise emissions were well within the noise limits for night time at all locations. The noise emissions were in-audible and below the noise limits for day time and night at the NSL (location N5). There was no clearly audible tonal component or impulsive emission from the facility at any monitoring location during the day time or night-time. 5
