1 Report Ref: Hexham OSR Quarterly Noise Survey OCT-DEC 13.docx OneSteel Recycling Pty Ltd Riverside Road, Chipping Norton, NSW 2170 Attention Roger Baines 14 January 2014 By Dear Roger RE Attended Surveys at Hexham Shredder This letter report provides the results of attended surveys conducted on the days of the 7 th of November and the 2 nd of December to assess the noise impact of operations at the OneSteel Recycling Pty Ltd facility located at No. 14 and No. 41 Sparke Street, Hexham. The surveys have been conducted in response to the noise monitoring requirements in the Environment Protection License for the site and have been conducted in accordance with the requirements of AS Acoustics - Description and Measurement of Environmental Noise. The target noise goals for the premises are set out in Table 1 below. This report also contains details of the permanent noise monitoring station located at the St. Joseph s Retirement Village. 3 Operating Equipment and Noise Source Identification January 14, 2014 The equipment that was observed to be operating at the OneSteel Recycling plant and the Sound Pressure Levels associated with that equipment are listed in Table 4 below. OneSteel Recycling was intermittently audible over the entire survey period had L Aeq 15min contributions of 47 db(a) for both 15 minute periods. The mill at OneSteel Recycling was seen to be operational for the entire survey period, with metal handling, mag drum, the z-box conveyor and beepers from the loaders intermittently audible over most of the survey period. Traffic and Other noise sources were constantly audible over the survey period with L Aeq 15min contributions of 48 db(a) for both survey periods, while Trains were intermittently audible with L Aeq 15min contributions of 48 & 44 db(a). The survey on the 7 th of November, at Shamrock Street showed that Trains were the dominant noise source over the survey period with L Aeq 15min contributions of 55 & 53 db(a). OneSteel Recycling was seen to be operational over the entire survey period, yet was not audible over the entire survey period. Traffic & Other noise sources were intermittently audible with L Aeq 15min contributions of 46 & 45 db(a) for the 15 minute periods of the survey. 3
4 January 14, 2014 Surveys on the 2 nd of December, The survey on the 2 nd of December, at St. Joseph s Retirement Village showed that Traffic and Other sources dominated the acoustic climate over the survey period with L Aeq 15min contributions of 47 & 45 db(a). OneSteel Recycling was intermittently audible over the entire survey period with L Aeq 15min contributions of 29 & 32 db(a). The mill at OneSteel Recycling was seen to be operational for the entire survey period, with the mill and metal handling occasionally audible during the survey period. Trains were intermittently audible over the survey with L Aeq 15min contributions of 40 & 43 db(a). The survey on the 2 nd of December, at Shamrock Street showed that Trains dominated the acoustic climate with Traffic also a substantial contributor to the acoustic climate during the survey period. The mill at OneSteel Recycling was seen to be operational for the entire survey period, with metal handling, mill siren and the z-box conveyor intermittently audible when other noise sources were minimal and had L Aeq 15min contributions of 36 & 37 db(a) over the survey period. Traffic noise was constantly audible over the survey period with L Aeq 15min contributions of 48 & 51 db(a) whilst Trains had L Aeq 15min contributions of 56 & 54 db(a). Logged Sound Level Data Regular downloading of the data is undertaken during each reporting period, which includes the downloading of the data to a laptop, test calibration of the microphone and the clearing of the logger s internal memory before resuming data logging. Data from the permanent sound logger at the St. Joseph s Retirement Village has been non operational for the October to December reporting period. A Nonconformance / Corrective Action Report has been completed and is accompanied by a detailed list of actions and comments that were undertaken by RCA Acoustics to identify the fault and to restore the loggers to service. Both are attached in Appendix A of this report. 4
5 January 14, 2014 Compliance with noise limits All attended surveys at St. Joseph s Retirement Village and Shamrock Street show that OneSteel Recycling complies with its Environment Protection Licence during this reporting period and, in our opinion is unlikely to be a consistent source of offensive or intrusive noise at nearby residential receptors. CAUSE OF NON-CONFORMANCE IWhat caused the problem? ] unidentified fault in the loggers. Due to the age of the monitors replacement parts are not available. 12 January 14, 2014 Details of Actions taken in regards to the permanent noise logger at the St Joseph s Retirement Village for the October to December reporting period 8th of October : Upon opening the permanent logger case to download the remaining data of the quarter, it was observed that the logger screen display was not functioning. The battery voltage and solar charging rates were immediately tested and found to be good and attempts were made to connect via a laptop without success, despite the logger not appearing to be working. OneSteel Recycling OHSE Officer Mark Perriman was immediately contacted and informed. The logger (RTA02-010) was removed and returned to the RCA Acoustics office, where a 240V power supply was connected to the unit and tested again without success. The logger (RTA02-010) was sent back to the manufacturer for testing/repairs and data retrieval after a few days of no change from testing conducted in the office. The original logger (RTA02-018) arrived at the RCA offices shortly after the removal of the spare logger (RTA02-010). No data was retrieved from (RTA02-018) and the manufacturer gave little to no explanation why this problem had occurred, merely stating that testing was done and all appeared to be working correctly. (RTA02-018) was tested in the RCA Acoustics office for a few hours and appeared to be working correctly. The original logger (RTA02-018) was returned to service, again tested in-situ with success and left to continue to log. 15th of October : The (RTA02-010) logger returned from inspection/repairs at the manufacturer. No data was able to be retrieved and again the manufacturer simply stated that testing was conducted at their facilities and was running satisfactorily for a number of days. 7th of November : Upon opening the permanent logger case to download the data, it was observed that the logger screen display was not functioning. The battery voltage and solar charging rates were tested and found to be good, despite the logger appearing to not be working. OneSteel Recycling OHSE Officer Mark Perriman was immediately contacted and informed. The logger (RTA02-018) was removed and returned to the RCA Acoustic office, where a 240v/12v power supply was connected to the unit and tested again without success. The logger (RTA02-018) was sent back to the manufacturer for repair. The spare logger (RTA02-010) was returned to service, again tested in-situ with success and left to continue to log. 2nd of December : Upon opening the permanent logger case to download the data, it was observed that the logger screen display was not functioning. The battery voltage and solar charging rates were tested and found to be good, despite the logger appearing to not be working. OneSteel Recycling OHSE Officer Mark Perriman was immediately contacted and informed. 11
13 January 14, 2014 The manufacturer was contacted to enquire about the progress of the repairs and data retrieval from the original logger (RTA02-018) that had not returned since sending to the manufacturer on the 7th of November. The spare logger (RTA02-010) was not removed from the permanent logger case at the St Josephs Retirement Village. 10th of December : The original logger (RTA02-018) arrived at the RCA offices, with no explanation of the issues for the fault or any data retrieval. The manufacturer again simply stated, they could not find any issues and testing conducted at their offices was successful. 12th of December : The spare logger (RTA02-010) was removed from the permanent logger case at St Josephs Retirement Village and the original logger (RTA02-018) was reinstalled and tested with success. The spare logger (RTA02-010) was returned to the RCA Acoustics office, where a 240v power supply was connected to the unit and tested again without success. Manufacturer has informed RCA Acoustics that both logger units have been tested with no faults identified. They suggested that the only possible reason could be associated with the processor chip within each of the logger units. These processor chips are no longer manufactured and so cannot be replaced. 19th of December : Upon opening the permanent logger case to download the data, it was observed that the logger screen display was not functioning. The battery voltage and solar charging rates were tested and found to be good, despite the logger not appearing to be working. OneSteel Recycling OHSE Officer Mark Perriman was immediately contacted and informed. As OneSteel was to be shutting down over the Christmas break from the 20th of December to the 6th of January, it was agreed that no logging was required to be undertaken over this period. Both loggers (RTA02-018) & (RTA02-010) were tested using a 240v supply and proved to be inoperational. 6th of January 2014: To ensure that data was being recorded for the JAN-MAR 2014 quarter of logging an RCA Acoustic hire ARL EL215 logger was installed at the site of the permanent logger located at St Josephs Retirement Village. OneSteel Recycling OHSE Officer Mark Perriman was immediately contacted and informed. 7th of January 2014: Both loggers (RTA02-018) & (RTA02-010) were connected to 240v mains power in the RCA Acoustics office to check operational status. The original logger (RTA02-018) was not operational. The spare logger(rta02-010) turned on. Data retrieval was attempted immediately, without success. The logger only recorded data for the 20th of November from 4:30pm to 8:00pm. For test purposes, the spare logger (RTA02-010) was then reset and set to log, in the RCA Acoustics Office. 12
14 January 14, th of January 2014: The spare logger (RTA02-010) stopped working after approximately 2 days of operation in the RCA Acoustic office. The logger has not been able to be turned back on, and therefore the test data has been unable to be downloaded. 14th of January 2014: RCA Acoustics provided OneSteel Recycling OHSE Officer Mark Perriman with a quote proposal for a replacement data logger. 13
